  1. The Los Santos County Sheriff's Department is a law enforcement faction that focuses on providing enjoyable and realistic police role play. The faction is primarily based upon and draws inspiration from the Los Angeles County Sheriff's Department. LSSD — Index Page Employment Service Center Patrol Car Ride-Along Requests LOS SANTOS COUNTY SHERIFF KENNETH LAROSA On the 1st of February, Kenneth Larosa, a 25 year veteran of the Department was promoted to Commander of the Administration Services Division. Larosa got his Criminal Justice degree at the San Diego State University where he would later move to Los Santos. His career began in 1995, where he become a Deputy Sheriff. For the most part of his career, he would stay at the Davis Sheriff's Station, where he would rise to the rank of Sergeant, becoming Watch Commander certified. For a change in career paths, Larosa would then be assigned as Operations Lieutenant for the Basic Sergeant Supervisory School in 2011. Initially in 2016, Kenneth Larosa was promoted to Captain, Coordinator of the Basic Sergeant Supervisory School. In July 2020, he was promoted to the rank of Assistant Sheriff and oversaw a majority of the Department, with a primary focus on the Administration Services section of the Department, as well as serving as the Chief of Staff. In August 2021, Kenneth Larosa became the 20th Sheriff of the Los Santos County. ASSISTANT SHERIFF Roderick Hayward Executive Office of Patrol and Detective Operations DIVISION CHIEF Edward Kennith Executive Office of Administrative Services Division Administrative Services Division The Administrative Services Division is comprised of Sheriff's Information Bureau, Training Bureau, Field Training Program and Basic Sergeant Supervisor School. The Administrative Services Division is responsible for providing administrative staff services to the Department Executives and to evaluate and refine policy and procedures through the inspection and training processes. It is also charged with identifying and mitigating areas of actual or potential Department Liability arising during the course of the Department's daily activities. The Training Bureau The Training Bureau is responsible for the entire recruitment process of the Los Santos County Sheriff's Department. The Training Bureau aims to provide the Los Santos County Sheriff's Department with the best suited and qualified deputy sheriffs by testing, assessing, and thoroughly evaluating each possible deputy sheriff candidate. The Training Bureau consists of three units; The Background Investigations Unit, the Recruit Training Unit, and the Weapons Training Unit. The Sheriff's Information Bureau The primary function of this Bureau is to maintain the Department's Operations Log and disseminate information and news to the general public, members of the Department and the news media. The Bureau is also responsible for evaluating proposed Department public relations programs. The Bureau responsibilities are performed through the operation of a 24-hour command information center, by program evaluation and development, by continuing liaison with the press and the community and by responding to telephonic and written inquiries. The Communications & Fleet Management Bureau The Communications & Fleet Management Bureau houses the Department's vast communication assets as well as fleet maintenance. The Sheriff's Communications Center, which operates out of The Big Ear, provides units with dispatch functions. The Facilities Planning Bureau The Facilities Planning Bureau houses all future plans for the Los Santos County Sheriff's Department facilities, including the upgrading of facilities, compliance with the San Andreas Fire Code across all facilities and the implementation of new facilities and stations. The Field Training Program The Field Training Program is responsible for the introduction of a newly assigned officer to the personnel, procedures, policies, and purposes of the individual law enforcement department. The Field Training Program provides the initial formal and informal training specific to the department and the day-to-day duties of its officers and it makes the new officers' field training as effective as possible by assigning them to multiple Field Training Officers (FTOs). The Basic Sergeant Supervisor School The Basic Sergeant Supervisor School is responsible for the training of Assistant Field Sergeants, traditional education