The gang now oversees significant narcotics distribution networks within San Andreas, predominantly focused on methamphetamine manufacturing, firearms trafficking, and enforcing prison politics through violent means. PEN1 acts as an enforcement arm for white prison gang leadership, carrying out greenlights on dropouts, informants, and anyone found in violation of the woodpile program, while maintaining tax systems for white inmates and street hustlers alike. Law enforcement agencies within San Andreas have identified PEN1 as a structured, highly organized criminal group maintaining a chain of command enforced through shot-callers incarcerated at various state penitentiaries. Orders are relayed through kites, contraband cellphones, and trusted street affiliates, despite repeated attempts by corrections officials to isolate leadership figures in Security Housing Units. The gang’s influence continues to thrive both inside facilities such as San Andreas State Prison and on the streets of Los Santos through street crews and prospect woods.
