Authorities believe the killing was carried out by members of the 59th & Harlow Bloods—a recently surfaced set with suspected ties to the defunct Frontline MOB. Ruano, a veteran gang enforcement officer, was abducted in Los Santos and later found dead at a remote airstrip in Las Venturas. Police say the attack was calculated and intended as a direct message to law enforcement. “This wasn’t random,” said Captain Raul Mendoza of LSPD. “This was about sending a signal.” Though 59th & Harlow was not previously known to police, early intel suggests the group may be made up of younger affiliates seeking to rebuild turf once held by Frontline MOB, which saw its leadership dismantled in past federal cases. In response, LSPD has launched targeted operations across South LS, hoping to prevent further violence.
