SAN ANDREAS DEPARTMENT OF CORRECTIONS AND REHABILITATION OFFICE OF CORRECTIONAL SAFETY BORDER BROTHERS Security Threat Group Assessment December 20th, 2023 BORDER BROTHERS The Border Brothers are a prison and street gang that has spread across the West Coast and US Federal prison system. They're most influential within the San Andreas, Federal and Arizona prison systems. The gang primarily consists of Mexican nationals, however, they have recruited a small number of Mexican-Americans. Despite having it's own presence on the streets the Border Brothers will also recruit from other Mexican national gangs such as the 5th and Hill gang, along with Mexican Transnational Criminal Organizations. Founded in 1989 by Sergio Gonzalez-Martinez, the gang spread into San Andreas in the early 1990s, recruiting illegal immigrants in San Diego, Los Santos, Bayside, and Oakland. In 1994, the Border Brothers established itself within the San Andreas and Arizona prison systems. According to several reports the Border Brothers are one of the fastest-growing STGs (Security Threat Groups), and have the most validated members of any prison gang in the Arizona Department of Corrections and Rehabilitation. Border Brothers identify themselves through the letters BB, the number 22 or a jaguar-shaped Aztec warrior god’s head, Ocelotl, encircled by flames. The group operates under two distinct branches: street and prison. In prison the gang operates under a strict paramilitary structure with a President, Vice President, generals, lieutenants, sergeants and soldiers, whilst on streets it is more loosely organized. Since the mid to late 1990s, the Border Brothers have had an alliance with the Mexican Mafia. This alliance stems from the "Arizona vs San Andreas war" between the Mexican Mafia and the Arizona "New" Mexican Mafia within the Arizona prison system. In this conflict the Border Brothers supported the original Mexican Mafia and acted as the primary foot soldiers against the Arizona "New" Mexican Mafia. This alliance between the Border Brothers and Mexican Mafia extends to all conflicts outside of the long standing war between the Nuestra Familia and Mexican Mafia. The Border Brothers also have close ties with larger Mexican Transnational Criminal Organizations, in particular the Guzmán-Zambada and the Arellano-Félix organizations. According to multiple government agencies the Border Brothers will transport and traffic narcotics in the United States for these groups. Along with protecting the members of these organizations inside state and federal prison systems. IN SAN ANDREAS Compared to more well known security threat groups the Aryan Brotherhood, Mexican Mafia, Nuestra Familia and the Black Guerilla Family, the Border Brothers formed much more recently. As mentioned previously the Border Brothers first appeared in the San Andreas state prison system in 1994 at Cremenas Valley State Prison, since then the gang has spread across the state with documented members inside nearly every prison. Mexican nationals who are incarcerated within the San Andreas prison system fall into what is known as the "paisa" car. A grouping of inmates which consists primarily of Mexican nationals but also other Latin American inmates and a small number of Mexican-Americans who identify more with their Mexican heritage. The paisa car generally submits to the authority of the Border Brothers and any rules or regulations set by the gang. Due to their lower numbers, it is rare for the paisa car to be the the top car on a prison yard in San Andreas, however, Mexican nationals are one of the fastest growing groups within the San Andreas corrections system. Generally, the paisa car runs clear of conflicts with other cars, however, to make up for their smaller numbers, "paisas" have a reputation for being exceptionally ruthless when carrying out violence. In 2021, several Norteño inmates were killed during a prison riot initiated by Border Brothers in A-Block of the San Andreas Correctional Facility.
