I don't think the mall should be removed. But your idea is good. I remember that in SA:MP, LSRP had some custom hoods and I'm sure there will also be custom hood in RAGE.

Everywhere I turned around there was at least a poster of Cyberpunk 2077. After the launch, all of them disappeared. The game turned out to be a complete mess, full of bugs, nothing like they showed at E3 or their so called "actual gameplay".

Also, DE was made in Unreal Engine. The Original one was mode using Renderware Engine, so Kalcor created SAMP based on that Engine. I don’t really know if it works for you to install SAMP with the DE -

I don't think so. SA:MP was left behind by Kalcor. 0.3.8 (0.3 DL) had lots of new posibilities, but somehow Kalcor decided that it wasn't good enough. He even said that he isn't interested in maintaining SA:MP anymore, so why would you even continue playing a game that is outdated? Nothing was new to SA:MP, you were limited in every aspect.
