While the emerging group is not directly linked to the former gang, loose connections to past members may play a crucial role in its evolution. Captain Raul Mendoza of the Idlewood Police Department warned, “There’s concern that some key figures may still be at large and influencing this new organization behind the scenes.” Residents, who had hoped for lasting change after the recent busts, now worry about renewed turf wars and instability. Community leaders are urging for enhanced support measures—such as expanded youth programs and economic opportunities—to help deter vulnerable individuals from criminal involvement. LSPD Officer Killed, New Gang Suspected in Targeted Execution By Tanner Noble Published: March 17, 2025 The execution of LSPD Sergeant I Miguel Ruano has sparked a statewide investigation and drawn attention to a newly emerged street gang in South Los Santos. Authorities believe the killing was carried out by members of the 59th & Harlow Bloods—a recently surfaced set with suspected ties to the defunct Frontline MOB. Ruano, a veteran gang enforcement officer, was abducted in Los Santos and later found dead at a remote airstrip in Las Venturas. Police say the attack was calculated and intended as a direct message to law enforcement. “This wasn’t random,” said Captain Raul Mendoza of LSPD. “This was about sending a signal.” Though 59th & Harlow was not previously known to police, early intel suggests the group may be made up of younger affiliates seeking to rebuild turf once held by Frontline MOB, which saw its leadership dismantled in past federal cases. In response, LSPD has launched targeted operations across South LS, hoping to prevent further violence. Community leaders, however, stress that enforcement alone won’t be enough. “If we don’t address what drives young people into gangs, we’ll be here again,” said youth advocate Liana McNabb. For decades, Mara Salvatrucha 13—better known as MS-13—has been a dominant force in Los Santos, with deep roots in the Central American community. Originally formed by Salvadoran immigrants as a means of self-protection, the gang has since evolved into a ruthless criminal enterprise, leaving a trail of bodies and fear in its wake. Presence & Territory The Rampart Locos, Park View Locos, and Francis Locos cliques have long held ground in the West and Southwest of Los Santos, but in recent months, their influence has expanded. Reports indicate that a local MS clique has taken control of major parts of Glen Park, with members seen loitering in the area, extorting locals, and using the park as a dumping ground for rivals. Even the city's street vendors and homeless population has not been spared, with reports of them being harassed or robbed for protection money. Beyond Glen Park, Downtown Los Santos, Little Mexico, and Idlewood have also seen a sharp rise in MS-13 activity, with cliques operating in the Southside further tightening the gang’s grip on the city. From Salvadorian rocker stoners barrio protectors to ruthless Enforcers Mara Salvatrucha 13, better known as MS-13, traces its origins back to the 1980s in Los Santos. What began as a small group of Salvadoran immigrants "Mara Stoners" —many of them fans of rock and marijuana—banding together to protect themselves from other gangs soon evolved into one of the most feared criminal organizations in the city. As their numbers grew, so did their reputation for violence, eventually becoming a dominant force in organized crime. A New Wave of Members—And More Chaos Historically, most members of MS-13 were second or third-generation Salvadoran-Americans, but recent years have seen an influx of new recruits straight from Central America—Salvadorans, Hondurans, Guatemalans, and even other countries in South America—bringing an even deadlier level of brutality to the streets of Los Santos. These fresh members aren’t just continuing the gang’s traditional rivalries; they’re introducing the ruthless tactics seen in El Salvador—brutal executions, body mutilations, and public intimidation—turning Los Santos into a war zone. The violence has escalated beyond typical gang shootings, with reports of victims being dismembered and their bodies dumped in Glen Park's waters and & Idlewood sewers as warnings to enemies and law enforcement alike. Culture & Code MS-13 operates under a strict set of rules, built on loyalty, respect, and fear. Betrayal is met with death. Weakness is not tolerated. Money comes first, and the gang’s power is maintained through extortion, drug trafficking, and absolute control of its turf. The "La Mara" handsign, famous devil horns, blue-and-white colors, and 13 tattoos are marks of allegiance, with "observated up and coming members" expected to prove themselves before earning a paro "membership."
