In regards to this both SD and PD helicopters aren't even meant to call in people with guns in the first place unless they're comitting a crime or pointing it at someone. Moving between cars or simply existing with it doesn't allow them report the sighting. This is a principle the LSPD has had has an internal faction rule for the last year and a half (Originally suggested on LSPD forums and implemented by Michael when he was Chief of Police.) I believe it was made a legal faction rule so it now applies across the board to both factions around a month or two ago. Just to pre-empt anyone who might have seen a situation take place last night which I ended up completely voiding. Helicopters cannot initiate these situations but yesterday a player informed the police ICly (basically snitched) of the whereabouts of those who were seen walking aroun with firearms infront of a complex by a ground (car) unit. So this is a good point to mention 07. Helicopters. If you believe someone broke this rule again; report it.

For everyones information: I've advised any faction member of the LSPD that wishes to comment on this topic they should state they play in the LSPD faction. I find this to be important when reviewing opinions because I think the mentality can vary from faction to faction. I can emphasize with your frustration but again I encourage you to report this in PM's to me if it's a member of the LSPD. (dark blue/black uniforms) It doesn't need to be an essay, a few words and a screenshot + the name of the person that's breaking rules is enough. Additionally just to illustrate the stop and search policies and play to win mentality is not something the LSPD leadership supports. Another good point to which I want to clarify what framework is used. I've said this in the illegal faction discord but I'll say it again in the hopes of clearing up this issue. (On my phone) Although a police presence is part of this server I can relate to the ratio being less than optimal. When SAMP relaunched it was actually the other way around for a brief moment. One thkng to note is that I've seen illegal roleplayers turn to LEO and I suspect its because in their opinion theres nothing to do. Again with traffic stops I'll quote this and stress that by reading the linked topic you might gain some insight on what is acceptable (for the LSPD) and what isnt. If you have a situation that isnt according to it take a screenshot and PM a few lines as a report (Name of the person breaking the rule is needed I can't just terminate/discipline everyone) As for the ratio: I'm not opposed to a LEO hiring freeze until RAGE (for thosd who have never been LEOs on LSRP; This is important) but our condition is that other factions (LSSD) are frozen too and that's up to LFM/HoLF

This complex you're referring to I assume is the one at Marina. The narrow staircase with a point position at the top. I'm not sure who gave you the reason "Two failed raids don't wanna go again" but I can only speak for the LSPD and please do confirm that you were talking to a LSPD member and not a member of another law-enforcement faction. I recall being on scene myself three times, twice deployed as SWAT, third time in pursuit of people who went there to barricade. I recall the third time there was an issue and I told the parties who reported to PM me directly so I can explain why they might have been shot. Understand that because this server is trying to be a realistic gamemode we use court cases from the United States. Specifically here Tennessee v. Garner, 471 U.S. 1 (you can read about it). It applies here because you've got people in posession of illegal firearms fleeing from police towards a complex which would be occupied by members of the public (civillians). So the police are authorised to shoot to prevent further loss of innocent life if they believe those fleeing intend to harm the complex occupants (take them hostage, murder or otherwise). In regards to this: Think any real-life school shooting (tragic, yes) and imagine you're a police officer chasing a felon who runs into a school with an assault rifle he bought from the gun store. Would you shoot to prevent the loss of kids? The Cops in Uvalde Texas who were shamed for not entering or stopping the shooter before he entered sure wish they did and would've been within their right to do so. Also the use of this court case has been restricted in its interpretation over the course of LSRP. in 2015 the LSPD would be able to shoot you with an M4 for "Evading" which is a felony and swimming away in the water because you "intended to escape". We've long moved past this inaccurate representation. I say M4 specifically because only it can fire at a far distance and the rules around M4 usage was barely regulated at all. Different times though. In regards to two failed raids. Like I said I recall being on a SWAT team twice at that complex and both times we had no fatalities when making entry so either I wasn't there (Unlikely because I receive notifications about all raids/breaches from/through my faction) or you might be mixing up factions. The LSPD aren't the only ones with a tactical team (raids/breaches are usually done by SWAT/SEB)