and lecture on the fundamentals of police supervision, field-based mentoring and evaluation, providing hands-on experience to solidify the material taught; and education, training, and evaluation of all new Sergeants in the Department. Central Patrol Division This Division is responsible for the performance of the basic police tasks of protecting life and property, preserving the peace, preventing and suppressing crime, and the apprehension of violators of the law. The Central Patrol Division is responsible for the operation of the following Stations: 1) Davis Sheriff's Station & 2) The Paleto Bay's Sheriff's Station The Davis Sheriff's Station The Davis Sheriff's Station services the following areas: 1) Davis, 2) East Los Santos, 3) Vespucci, 3) Downtown, 4) La Puerta and 5) Little Seoul. The Paleto Bay Sheriff's Station The Paleto Bay's Sheriff's Station services the following areas: 1) Paleto Bay, 2) Grapeseed, 3) Zancudo, 4) Sandy Shores, 5) Harmony, 6.) Los Santos City Central. Detective Division The Detective Division's mission is to support the overall mission of the Sheriff’s Department by providing the highest quality criminal investigative services on a countywide basis. The Major Crimes Bureau This bureau is comprised of the following details: 1) Homicide Detail and 2) Metro Detail along with a task force called: Taskforce for Regional Autotheft Prevention. This bureau investigates the following: Cases investigated by this Bureau involve: 1) accidental deaths, 2) homicides, 3) natural deaths (Coroner cases), 4) suicides, 5) missing juveniles when there is suspicion of foul play; or missing over 30 days, 6) missing and unidentified persons (adults), 7) shootings involving Department personnel that result in injury or death, 8.) assaults against on-duty Department personnel that result in life-threatening or serious injury and 9) found human remains. The Operation Safe Streets Bureau This bureau is comprised of the following details: 1) Gang Enforcement Team (GET) and 2) Operation Safe Street Detail (OSS). The responsibilities for the Gang Enforcement Team (GET) include (but not limited to): 1) Provide uniformed personnel to work directed patrol in the most active or violent target gang areas, 2) Gather, disseminate, and exchange information about street gangs and their association with Operation Safe Street Detail (OSS) and 3) Participate and prepare presentations for civic groups about street gangs and their activities. The responsibilities for Operation Safe Street Detail (OSS) include (but not limited to): 1) Investigate high-grade felonies of targeted gangs, 2) Gather, coordinate, and disseminate information concerning gangs and their related criminal activities and 3) Maintain liaison with various local, state, and federal agencies concerning street gangs Professional Standards Division The Professional Standards Division's mission is to provide and maintain professional standards among departmental staff and to analyze, prevent and resolve any abuse committed on duty or any complaint made on behalf of a Deputy Sheriff. The Internal Affairs Bureau The Internal Affairs Bureau is responsible for: 1) Conducting administrative investigations of policy violations by Department members, 2) Conducting administrative investigations of policy of equality violations by Department members, 3) Conducting administrative investigations for outside law enforcement agencies at the request of the agency, 4) Monitoring criminal investigations of Department members, 5) Responding to deputy-involved shootings and specific significant use of force incidents, and preparing an administrative review of the incident for the Executive Force Review Committee, 6) Conducting “for cause” drug tests at the direction of a Department member’s unit commander or higher ranking member and 7) Compiling data for all shootings involving Department personnel (e.g., hit, non-hit, unintentional discharge, warning shot, and animal shootings). The Internal Criminal Investigations Bureau This Bureau reports to the Sheriff and Undersheriff and is responsible for the investigation of allegations of criminal misconduct by members of this Department when the offense is committed within the policing jurisdiction of the Sheriff. The Advocacy Bureau The Advocacy Bureau is the legal advisor to Department Executives and Management. They oversee legal issues and provide legal advisement to multiple