"Clean Life?" "Everyone will say, 'He got what he deserved.' Live the way that suits you while you still can," reads the “About Me” section on the Facebook profile of Nikša Velimirović - a man whose name is spoken in underground circles in hushed tones, either with respect or fear. His name has been associated for years with the most dangerous Balkan criminal groups. According to available information, Velimirović is a close associate of numerous influential criminals in the region. His inner circle consists of men with extensive criminal records, military experience, and absolute loyalty. Although the first investigations against him began before 2021, Nikša fled to the United States in 2020, where he has allegedly been living a “clean” life ever since. But the truth is far from clean. And Nikša is not alone. "Two at the Top" Standing shoulder to shoulder with him is Gavrilo Kostić, a man whose name appears in police files across the Balkans. A former operative of the Kavač Clan, known for his brutality and disciplined operations, Kostić fled Europe after a failed assassination attempt on Miloš Čabarkapa in 2015, later resurfacing in Los Santos. There, alongside Velimirović, he gradually built a new hierarchy cold, precise, and ruthless. Today, the two of them jointly lead the criminal operations of the “Delegacija” on U.S. soil. "Who’s Really Involved?" While the public focuses on names like Nikša and Gavrilo, security agencies are turning their attention to a wider circle - individuals with seemingly clean records, but whose names keep surfacing in field reports, at border crossings, and in the testimonies of protected witnesses. Đuro Kašćelan, Milan Cakić, and Veljko Grubor - three distinct personalities with one thing in common: always present, never directly involved, but always nearby when something major happens. "Settling the Old Scores" From 2016 to 2022, the criminal group "Zbor" was under investigation for armed robberies, attempted murders, and drug trafficking. Five of its key members were arrested, then released. Today, they are all dead. According to information obtained by our editorial team, all signs point to these killings being part of a broader plan to consolidate power within the new structure led by Velimirović and Kostić. The goal was clear: eliminate remnants of the old guard, solidify their position, and send a message - no one from the past will survive unless they align with the new order. But sources close to the network describe the sequence more as a calculated "Coup d’état" than a quiet purge. In the early stages of restructuring, members of "Zbor" reportedly resisted the direction the new leadership was taking challenging decisions, protecting old alliances, and refusing to fall in line. What followed was not negotiation, but swift and brutal execution. One by one, the dissenters disappeared or were found dead, some silenced in backrooms, others left as warnings. "Who Pulled the Trigger?" Đuro Kašćelan’s role in this bloody chapter is pivotal. His presence was confirmed in connection with at least three of the deceased: Romanescu, Spasić, and Matović. He hasn’t been charged. He hasn’t even been detained. But every time he was there. Alongside him, Jugoslav Balšić and Milan Cakić participated in the operations - Balšić in charge of surveillance and "clean-up," and Cakić handling logistics and reconnaissance. They didn’t speak. They just worked. In August 2025, Cakić was shot dead outside his apartment. The killer was never identified. No cameras. No witnesses. The case remains open, but everyone knows it was closed the moment Cakić took his last breath. "The Collapse of the Delegacija" Following the purge of the Zbor group, cracks began to appear in the structure of the Delegacija itself. Between 2024 and 2025, operations across San Andreas began to unravel. Internal distrust, increased law enforcement pressure, and unresolved rivalries accelerated the collapse. The death of Milan Cakić in June 2025 marked the beginning of the end. Soon after, Rade Divac and Milorad Bogovac, both longtime associates of Velimirović and Kostić, disappeared from the country. Though not officially wanted by authorities, it is widely believed they feared they would be the next targets either by law enforcement or from within their own ranks and chose to vanish preemptively. Their current whereabouts remain unknown. In a final blow to the Delegacija, Jugoslav "Juggs" Balšić was arrested in San Fierro while en route to a meeting believed to be connected to narcotics trafficking. The meeting never took place. Authorities intervened just in time, apprehending Balšić before any deal could go down. "The New Era" Following the operational collapse of the Delegacija in San Andreas, Nikša Velimirović and Gavrilo Kostić initiated a strategic reorganization of their network. Drawing on long-standing connections across Europe, they discreetly reactivated dormant channels in Switzerland, Luxembourg, and the Benelux region, extending further to South America, Philadelphia, and Southeast Asia, including the Philippines. These were not random recruits, they were trusted associates, individuals with a history of cooperation, proven capability, and absolute discretion. Many had operated with Velimirović and Kostić in earlier structures, and some were directly involved in prior logistics and financial operations in Europe. The reorganization also marked the return of Bratislav Đurović and Vuk Urošević, former high-ranking operatives of the Dušković Connection. Importantly, Dušković had an established presence in San Andreas during the late 2020s, primarily through covert trafficking and arms distribution routes. Both Đurović and Urošević had previously operated in the region, giving them intimate knowledge of local dynamics, infrastructure, and vulnerabilities.5 points

