Our primary focus right now in the development team is the inclusion of features that primarily benefit illegal factions and their affiliates. Something you may have heard chatter about is new maps, one of which you can see being built in real-time ingame already at the old Gang Field Unit building near Idlewood Pizza Stack! The new prison system is lifted pretty much straight from the GTA V server and rewritten & adapted to work on our SA-MP server. Here is a brief synopsis on how it works: All crimes are now for hours, not minutes Prison time will go down whilst the player is offline Players will never be released from prison unless they: are on parole, or type /releaseme Players are eligible for automatic parole after a set amount of time based on their charges Prison times & parole times are visible on https://law.lsgov.us Players will be sentenced for the entirety of the X hours they are prisoned for, e.g. if you commit murder you are sentenced for 120 hours with parole after 240 minutes After the parole eligibility period (240 minutes in the example above) a prisoner can use /paroleme automatically to be released For the rest of the 120 hours (5 days; counts down offline) the parolee can be monitored by DCR parole agent - don't turn off your phone... If a player is killed whilst on parole they respawn at their normal spawn point, if a player is killed by on duty police they will go back to jail with no more automatic parole You can apply for parole again in this case by going to https://corrections.lsgov.us Being killed by on duty police then being revived by the LSFD will not automatically send you back to prison, so make sure you stick around for the ambulance! The system is designed so that players spend less time in prison if they don't want to be in prison while still having real repercussions if they parole and go back to committing crime immediately We hope that this change brings more life to illegal factions both in and out of prison by introducing a new dynamic that has never been really successfully done before in the parole system. Another way we're helping out our illegal roleplayers is by making it so weapons are completely invisible if they're /place'd in a car with the windows up and the trunk closed. This doesn't mean people with SilentPatch can still see them, it means they are gone - effectively deleted - while the car meets these conditions. This benefits illegal roleplayers in two ways: Other players cannot see your /place'd guns when you're driving, even with weapon finder cheats Other players cannot see your /place'd guns when you're parked, even with weapon finder cheats Now the only way another player will possibly see your weapon is if the window or trunk is open. Carrying a weapon on your chest does not count - it must be /place'd to be automatically hidden. Note that you can still /takegun while the gun is in its invisible state! The radio range system brings some more realism to the radios and walkie talkies that you can buy. All radio frequencies operate on a default range of 500m, which means when you speak in /r, only players within 500m will be able to hear you clearly. There are certain exceptions to this: Government base radios (dispatch) have 6000m range Police tactical radios (pursuits) have 6000m range Police simplex radios (local situations) have 150m range The CB radio (channel 30) has 6000m range The ATC radio (channel 20) has 6000m range There are new restrictions on the CB and ATC radios in that you cannot use the ATC radio anymore unless you are in/near an ATC-capable vehicle, such as a helicopter or government vehicle. Similarly the CB radio is the same, except for trucks and company vehicles. This is to prevent people using ATC/CB to communicate to get around the range restrictions. And with the radio changes comes a police/fire dispatch system in which faction members can take on the alternate persona of a dispatcher - not very exciting to the wider community but provides many avenues of roleplay for these factions. And finally we've added some QOL tweaks like seeing your house number and position in /stats, and making it free to business employees to enter their place of work (no more spending $5000 just to do your shift)

Your honour, am I to understand that Mr. Wright wants to see the working document that we are yet to finalise, that is being worked on currently with the cooperation of LSSD department management, that has not yet been submitted to Mr. Castillo for consideration? I want to reiterate - would Mr. Wright like to see a document that was proposed to the Internal Affairs Bureau that has not yet been actioned or approved, merely because I asked for - and was not granted - a continuance while we waited for LSSD department management to action this request between myself and my own client? Your honour, opposing counsel is twisting my words to try to manipulate the court. We requested for the scope of the production order to be limited to settlement documents actually submitted to Mr. Castillo for consideration. This doesn't mean that any were submitted, your honour, only that the production order be limited to that scope. For the record, we will be submitting nothing if the scope is limited to only documents that were actually intended for and submitted to Mr. Castillo for consideration. Your honour, Plaintiff's request asks for any document in relation to the settlement discussion. This includes documents that have been sent to IAB and LSSD executive staff that are not ready for viewing by Stefan Castillo or opposing counsel as negotiations are still underway internally between IAB and LSSD executive staff. I ask that the request is limited only to settlement offers actually intended for, and submitted to Mr. Castillo for consideration.

Your honour, we are negotiating with the LSSD's executive staff - to make a settlement offer to Mr. Castillo. I am not authorised to make any changes myself and the Department will not just accept any change we might want to offer Mr. Castillo. If opposing counsel wishes for us to communicate through him anything that might - and I quote - "provide an appearance of relation" without it actually being directly in relation to the case, he should have asked that before. We are happy to inform Mr. Castillo that we won't be communicating with him at all regarding his own tenure as an employee of the LSSD and his experiences in his last few weeks as an employee if this is what opposing counsel wishes.