Instead of just having this be another thread that will blow over or die out I'm going to be sporadically replying to those who I believe bring up genuine concerns. I can't promise to fix every problem as I don't preside over all people with a gun and badge, nor do I think there aren't issues on the illegal roleplay side too but I'll do my best to be approachable here. Those who I don't directly address can feel free to PM me with their concerns too, provided they are with faction members of the LSPD. (LSPD wears black/dark blue uniforms, LSSD wears tan/green uniforms) If you're unsure which faction they belong to you can forward it to the Head of Legal Factions or myself and we can point you in the right direction. I'll quote my original statement on this here. Regarding @Angellify While it isn't a server rule traffic stops that have no other purpose then to provoke a reaction isn't a gray area anymore. While I acknowledge that we portray the LAPD who are notorious for their racial profiling to combat gang violence we also took a hard look at things in May and drew a line in the sand in terms of what is allowed and what should be "nerfed". For the LSPD there are clear requirements that need to be met and you can read all about it here. We've punished people for this and will continue to do so provided we know about it (through a report). The issue you described falls under 2. Stop and Search. If none of that crtieria was met and you have a screenshot of the interaction and a name then we'll investigate your report and reply with a conclusion. (Please PM me a brief report) Switching from an MP5 to a Deagle without roleplay can be considered Powergaming so feel free to post a forum report related to that.

I can only speak on behalf of the LSPD. However, because these threads often get derailed, sometimes unintentionally, our command and leadership tend to avoid getting directly involved. More often than not, these discussions don’t result in feasible solutions. Instead, we monitor them, take in the feedback, and implement changes where appropriate. I’ll point out some examples of this later in the post. Since taking over just over a week ago, I’ve been directly mentioned. Before this thread gets locked, and without assigning blame to any particular side, I want to acknowledge the concerns being raised. Having been part of the community since 2016, I do feel that acceptable standards have declined across the board. There have been only occasional efforts to raise them. Some of the behavior I’ve witnessed from LEOs in recent months would likely have been unacceptable just a few years ago. However, I can’t always take action on it because in some cases it involves individuals outside of our faction. Some attribute this decline to the community’s age, others to a lack of interest. In my view, we can and should be the ones to reverse this trend, especially with the renewed focus on RAGE. I also want to emphasize a point that @badhbhand @n0de101 brought up. Although I was only recently appointed Chief of Police, I’ve been part of the faction for a long time and have seen the few complaints and reports that faction leadership receives. Both Lemon and I remain easily accessible through the IFT Discord and via forum PMs for any faction-related concerns. The last faction report we received was around May or June. I understand that sending a PM can feel like a barrier, but I want to encourage anyone who believes an LSPD member is breaking rules to report it. A few sentences and any evidence you have is enough. You can message me directly here on the forums or submit a report at police.lsgov.us. after creating an account and select the LSPD: Staff Officer group as recipients. I’m aware of the common argument that nothing will be done. However, I want to point to the policy changes we implemented after the last round of a similar post/feedback (In May 2025), particularly following discussions with members of illegal factions Policy changes happened last time there was somewhat constructive feedback and after speaking to members of illegal factions. Because law enforcement roleplay comes with more "power/commands" we recognize people that are empowered should be held to a higher standard. It is for this reason we implemented special OOC policies on May 22nd to make this behavior punishable instead of just saying "gray area". This thread is public and I encourage anyone to report misconduct as described above. Of course, our command and leadership team is responsible for enforcing these policies and actively seeking out issues and then correcting them but like many of you, we have real-life responsibilities and are not online 24/7. That means we might miss things when we’re not around. This is where player reports become essential. At least on the LSPD side, if you witness rule-breaking, please report it. If you see something, say something (to me).
