  2. I recently found some of my IC photos from SAMP LSRP and decided to use them to create a collection of forum profile banners. All banners contain images which were taken and edited ICly in the original LSRP. Feel free to take any that you like and use them on your profile, or just enjoy the art πŸ™‚.

ABOUT The Hell Runners Motorcycle Club or the HRMC is a 1% Motorcycle Club originally coming from the Tri-State Region (New York (NY), New Jersey (NJ) and Connecticut (CT)) that was founded by Kevin Portillo and James Deckert in 1984 as a group for motorcycle passionates. The club later got involved in multiple illegal actions such as racketeering, drug and arms dealing, prostitution and arson which got them under the radar of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The New Jersey chapter was considered to be the original one, with the 5 founding members coming from that area; usually all-charter churches were held in Lakehurst, New Jersey being considered one of the more iconic landmarks for the club, with most of the members calling it the mother-chapter. At the moment, the US Department of Justice declares that there are over 500 sworn-members over the 50 states in America, being considered one of the most dangerous gangs in the US. The club is not officially a racially segregated organization, although no afro-american members are apart of the HRMC. ORGANIZATION Each Hell Runners chapter in the United States is organized in a rank structure, consisting of a President, a Vice-President, a Secretary/Treasurer, multiple Sergeant-At-Arms, Road Captains and Enforcers. Each of the existing chapters has autonomy over their members/rankings and can make local-impact decisions on their own, without permission or summoning a church at the mother-chapter's location. ((OUT OF CHARACTER INFORMATION)) This faction is aiming to portray a realistic 1% MC, inspiring ourselves from existing motorcycle clubs from the United States. Gaining membership in the faction is done strictly IC (In Character) and we do not condone any type of favoritism but we encourage you to bring your friends along in our faction. We strive to follow all of the rules of LS-RP and enforce them at all times within the faction.   7. Hello! Welcome to the July 2023 Staff Update. Tester Applications - Tester application period will be closing Saturday, the 1st of July. If you're interested, please apply before the application period ends! Our review period will begin the next day on Sunday and we anticipate publishing the results later that same week. Major Update - Our first Major Update, 1.1, is in progress, based on the feedback we've received. These updates will include some much requested features and important bug fixes. We will have more to share in the coming days. We've worked diligently to resolve any issues with crashing as soon as they're reported to us and so far we've had great success in quickly patching them. Please follow our #updates channel on Discord to stay up-to-date on all things development. Property Requests - A request pipeline will be implemented in the coming days to request changes to your properties and additions such as spawning a garage. Feedback Gathering - We have been collecting feedback from various different areas and platforms of the community. All your comments, suggestions, and ideas are being carefully considered, and we appreciate your efforts in helping us make the server even better. I want to give a big thanks to our admin and tester team for their continued hard work and dedication. In this past month alone, they responded to 7,504 help requests, 4,069 reports, and 2,823 character applications. I am happy to announce two new additions to our game development team, TommyB and HitzSPB. Both bring different unique perspectives and expertise to the team, which will no doubt contribute to a better server. To those who applied and weren't selected, thank you for your interest and effort. We're looking to bring more developers on board down the line as we optimize our process for a larger team.   15. I see where you are coming from, but I would argue that said factions are bringing the heat upon themselves by constantly acting recklessly and causing a literal mayhem. Patrols are there for a reason and that reason is most of the time the several deputy/officer involved shootings that take place. Needles to say, being a part of the LSPD myself, I do have a bias, but I feel like the interactions from both parties have been great and contributed to the creation of some "healthy" scenarios. The "win at all costs" mentality is no longer there and I feel like that, even if a GANG unit or just a regular cruiser are circling around the area, you still have a fair chance to escape. TL:DR: Putting pressure isn't inherently wrong, especially if criminals are misbehaving constantly and making their hood a "red zone".

  19. guns on here are by far the most accessible I have EVER seen on a rp server. giving everyone the ability to get a gun is dumb. sure you can make the point "its easy irl" but how many people know about it irl? of those, how many are actually willing to risk doing it? of those, how many actually get those guns? on here, 90% of the playerbase would be using it to buy guns. a rp server needs balance and oversight.