Your honour, communications with Mr. Castillo have not been related to the subject of this lawsuit and his claim that he was unfairly terminated from employment. Opposing counsel can rest assured that we will not be communicating with Mr. Castillo about the subject of this lawsuit without going through opposing counsel, but that we reserve the right to communicate with his as a former employee of the Department about matters that may be related to - but are not - the subject of opposing counsel's representation. Any discussions with Mr. Castillo have been entirely related to the Internal Affairs Bureau's internal policies and how employees perceive them in the interest of internal reviews and changes that are happening totally independently of this case.

Your honour, we would like to ask for a continuance. We are negotiating an out of court settlement with Mr. Castillo as we speak and would appreciate the time to get this finalised before we waste any more of the court's time. Your honor... Objection to Q31. IAB investigators are impartial by their very nature and do not make up subjective impressions during the course of their duty. Objection to Q32. Evidence submitted in pre-trial establishes that Mr. Castillo was the only deputy on scene, thus the only one capable of giving a field interview. Objection to Q33, asked and answered. It has already been established on 02-07-2024 that intent to begin an investigation is established after the field interviews are complete. Objection to Q34. It has already been established that Mr. Castillo was not under any investigation and was not under threat or administrative or criminal charges at the time of the force investigation field interview, so neither a Miranda or Garrity warning were necessary. Objection to Q35. Evidence submitted in pre-trial shows that Mr. Castillo refused any field interview, so nothing was admitted to or denied.

We're back with yet another SA-MP update and this time we've got lots to unpack. Most notably, we've added 1500 new furniture objects and 3000 new textures to apply to your furniture objects so you can really create the interiors of your wildest dreams, thanks to @Caledonite! Also big thanks to @Kremz who, as part of the Mapping Team, has given us some custom models to add into the server and create roleplay around - the new and moved Vinewood gas station really fits the area. We have also heard your cries to the heavens about trucking and what we identified was that amongst the main issues (there are apparently still one or two bugs left to fix...) trucking industries just didn't empty quick enough and were immediately filled again by other people trucking. We've increased demand for the following trucking commodities: Clothes, Furniture, Beverages, Meal (Food), Appliances, Fuel, and Transformer so that you aren't left waiting around doing nothing while you wait for that number to tick down. We've also increased the money you make from the ship so you're not left hanging out to dry when every other industry has filled up. As has been available for literal years now, we offer official factions and companies the privilege of having their skins added to the game, and that's what we've done, adding new skins for the Filthy Bastards M.C. and 3 companies! We have also identified the persistent server crash that we've been experiencing and we've squashed that mega bug (it was huge, I tell you, huge!) so we should see server crashes slow way down again. I have spoken to the IFTC folks (we use gender-neutral language here for no reason in particular) and got their blessing to look for ways to spruce the map up where illegal factions typically don't have much to do, for example in Willowfield - especially Gilmore Avenue. @Draxxler has also pointed out some areas that could benefit from a rehash so I've been looking into projects for the Mapping Team to make the server feel more alive and give more unique opportunities to the factions that occupy these areas. Notably, the police station next to Gilmore Avenue will be removed in the coming days to allow Willowfield factions to grow without literally being stared at through the window of a police building. This month we haven't got so much in terms of feature development as we've been quite busy with some more quality of life additions, bug fixes, and most importantly tackling this persistent server crash! We have actually identified the cause now and have already made significant progress in patching it thanks to the dedicated @Noble so we should soon see his hard work come to fruition. This month we held a small, limited time, localised environmental event that we think contributed more to the roleplay scene of the server than previous month's Wonderland event. If you didn't spot it, it was the highway that collapsed in Pershing Square - let us know your feedback and if you think more environmental events like this should go ahead, rather than the big server-wide events like Wonderland! We are constantly evolving the server and always looking for ways to introduce new roleplay to in-game communities and groups. If you have any suggestions that could better the roleplay environment - or any issues that are affecting your roleplay environment - please reach out to the relevant staff member or send it to me directly and I'll forward it on! We're committed to keeping LS-RP the best place to roleplay and create storylines for other characters to be a part of, and we can't do that without your help! We said goodbye (he's not dead, don't worry...) to our Head of Operations this month, @Dos Santos, who has been a part of LS-RP for what feels like (and honestly probably is) a decade. Dos Santos has been a huge help and truly suited the Management position that he was promoted into, which started out as Project Manager and evolved into the Head of Operations when Ben stepped down. Dos Santos has done a smashing job with the re-opening of SA-MP and has kept on top of RageMP teams as well, something that has never had to be done before in the history of LS-RP, so we acknowledge what a hard task it has been. Your honor, Captain Guanti did not say that he performed any administrative interviews as part of Internal Affairs Bureau - it is completely reasonable that a Captain in charge of a tactical unit would know what the procedures for an administrative investigation are. As far as I am aware - and this court is aware - Captain Guanti is not privy to Internal Affairs Bureau procedures. The question is entirely based on his role as a Captain and a commander of a department unit.

