It does. If you own an apartment and want to buy a house you will not be charged, on the other hand if you own a house and want to buy an apartment then you will have to pay 10x from the market price.

There will be multiple market price if you already own a house. For example, original MP is $50,000, then you want to buy another house/apartement, the mp multiplied by 10 which would be $500,000.

If you want to do it with four players, you must get/ask admin approval beforehand. About shotguns removal, everyone should be able to use them. Based on my experience as a victim, they rarely use shotguns and prefer to use small arms.
