Try deleting all files and folders related to GTA SA then re-install fresh game into a completely new, never used before, folder and part of your PC.

Weird issue, but I've known people who had similiar issue. Try deleting all files and folders related to GTA SA, then re-install the game into a new folder (part of your PC) you've never used before for GTA. -

Remove all files related to GTA SA, and then install a completely fresh game in a totally new folder. Don't install it in the prior one. -
They might not see your issue in this section. Post a ban apoeal so someone get to you or forward an assistance ticket via UCP.