Thus question seven is not calling for speculation. Question nine also does not call for speculation - Captain Guanti has performed 25 administrative interviews and he would know first hand if the subjects of these interviews have felt tense during their interview. Captain Guanti has first hand knowledge of whether or not people that have broken the department's rules have seemed tense. And your honor, allow me to rephrase question 10. Q7: Is it standard procedure for the subject of an investigation to be allowed to carry a firearm when meeting with investigators? Q8: Is it standard procedure for a peace officer to carry a firearm in their own place of work? Q9: Would you say that it is reasonable for an employee who has broken the rules to feel tense when being interviewed by their managers? Q10: Were you on administrative leave during the interview by the Internal Affairs Bureau? "Your honour, we object to questions thirteen through eighteen on the grounds that they are immaterial to the case being tried here. The case being brought before the court is whether or not Mr. Castillo's Garrity rights were violated. Anything after Mr. Castillo signed the Garrity warning and was placed on notice that he was under investigation is not relevant to the claims surrounding the initial field interview."

"Thank you, counsellor. Might I say, mightily honourable of you to represent your client pro bono - I respect your commitment to what you believe is justice. Plaintiff makes some emotional points and throws around words like "coercion" and "constitutional protections", and if Plaintiff's case had any merit when it came to such emotive buzzwords, defence might agree. But Plaintiff's case is built entirely on the opinion of a seasoned, experienced law enforcement officer who is trying to absolve his own personal guilt over the shooting of a black citizen of this state who was never even near a gun, let alone had one on him, when he was shot by Mr. Castillo. If you don't know of Mr. Castillo, he is a seasoned and well-respected deputy sheriff with the Los Santos County Sheriff's Department. He is probably one of the more experienced deputies within the department, having served for years in the department's most elite divisions. Mr. Castillo, then, is well aware of the inalienable rights of our state's citizens and is well aware of what actually constitutes being detained. Or at least we, as members of the Los Santos community, would hope so? Surely such a seasoned veteran of the department knows what being detained is? Mr. Castillo knew that he was not the subject of any official investigation and was never told that he was being detained. Mr. Castillo knows, as an experienced and tenured peace officer, that he was not detained. Most average citizens are aware of the phrase, "am I being detained?" And yet Mr. Castillo somehow forgot to ask this important question in establishing the facts of his situation? Perhaps that's because he knew he wasn't being detained. At any rate, if he had asked the answer would have been a resounding no. You'll observe that Plaintiff has repeatedly argued that the evidence that they need to prove their case will definitely be found in "the files"! Keep that in the backs of your minds, folks - Mr. Castillo doesn't actually have any evidence that he was treated anything less than what every citizen should be. Mr. Castillo's case exists solely because he was treated equally to every other member of the Los Santos community, which he feels is unfair, as we will demonstrate. The counsellor is correct - the law affords protection under the Fifth Amendment against incriminating one's self and the Supreme Court is absolutely right that to not extend this to administrative procedures would be a hollow mockery of the privilege. Mr. Castillo is fully aware that he was never under any kind of official investigation, he knew that he was not under threat of any kind of punitive measures, whether administrative or criminal in nature, and thus he knows that his unbreakable Fifth Amendment privilege did not apply here. Mr. Castillo, a seasoned law enforcement officer, was not read his Miranda rights or his Garrity rights, and so Mr. Castillo knew that he was not under any threat of criminal or administration punishment. Mr. Castillo, despite knowing that he was not under any threat of punishment, blocked, impeded and stalled a mere background investigation into the shooting of a black man who did not have a gun on him. Opposing counsel quotes Garrity v. New Jersey merely as a tactic to confuse the facts - the initial background investigation was never subject to the rights afforded by Garrity v. New Jersey. Opposing counsel brings up Kastigar and correctly points out that Mr. Castillo was not granted immunity in exchange for his testimony. What opposing counsel gets wrong, though, is that Mr. Castillo's testimony was not actually sought by the Los Santos County Sheriff's Department in the initial background investigation. Nothing that Mr. Castillo said - or rather, refused to say - was to be considered testimony. It was merely a background check on what happened in the area. IAB investigators are, after all, not omnipotent and can't see everything that happens in the city. Mr. Castillo knows, as a seasoned, very experienced peace officer, exactly what testimony actually is - or at least, the citizens of Los Santos would hope he does - and knows that what he was being asked for was not his testimony. Thank you, your honour."

Stefan Castillo v. Los Santos County Sheriff's Department Case Number: LCS-CV-2024-001 Prepared by: Sophie Thyne MOTION TO DISMISS _______________________________________________ Defence is requesting that The Court dismisses this case due to no cause of action existing. Plaintiff's total lack of evidence even after compelling a confidential, ongoing investigative file from Defence - which has jeopardised a lawful inquiry into the non-fatal shooting of a black man with merely a baseball bat by a peace officer - and the fact that Plaintiff's own attorney no longer sees merit in pursuing this case, and that Plaintiff has not responded to the 24 hours given by the court, should show His Honor Judge Hockenbeyer that there is no cause of action for this suit to be brought against Defence and as such should be dismissed without further delay. Plaintiff had the entirety of the current phase of court - which has taken 10 days as of this motion - to produce any kind of evidence that would support Plaintiff's case, and they have produced exactly nothing even after needlessly compromising a lawful investigation. _______________________________________________ Certification.