executive & investigative entities. Special Operations Division The Special Operations Division is comprised of the Special Enforcement Bureau and the Aero Bureau. The Special Operations Division provides support to all units within the Department and mutual aid assistance to outside agencies via its various bureaus and details, including Air Support for pursuits or rescue operations, as well as a tactical response to high-risk situations. The Special Enforcement Bureau Special Enforcement Detail SED is the 48-person, full-time, special weapons team tasked with high-risk warrant service, barricaded suspect resolution, hostage rescue, dignitary protection and maritime operations. SED on average handles 220 to 260 tactical operations per year for the department’s 42 contract cities, unincorporated county areas and mutual aid requests from other agencies. Additionally, SED conducts training for other LSSD members, personnel from a wide array of outside law enforcement agencies and military personnel. When not actively deployed on a tactical operation, SED members continuously train on a variety of core SWAT skills that include maritime interdiction and tactical explosive breaching. Emergency Services Detail Initially conceived as a full-time search and rescue unit, the Emergency Services Detail (ESD) quickly morphed into one of the most unique assignments within law enforcement. ESD members were the first in the country to achieve certified paramedic rating for fulltime law enforcement officers, and that practice continues today to include ESD supervisors. ESD personnel provide Tactical Emergency Medical Support to SEB Special Weapons Teams and to outside agencies upon request. Additionally, they conduct mountain searchand-rescue operations, underwater search and recovery, and swift water rescue operations for the Sheriff’s Department. ESD paramedics and crew chiefs staff the department’s Air Rescue 5 Super Puma helicopters. The ESD members on AIR-5 can provide rapid deployment of tactically trained and equipped personnel to active shooter/hostile events and other emergency incidents throughout Los Santos County and beyond. The ability to traverse the highly congested 4,000-square-mile county of Los Santos through the air provides a tactical response that would otherwise be significantly delayed by ground transport. Canine Services Detail In 1980, the Los Santos County Sheriff’s Department began a pilot program with police service dogs. Since that time, Canine Service Detail members and their partners have developed and proved invaluable in not only providing assistance on high-risk searches for patrol operations but also as completely integrated members on the Special Weapons Team. CSD members complete approximately 400 searches per year and respond to all Special Weapons Team activations. All CSD K9s are single purpose apprehension dogs with one exception. CSD has the only tactically certified bloodhound program in California. The tactical bloodhound program allows for the search for high-risk suspects who may have escaped containment and are deemed too dangerous for a normal bloodhound team. CSD hosts a 30-hour Canine/ SWAT integration course twice a year. Participants come from a multitude of law enforcement agencies and U.S. military units. CSD teams are capable of rapid response with other SEB details during active shooter or other emergency scenarios and possess the ability to fast rope and/or rappel with their K9 partners. The Aero Bureau The Aero Bureau performs aerial support services using various types of aircraft and is responsible for: 1) investigating violations of regulations governing flight of aircraft and prosecuting offenders, 2) investigating all fatal or serious aircraft accidents, 3) granting permission to land aircraft on, performing maintenance on, and continuing the certification of all helipads under the control of the Department and 4) providing airplanes and/or helicopters and flight crews. Custody Services Division Custody Operations consists of three custody services divisions: General Population, Specialized Programs, and Administration Command. Each division has distinct areas of responsibility. These divisions are responsible for the operation of the Department’s jail system and for the care, custody, security, and rehabilitation of all sentenced and pretrial inmates housed within the Los Santos County Sheriff’s Department’s jail facilities.

