  3. Metropolitan Division (Metro) "114" is the code number used to refer to the Los Santos Police Department's Metropolitan Division, also known as Metro. The Metro Division contains four platoons of specially-trained police officers, including the department's highly-trained Special Weapons and Tactics (SWAT) team (also known as "D" Platoon). The primary responsibility of the Division is to support the Department's policing efforts by deploying additional crime suppression resources. Each platoon within Metro serves a different role in the Department, all with the common goal to reduce the incidence and the fear of crime. The Division is tasked with numerous crime-suppression assignments including providing crime suppression details, responding to high-risk barricaded situations, hostage situations, warrant service and assisting department personnel in solving major crimes.

Running alongside Alexander Blair, who secured the mayoral position, the political victory for Appelo marks a significant comeback for a man who has spent decades deeply intertwined with the city’s political landscape and controversy. Appelo, a native of the mean streets of East Los Santos, built a remarkable career in politics and the media. Appelo launched himself into the spotlight over a decade ago by taking on the stagnating Rakesh Namir Mayoral Administration and partnering with his successor, Mayor Frank Vaughn. Yet, four years ago, Appelo came under significant federal scrutiny, and the government sought to press charges on allegations of money laundering and involvement with Los Santos underworld figures. The case, however, was dropped, leading to widespread speculation about the motivations behind the Justice Department's decision-making. Appelo has since argued that he was the target of political persecution and overzealous federal prosecutors and maintains his innocence, a narrative he reiterated on the campaign trail. "I have always fought for the people of Los Santos," Appelo declared in a victory speech on the steps of the Antonin Scalia Courthouse. "Despite the accusations thrown my way by my opponents and the system's attempts to bring me down, I have never wavered in my commitment to bringing prosperity to Los Santos." Following the dismissal of the charges, Appelo shifted gears from politics to mass media, merging his humble company, the Red County Register, with the San Andreas Network (SAN). His tenure as a media mogul was marked by expanding and professionalizing the network's coverage, especially in the political arena, following a string of high-profile political scandals involving the arrest of Secretary of State Sugely Cuevas and gubernatorial candidate Frank Underhill for using public funding and resources for personal use. His time in the media culminated in selling his SAN stake in 2020 to CEO Paris Newman and a shift to retirement in Vinewood Hills. Political analysts were uncertain if Appelo would be a political liability for the political newcomer Mayor-elect Blair. Known for his strategic acumen and connections with businesses, non-profits, and labor unions, Appelo leveraged his community ties to galvanize support. It appears Appelo made out better than his long-time political ally, Frank Vaughn, who was arrested by the Justice Department on allegations of riot incitement during a union protest at the Port of Los Santos. Vaughn, the former hero cop and mayor, has since retired from public and quietly consults for non-profits and law enforcement organizations. The Blair-Appelo campaign's message of resilience and a "comeback" for Los Santos resonated strongly with voters, as with Appelo himself. Throughout his career in public office, Appelo has been credited with funneling substantial state tax dollars into the city, transforming it into one of the leading economies in the region. Most notable was his State Senate appropriations work to sustain the Los Santos education system, legislation to unionize municipal workers, and millions of dollars for the Port of Los Santos. To some, Appelo is a ruthless political boss who helps special interests and political allies; to others, he's viewed as a pragmatic and effective leader who can bring the bacon home.

We've made a few changes, both internally and in terms of the game's timeline by skipping ahead ten years, meaning any old characters we used to have are by now gone or have moved on to other things. This allows a new generation to take over and create new characters and stories while also leaving behind any unfinished business and starting fresh.