Hi everyone, July has escaped us all! As summer winds down, we're excited to share updates regarding what has been happening across the community. Ranging from Illegal Faction Team updates to our Staff Update. If you haven't already checked out our Content Creator Spotlight I'd recommend you do so, this also provides instructions on how to apply and insights regarding perks you can get whilst being a content creator. A brief note from @Mmartin: Over the past few weeks, there's been a focus on making adjustments in our server management to allow for a more decentralized, self-sustainable and efficient structure. A couple of weeks ago, we opened LOIs for Lead Admin positions, and as a result there's been quite a few recent promotions and a great deal of progression within the staff team. I'd like to share the changes to our management structure; @badhbh is taking on the Head of Operations (HOO) role; she knows that side of the server inside and out and I've no doubt that she's a great choice and will do well to ensure the teams that fall under Ops run smoothly. This will require her stepping away from the day to day of Legal/Illegal faction management however with the help of our newly promoted staff members, these teams have not been left unattended. She will also be supported by @Lemon as Assistant Head of Operations. @bobster is taking on the Head of Staff (HOS) role; bobster has been leading the admin team for quite some time now and has done an excellent job with it, so once again I'm fully confident in this choice. Due to this change, it opened open the position of Head of Admins, which has since been filled by @risen and as a result Head of Testers has been filled by @celestine. I'd like to thank all involved in the management of our staff team for the immense effort and dedication each one of you have shown so far. We've also taken on three new (and returning) members to the development team as of late. It's great to see that we've so many passionate staff members, and I'm excited to see what the future holds. There's still further changes to be made, and positions to open up which will be discussed/announced in due course. Without further ado, our August Community Update: Illegal Faction Team July has been an extremely productive month for the Illegal Faction Team. Over the course of the month the Illegal Faction Team has been working side by side with server developers, coming up with ideas on how to increase the level of roleplay surrounding illegal factions, from clothing items to new scripts. Look out for these in our current and upcoming updates! If these discussions are something that interest you make sure to either reach out to @Kev for Illegal Faction Team Public queries or keep your eyes peeled for Illegal Faction Team recruitment openings. We would like to congratulate @badhbh on her recent promotion. She has held down Illegal Faction Council for some time now, and with her recent promotion, will be taking a step back from IFC. With this change came an opening in the Illegal Faction Council. We would like to thank every applicant who sent in a LOI for the position. It's great to see how many people are motivated to lead and encourage changes around the illegal scene on the server. Ultimately, despite there being serious competition with the applicants, we would like to congratulate @Rye on becoming the newest addition to IFC. We look forward to seeing his contributions to the team. Rye has been an active and dedicated member of the Illegal Faction Team, and his promotion to Illegal Faction Council is very well deserved. We would also like to congratulate a faction that over the last few months has been generating nothing but terrific roleplay. Following their recent application to join the ranks of Official Faction Candidates, alongside Harlows, we would like to congratulate The Marat Gusarov Brigade on becoming an Official Candidate. We're excited to see the new heights you reach with the support of your faction handler. We'd also like to welcome @LaMarcus_Boone and @meri to the Illegal Faction Team. Company Team We have been busy making important updates to the company system! One of the main aspects that we have been working on is the economy between companies and the wider community. Company assets now have real value, where companies can now sell assets to eachother, and when a company closes down, it's assets are now liquidated, allowing other companies (and soon everyone else) to have the ability to purchase these liquidated assets on auction. We have also seen a massive uptick in company applications lately, hitting a record high for this year! Along with this, we have also noticed the activity of current companies increasing across the board! Things are going really well, and we thank everyone who is putting in so much to bring opportunities to players through their companies. If you're interested in applying for a company, you can find out more information here. Staff Update Here are some of July's Key Metrics: There were a total of 2691 reports handled There were a total of 3646 help requests handled There were a total of 389 character applications handled Congratulations to our newly promoted staff members ... We are the new era of what's left of Delegacija, a former faction that's no longer established. Some of the old characters are still followed up in the story - while some are dead or arrested. Our goal is to establish roleplay on this server and keep our roleplay in high standards. If you have any questions or if you are interested in joining our faction you should contact @survacud & @Brada on the forums via private message.4 points

La Mano Negra The Mexican Mafia (a/k/a 'La/The Eme', 'Emily', 'Maria', 'Mariposa', 'The Hand') is a Mexican-American criminal organization which was founded by juvenile felons incarcerated alongside older convicts in "vocational institutions". These juvenile felons were rumored to have been thirteen in number, though this is likely a legend propagated by Mexican Mafia cadres. They were members of Mexican-American street gangs who had been incarcerated for violent crime and street gang related crime. Since its founding in 1957, the criminal organization has grown to be one of the most powerful forces within the criminal underworld in the San Andreas correctional system despite its comparably tiny size. The organization is infamous for its unwavering influence over Hispanic street gangs throughout Southern San Andreas.3 points