  21. Most organized arms dealing, as roleplayed by factions, is the sale of stolen legal firearms or firearms purchased in poorly regulated transactions in gun states. The profit margin is significant, as criminals and gangs will pay several times the legal sale price for an unregistered firearm they can use in crimes. If you're selling firearms outside the bounds of the law, you are an arms dealer or arms trafficker rather than a legal gun seller. Arms trafficking can be divided into two basic categories: state and federal. California state arms trafficking charges are generally less serious - all you have really done is sell a locally acquired firearm without a license or without conducting the proper background checks. For this you may be sentenced to six months in county jail or fined, with more serious consequences for aggravating factors (e.g. prior trafficking convictions). Federal arms trafficking is much more serious, and applies more to most roleplayed weapons dealing. An arms dealing incident is made federal by transporting the weapons across state lines, which is how the bulk of guns used in California crimes enter circulation. Arizona and Nevada are major weapons shipment points, being gun states in which large amounts of firearms can be acquired in legally murky or outright illegal gun sales and also being states which border California, where those weapons can be sold for several times their retail value. The penalties for federal offences increase sharply, to a maximum of 10 years in federal prison and much more extensive fines. In addition most people who engage in these activities are already convicted felons prohibited from possessing firearms, which carries an extra five years. 320. Illegal Sale, Lease, or Transfer of a Firearm is the LSRP penal code entry for arms trafficking. It's a low-end felony. 324. Illegal Distribution of Ammunition will probably also come up. Between these two charges, being stacked (or multiplied) by the amount of arms and ammunition you're selling, your character is looking at heavy time. If your character is convicted of major arms trafficking you should probably also roleplay a more serious federal conviction, assuming you're roleplaying interstate transactions. I suggest this for 'realism' purposes, as any major arms trafficker irl is investigated by a federal taskforce and usually ends up with heavy sentences. Ultimately it's up to you though. Typically people are only ever charged with weapons possession on these servers, as arms dealing investigations are rarely done, so I don't see this particular issue coming up much. But you should be aware of the potential consequences your character faces and how serious arms trafficking is taken in a gun restricted state like California (and therefore San Andreas). There's also 319. Manufacture of a Destructive Device or Prohibited Weapon, covering fabricated weapons and arms conversion devices, which is a newer trend in arms trafficking. Shmoe has covered this here. In regards to your actual roleplay, you have a couple of options. This is assuming you are a faction member who is selling weapons directly acquired by your faction from the 'scheme' and you're unsure how to roleplay this. Generally speaking these guns will have crossed the state border, so you can either roleplay being that level of arms trafficker yourself or you can roleplay having acquired your weapons from somebody who specializes in this as their criminal 'profession'. From there your roleplay is a simple question of actually selling the guns on to other characters. I would suggest some people experiment with roleplaying a dedicated arms trafficker, as most people involved in this business do it 'professionally'. Weapons dealing in real life, unlike on roleplay servers, is much less profitable than drug dealing so the only people who seriously profit from it are those who specialize in it. Criminal organizations have constant easy access to firearms and do not really prioritize it as a business, as is done in roleplay. NB: You should not roleplay internationally 'smuggled' weapons, as is sometimes done, particularly by European factions. This does not happen, unless for some reason somebody has gotten their hands on a massive shipment of weapons somewhere and it's worth taking the risk to smuggle them into the United States for sale. The U.S. is the biggest gun country in the world - guns come from there, they are not smuggled there. International arms trafficking in the United States goes the other way, into Canada and Mexico. Your guns will be from the U.S., probably a gun state like Arizona, New Mexico or Texas. I hope this will be informative for some people who might not be familiar with how arms trafficking actually works in places like California.

We are truly grateful for your suggestion to abandon any sense of realism and hand out duffel bags filled with virtual goodies without any justification whatsoever. Who needs immersive roleplay when we can just throw random items at players without rhyme or reason? It's the recipe for unparalleled excitement, isn't it? But fret not, because we have been diligently working on our ego-stroking skills. Nothing brings us more pleasure than making everyone dance to our arbitrary rules while we sit back and bask in our supreme authority. You are absolutely correct in assuming that none of our admins will ever experience the agony of spending hours on end fishing at Del Pierro pier.