Within each Operation are various Bureaus that house divisions relevant to their specific functions. This organization structure is designed to better delegate the department's resources, so that every aspect is covered thoroughly and efficiently. The Administration Bureau is directly responsible for handling all matters revolving around department personnel. Discussions relating to positional advancement, disciplinary action, and relations with the public all happen within this bureau and its subsequent divisions. The Training and Support Bureau is responsible for the department's recruitment drives, training and certifying prospective employees, and training current department personnel so they are always prepared for their day-to-day duties. The Emergency Services Bureau oversees the prehospital care provided by firefighter/EMTs and firefighter/paramedics, who respond to medical calls and transport patients to area hospitals each day. The Operations Bureau is responsible for maintaining all relevant Fire Stations, as well as deploying specialized rescue and firefighting tactics. This is subject to change at the discretion of Faction Leadership. )) Ranking Structure Chief Fire Officers Fire Chief The Fire Chief is considered the General Manager of the department, and is responsible for overseeing development and overall operation. The main duties of the Fire Chief include: serving as the figurehead of the department at media and general events; managing the department's personnel up to Deputy Chief in accordance with department policy and public service regulations; and the development and oversight of department policy, procedures, and expectations. Deputy Chief The Deputy Chief is considered the Assistant General Manager of the department, mostly responsible for assisting the Fire Chief with the administration of the department. The main duties of the Fire Deputy Chief include: assisting the Fire Chief with the administration of the department; overseeing the department's personnel up to Fire Assistant Chief; ensuring departmental policies, procedures, expectations, and public service regulations are upheld; and assuming command of the Fire Department with full authority in the absence of the Fire Chief. Assistant Chief The Fire Assistant Chief plays an important part in the administration of the department, overseeing all Stations, Fire Battalion Chiefs and running one of the Operations. The main duties of the Fire Assistant Chief include: overseeing the department's personnel up to Fire Battalion Chief; ensuring department policy, procedure, expectations, and public service regulations are upheld; handling all requests within their assigned Operation; finalizing promotions when necessary; and liaising with other departments and teams in situations that warrant such liaison. Fire Officers Battalion Chief Battalion Chiefs have a more direct line of communication with department employees, overseeing Stations within his or her Battalion. Fire Battalion Chiefs are responsible for personnel management and other administrative affairs. They are mostly responsible for personnel-related administrative affairs. Captain II Captain IIs are mostly responsible for interacting with his or her relative station personnel in the field, informing them on his or her progress, and monitoring how well he or she performs. Fire Captain IIs are also tasked with handling personnel-related administrative affairs within his or her Station, alongside of the Station Battalion. Captain I Fire Captain Is are mostly responsible for interacting with his or her relative station personnel in the field, responding to calls with them, informing them on his or her progress, and monitoring how well he or she performs. Fire Captain Is are also tasked with handling personnel-related administrative affairs within their station, alongside of the Station Battalion and the Station Captain. Firefighter-Paramedics Engineer Engineer is the department's Field Training Officer II role, and is the most senior non-commissioned position a member can achieve within the department, with its main focus being towards training and testing new members. Engineers actively assist, train and observe newer department employees, including answering any questions they may have. They demonstrate a proactive stance on both firefighting and medical calls equally. They also help their Station Captains in overseeing the Field Training Program. Firefighter III Firefighter III is the department's Field Training Officer I role, with its main responsibility being the training and testing of new members. Firefighter IIIs actively assist, train and observe newer department employees, including answering any questions they may have. They demonstrate a proactive stance on both firefighting and medical calls equally. Firefighter II Firefighter II is the most common and essential position of the department, with its high level of focus on field work, held by all fire-sworn personnel who have passed the Field Training Program, with the exception of a Field Training Officer and above. Their main duties include: responding to medical and firefighting calls as needed; acting as role-models to less experienced members of the department, and participating in household chores around their assigned station. Firefighter-EMTs Firefighter I Firefighter I is the lowest-grade fire-sworn position of the department, with the main goal of gaining knowledge and experience through practical duties alongside seasoned Firefighters. Their main duties include: working towards the completion of the Field Training Program, gaining and demonstrating knowledge and improvement through actions in practice, and responding to medical and fire scenes with other members of the department. Firefighter Reserve Firefighter Reserve is the department's part-time position for employees who are unable to dedicate to a full shift. Their main duties include: responding to medical and firefighting calls as needed, and participating in household chores around their assigned station.   