Intelligence gathered from confidential informants (CIs), surveillance operations, and financial records indicates that Gutierrez operates as a low to mid-level distributor within a small criminal network with ties to local street suppliers. His activities are suspected to include thefts of drug shipments and vehicles, use of stash houses throughout Crystal Gardens. Gutierrez maintains a low profile in public but is frequently observed in the company of known felons, documented gang members and underworld figures. His primary vehicle is a red 1989 BMW E30, registered under an alias. Additionally, he is known to utilize encrypted messaging platforms and "burner" phones to conduct illicit transactions, complicating traditional wiretap and surveillance efforts.
