It's insane how well this is worded. Trying to come to reason in an in-game report about anything that isn't a clear as day, hyper-specific rule break is basically impossible at the moment and it feels like you're speaking to a wall. More of the current testers need to be bumped up ASAP, the team has plenty of names that actually know what they're doing.