3. Hello Everyone, This thread serves the purpose of guiding you through realistic roleplay and character development, along with a few tips that might help you with immersion. This guide isn't specifically for those who have never been involved in roleplay but also for those who have been doing it for years and wish to enhace their skills. Roadmap: Server Rules Basic concepts Character Development Realistic Roleplay 1 - Server Rules Believe me or not, the first step before you walk into any sort of roleplay is to be familiarized with the server rules so you can better understand what concepts can be portrayed and what concepts can not. Not only that is an important aspect but also obeying all the other set of rules in place that will serve the purpose of a better and enjoyable experience for everyone involved. Make sure that you go through the server rules that you can find on the link below and get acquainted with them: LSRP Rules Now that you're acquainted with the server rules, let's move on to the next matter. 2 - Basic Concepts Onto this section, if you're an elite roleplayer, this is something you don't need to read through as it is the most basic concepts and commands for roleplaying. For those who are new to roleplaying and aren't familiarized with the commands, I will list them below and explain one by one what they mean and how they are supposed to be used. /me (action) This is the command you want to use when you're detailing an action that you want to perform with your character. Example: /me returns a smile to John Doe and offers his hand for a firm handshake. Final product: * Joe Brown returns a smile to John Doe and offers his hand for a firm handshake. Alternative command: /melow - This command serves the same purpose but for a smaller range. /do (emote) This is a command you want to use when describing something around your character or ask for details. Example: /do Would there be any shattered glass on the ground? Final product: * Would there be any shattered glass on the ground? (( John Doe )) Alternative command: /dolow - This command serves the same purpose but for a smaller range. /my (action) This is a command you want to use to roleplay any feature related to your character. It's just like a /me, however directed to your character already. Example: /my phone buzzes as he's talking to John Doe. Final product: * Joe Brown's phone buzzes as he's talking to John Doe. /low (message) This is a command you want to use if you wish for your character to speak in a more hushed manner. This would be a command to use if your character wanted to address a group he's standing with and didn't want anybody else at a considerable range to hear. Example: /low I hate that guy, we should just move away for now. Final product: Joe Brown says [low]: I hate that guy, we should just move away for now. /s (message) This is a command you want to use if you wish to be heard from a considerable range. Could be used to get the attention of someone who's far across the street. Example: /s Hey! Where are you going? Come back here! Final product: Joe Brown shouts: Hey! Where are you going? Come back here! /w (message) This is a command that will allow you to whisper into someone's ear, which means that only the person you target with this command will be allowed to hear you. Example: /w Did you bring the gun with you? Final product: Joe Brown whispers: Did you bring the gun with you? /b (message) This is a command that will allow you to address your surrounding area on a OOC ( Out of Character) manner. Example: /b I need to relog. Final product: (( Joe Brown: I need to relog )) /pm ( id / name ) This is a command that allows you to private message another people who's online, of course, Out of Character. Example: /pm 12 Haven't seen you IG in a while, is everything okay? Final product: (( PM to Joe Brown: Haven't seen you IG in a while, is everything okay? )) 3 - Character Development Now that you have cleared all the above, we are ready to dive into what this guide's purpose actually is. This section will explain the things you should think about beforehand before creating your character and how you should keep development to the back of your head and also portray it in a realistic manner. The issue nowadays is that people create characters that have no goals whatsoever and they just want to rush through the first steps to go ahead and start their roleplay. Starting a character is like building a house, if you start from the roof down it will dissemble eventually. You need to build strong bases before you decide to go further. As far as it concerns the creation of your character, you should keep a few things in mind. I will list them below and address them one by one. What's your character's name? Well, there really isn't much we could say about this one! Pick a name for your character based on what you want to roleplay. You should take into account the ethnicity, where he's from and so on. What's his age? As above you should also pick the age of your character in accordance with what you wish to roleplay and the age that makes more sense for him to be. Remember that if you start at young ages, you can always age up, so long as the development makes sense and is called for. Where did he come from? If he's not from LS, why did he come from? This is where you should have special attention as this might be a crucial part of your character and everything that comes past that. You need to figure out if you want to roleplay a character that was born and raised in Los Santos or if he came from anywhere else on the map. In case you're trying to roleplay a character who comes from another country or state, it is important that you know what made him want to move to Los Santos. I believe this is where most people lack as I have seen completely unrealistic choices as to why a character decided to move on from one place to the other. Usually moving to another place within a permanent setting is a big deal and means that you would most likely leave your past life behind and many people wouldn't take the risk unless it was strictly necessary. Some other people do it because their jobs require them to. There are a lot of situations that could lead your character into moving on with his life, so be mindful about it and pick wisely. Who's his family and what do they do? It's pretty obvious that even though you might have an actual player who's roleplaying your relative that your character would most likely have a family. You should also take this into account and figure out what you want for your character. Did he move/is he living with his family? What do they do? Most people don't believe it but most often than not, family is what shapes you and if your relatives aren't much of good guidance figures, there's a chance that you will be completely out of boundaries. This is an important point for you to understand as it will help you develop your character and drift around the scenes he might be presented to as it massively helps in backing up why your character was built in a certain way. Where does your character currently live and with who? Based on what you're trying to portray, you should pick an area on the map that best suits your character. If you're trying to portray a character who's a gangmember, then it only makes sense that he would live and develop around a hood, on the other hand if you're portraying a character that is a hard worker and already achieved some goals in life, maybe it's best if you choose a more peaceful place where they could perform their day to day tasks. What does your character do? Based on the above, what is it that your character does for a living? Based on the way he was built, is he a hard worker dude or is he a lost soul that does anything on his reach for a buck? This is also a point that will chase your forever whilst roleplaying a character. When you decide what you want for this section, you should drift around the subject and do so realistically. It's been clear and frowned upon that some people create their characters with a multitude of things that they are elite at doing so. I am yet to see someone who's a professional mechanic who does bar gigs on the side and also is a full-time trucker. Or characters who are professional at picking locks, top one gun smugglers, and the best getaway drivers. In my honest opinion, people should focus on one or two activities at most and develop around them. Doing a multitude of activities that may not fit the character you're trying to portray will certainly look bad and it will surely be frowned upon. Be wise and pick an activity that makes the most sense for the background of your character. What's your character's goal on the long run? This is also a very important subject that you should be mindful of. When you create your character, you should know from the get-go what the goal for this character will do. Usually creating characters that have no objectives will only lead them into doing things that do not pertain to their characters and most likely will lack any content and development. Deciding what you want your character to be in the long run will help you figure out the path that must be taken and will clearly give you more joy when doing so. 4 - Realistic Roleplay With all the above in mind, I believe you're now ready to get started. There is just so much to talk about when it comes to realistic roleplay and every detail matters when we're taking it on a more serious note. Realistic roleplay is all about the immersion, how you drive your character through the events, and most importantly, is about asking yourself if the actions you're performing would actually happen in an IRL setting. There are many things that the script does not allow, but you shouldn't take it as an excuse to bypass them. When it comes to realism, I always look at a few factors and those are the ones I will bring up to you ( there are just so many more that we could go about this subject all day long ). Behavior When it comes to how your character behaves, you should always take a minute or two to ask yourself if the action you want to perform is at all realistic and meets the grounds of your character. You should make sure that behind every action of your character there is enough reason to do so. Oftentimes people do things in the heat of the moment and it leads to a cluster fuck of events that ruin the immersion and that sometimes are borderline breaking the rules of the server. It's important to have solid grounds when roleplaying your character's actions and how he behaves when subject to certain scenarios. Activities You should always have sufficient grounds and reasons behind the activities you want to pull and if the place you want to execute them is at all appropriate. Oftentimes people perform actions at places where is not realistic at all to do so. You should always look around you and withdraw yourself if you feel like that is not the right approach to make. Weather Even though more often than not the script doesn't bring any downsides for the weather, you should always take it into account and understand if your character's clothes meet the criteria and if your driving should change by any means. We wouldn't see someone zooming across the city at 140 mph/h on a rainy day with no care for their life or those who might be on the road. Time of the day You should always take into account the time of the day as this will also play a huge role within realistic roleplay and immersion. For example, if you're at night time, there are things that wouldn't be realistic for your character to spot, for example, someone driving past you on a dark alley in a car with tinted windows. Crime and LEO's Now, this is a critical subject that should always be addressed to new and old-time roleplayers. More often than not we come across scenes where Illegal roleplayers and Legal roleplayers clash heads into each other. Both sides should be mindful of their portrayal and realistic scenarios. There's just so much we could talk about on this subject but I believe we can make it short. When roleplaying an LEO you should always take into account that things aren't always black or white and that not everything must result in severe actions. There should be a middle ground established between the two entities so things can work smoothly. When roleplaying a character that has more illegal than legal grounds, you should also ask yourself two or three times if this is the right approach to make. What we usually see is more of a cops and robbers mentality and we should get rid of it. This is an appeal for both sides to roleplay things accordingly and meets the IRL setting. People who roleplay illegally shouldn't be granted the excuse of escalating issues without proper reasons/means and resort to the last option which would be a shootout. LEO's should also be mindful and take into account that, for example, a single officer walking into a hood to arrest one person is something that doesn't happen in an IRL setting.   6. Hello everyone The last year has been an unusual period of time for the staff team and we are getting closer to another milestone — launching our community on the GTA V platform. In preparation for the many months of developing the script we altered the way our team is structured by introducing the 'Insider' team. The whole staff team has played a vital role in establishing the ecosystem and building the foundation for the server, without their knowledge and experience we would not have been where we are today. As of this post, the Insider Team will be removed and some members of it will be offered alternative positions within the core staff team based on contributions and activity during their time. We'd also like to thank Ten for his contributions to the Faction Team and for setting up and shaping the illegal faction scene ahead of the launch of the server, sadly he has resigned from the team a few days ago and we look forward to hopefully seeing him return in the future!   8. Hello everyone, I am Maxim, some of you may know/remember me as Frank Underhill and I'm currently in charge of the government faction here in LS-RP:V. With the move to GTA:V we decided to make major changes to the government faction, how it functions and its structure. Here are some changes we decided to take, with a brief explanation as to why we went that route: Los Santos City Government - We decided to revert back to a municipal system, the Mayor overseeing all government operations instead of the Secretary of State or the Lieutenant Governor. We went through multiple concepts and decided it would be best to re-introduce LSGOV, while not the best system - it is better than what we had before. Involvement - The government will be more involved with legal factions and the community in general. We want to introduce new concepts that weren't around on SAMP, with some already in place such as the city budget (which involves all government factions), in-game licenses and more. We want to maintain an interactive government, with useful services (both in roleplay and script-wise) that players could use. New services - We integrated new services into the faction, such as the Department of Medical Examiner-Coroner, firearm licenses and parking enforcement. We want to improve roleplay and move on from old concepts (such as impounding vehicles non-stop). *Everything is still being discussed and might change by the time the server releases. In order to support these new changes, we decided to open up recruitment and allow players to join the faction pre-launch.   9. This is very critical moment in which playerbase has to be immediately convinced and assured that the courts and court RP will function. Based from what was covered in this topic, it seems majority of work was done already and the rest remains but a formality. Nice job. Due to practical reasons, it's only reasonable to establish system that will run smoothly - this means most of stuff will simply have to occur on forums. However, I believe everything in power should be done to allow players who would genuinely like to engage in court roleplay to do so and give them a chance. Maybe down the line, once the judiciary has a decent number of staffing, some sort of "on-duty judge" system could be established, to ensure one judge could always be reached out to during the "workday", to allow for such kind of impromptu roleplay to take place. Maybe down the line in near future. In addition, hosting more or less frequent group hearings (pardon my ignorance, I'm not sure what the proper English term is - the kind of stuff they do in "Caught in Providence") to allow people to contest their lesser offences (infractions and some misdemeanours). It would really send out a message that courts are there, ready to take a big bite, and that people shouldn't hesitate to engage in that kind of roleplay. Unrelated, but I'm 100% in favor of not having to go through departmental IA first in order to file a lawsuit. Doesn't make sense and gives the respective IA body too much power in that segment. As for the clerks being NPCed, not necessarily a good idea. Clerks and legal interns are positions where aspiring judges, attorneys and prosecutors start off. Having that kind of position open for human players might, you never know, allow for complete laic to one day pursue real-life career in law.

I'm talking about the usual officers who just walk straight to the duty room to ''go on duty'' and then back out to leave in their car without interacting with people in station or civilians that don't take in account of an incident that is happening in public and just shrug it off. Those people are replaceable and don't provide anything whatsoever.

  19. Players will not have to file an IA report before contesting their charges. The process is yet to be entirely decided but RyanW and I are working on ways for players to appeal their charges in a way that isn’t a complete hassle or difficult.

  20. Depending on the way the jail times work, this can be entirely possible without in game court. If you are in jail for a few days and appeal to the DA’s office, if they see your charges are bogus or don’t have enough to prosecute in court they could be dismissed and you may be set free.

  22. Courts were also held IG when judges were available, we also had a discord channel where PD/SD could long judges as they called them IG - Only used for urgent cases. Warrants and RICO have already existed in LSRP.

  23. I'd personally like to see a points based system in where different charges have different points associated with them (as seen in other communities). For example a player receives a 1st degree murder charge and is convicted. They get x amount of time in prison and coupled with that, the points that come with 1st degree murder get tacked on to the players record. The points is an accumulation based system where a player needs to reach a points threshold in order to be considered for a life sentence. This is the cleanest way in which I've seen the courts handled and it doesn't allow much for negotiation or reading in between the lines. Obviously you'll have multipliers and conditionals like the RICO act, Gang Enhancements, etc but the gist I hope I explained well enough. I'm not in favor of a three strikes law because one it's being abandoned in California due to mass incarceration, two not all crimes are one and the same, if you only attain a strike on capitol, or "high" level crimes then the only punishment you receive for something like a petty theft is the time served which is a consequence but not enough in my opinion. The fear needs to be there for criminal roleplayers to not stack up charges as it is in real life.

  24. To get started, I'm not sure if everything I address falls under the responsibilities of the judiciary but I hope everything falls on the right ears in the end. Also I will not go into detail with everything right now. About the fundamentals, I'm pretty sure only way to have a properly functioning legal system is some kind of OOC plea after every arrest. It's simply necessary to not overflow District Attorney's Office with having to arraign everyone even if they have no plan to fight the charges. OOCly pleading not guilty means that District Attorney's Office will start the procedure to arraign the defendant. To avoid situation where one waits for arraignment in jail longer than he would serve if convicted, decent bail system needs to be implemented. OOCly pleading guilty should be roleplayed as if defendant was taken to the NPC judge where he pleaded guilty. Then he shall be imprisoned by the LEO in accordance with standards set in the penal code. Additionally some cases should be forced to the court. (CKs, some strike system for repeated offenders etc) Difficult part if finding the right environment for trials. I encourage you to keep it in game as much as possible, however I know that there are issues with matching timezones etc. It would need discussion in larger group. There are also few more specific points I'd like to bring out. 1) Introducing court clerk as an actual player filled position would not be smart move. At least not right after the launch as we do not know the actual interest in the judiciary roleplay, it would be somewhat waste of resource. You could simply NPC court clerk as it holds no crucial functions (If there are some, feel free to correct me). 2) Warrants should be a must. I have explained it's importance before so I will simply copy it. Warrant applications can be distributed through forum or even Discord with proper plugin. 3) Straightforward legislation for procedural aspects should be set in stone. It may not seem that important at first but it can make the system collapse in long term. Also adjusting some of the Californian landmark cases to San Andreas will help create the realistic environment. 4) Introducing state level RICO act would add depth to both legal and illegal roleplay. Plus, possibility of your illegally gained assets being confiscated, brings in the need for white collar aspect in organised crime. Roleplaying around legal fronts would then serve it's purpose as it allows you to cover the tracks of illegally obtained cash.
