FOR INTERNAL USE ONLY Federal Bureau of Investigation Southern San Andreas Field Office Eurasian Organized Crime Task Force Armenian Organized Crime in San Andreas: Fact Sheet Last updated: 11/MAY/2019 The Armenian Power organization — aliases: Armenian Power 13 (AP13); AxP, Vinewood Power Gang; North Vinewood Power Gang; East Vinewood Power Gang; Armenian Mob; Armenian Mafia — is a predominantly Armenian–American criminal enterprise based in the Greater Los Santos metropolitan area where it has remained since inception. Armenian organized crime is unlike more traditional forms of organized crime present in the United States in that it lacks a definitive leadership cadre. Similarly to the associated Russian mafiya cells, members within the organization are primarily ranked according to their individual ability to generate profit though the organization differs from their counterparts through their significant street presence within their neighborhoods of operation. These activities are used to facilitate overt luxurious lifestyles. In gang parlance, this is referred to as "putting in work" or being "active". While the Armenian Power organization is involved in the distribution of Schedule I-III controlled substances as well as arms similar to street gangs, such activities are suspected to only make up a small portion of the gang's income. Instead, there is a focus on white-collar crime — often in conjunction with prominent Russian mafiya figures ("thieves-in-law") — and focused on various forms of fraud. Members identify themselves through overt gang tattoos Attachments 1a., 1b. and knuckles tattoos, 1c. potentially in homage to Russian prison art as well as gang signs that showcase allegiance to the Mexican Mafia Sureño program 2a. and "AP" for "Armenian Power". 2b. Timeline 1988 Locotes 13 member Edgar “Troubs” Luna sentenced to life in Fort Carson High Desert (San Andreas State Prison; SASP-FC) for murder; joins Mexican Mafia due to Sureño1 affiliation; later becomes keyholder2 1989 First recorded presence of Armenian Power in East Vinewood 1990 Armenian Power sets recorded in numerous Armenian communities within Greater Los Santos area; San Gabriel Valley, et al. 1991 Eastern Armenians begin to move to the United States following the dissolution of the Soviet Union and ensuing economic instability. Armenian Power becomes taxed by Mexican Mafia under “Troubs” Luna for protection inside and outside correctional system 1995 Various internal conflicts break out within the Armenian Power sets over adoption of the “Eme”4 and inclusion in the Sureño system. Two AP members shot dead at a heroin stash house operated by Armenian vory; Yeghoyan and Grigoryan broker peace deal between the remaining AP sets and Mexican Mafia 2000s Various internecine conflicts within West Coast–based Eurasian organized crime groups. Operation Iron Curtain (FBI) begins 2010s Nadiryan brothers of the Yeghoyan–Grigoryan organization are incarcerated on triple homicide. “Uzi” Nadiryan becomes state witness. Remaining Nadiryan brother killed in prison in retaliation. Yeghoyan and Grigoyan disappear, reappearing in Moscow in 2014 2011 Operation Power Outage (FBI, et al.) begins targeting Armenian Power operations in the Greater Los Santos area 1 Archive: Hispanic-American Street Gangs, West Coast: Fact Sheet 2 Archive: Glossary of terms, Security Threat Groups 3 Russian. Trans., "thief in law". Archive: Glossary of terms, Eurasian Organized Crime 4 Spanish. Trans., "M". Archive: Glossary of terms, Hispanic-American Street Gangs, West Coast; Glossary of terms, Security Threat Groups Key points Armenian Power has a street presence as well as a minor prison presence. The latter falls under the banner of the Mexican Mafia STG or “Eme” Lower-ranking members will dress similarly to Surenos and other Hispanic-American gang members High-ranking members dress more professionally with designer clothes and luxury vehicles. They are also involved in more sophisticated white-collar crime Induction into the organization differs depending on age and criminal provenance The groups have connections to transnational crime through the vory v zakone as well as through connections with the Mexican Mafia and international Armenian and Russian diasporas Ultimately, Armenian Power and similar Armenian organizations within the State of San Andreas appear to answer to vory v zakone and other similar ex-Soviet criminal figureheads Attachments 1. Various identifiers of Armenian-American criminals featuring Orthodox iconography, knuckle tattoos (in the style of Russian mafiya "avtorityeti"), and national symbols. 2. Gang sign identifiers showing allegiance to the Westside ("W", "W/S") Armenian Power, the Mexican Mafia ("M"), Sureño ("S") sets, as well as Armenian Power ("AP") sets in general.2 points

Not a ton to report but I would like to mention we've re-opened our Traffic Services Detail to offer some more roleplay within patrol than just jumping from call to call. For now it'll focus mainly on traffic related incidents and crimes but in the future (when RAGE launches) we'll likely toss a vehicle theft taskforce into it. We did recently do a DUI checkpoint and had a good turnout for it as well as plenty of people who came by it either intentionally or unintentionally and got to RP with us. @Justitiae has been moved up to Chief of Staff in the Division Chief slot and I can't thank him enough for the work he's done within the faction. The next big project for us will be to go through our manual of policies and get it cleaned up or re-done depending on circumstances. It'll likely be done over a few weeks to prevent burnout. We're still content with our activity and have anywhere from 10-20 on during peak times.1 point

Operating out the east end, the East Side Crew has steadily built its name under the flag of The Bellantonio Crime Family. What started small turned into a trusted branch, handling business, holding ground and keeping things moving without drawing too much heat. This thread gives a look into what the crew's about, what they've been up to and how they fit into the bigger picture. Only those who know, know.1 point

PANIC, former 38th Street gang member turned lone wolf. Or so it’s thought. Panic’s dancing with the devil every single day, risking his life by merely walking out of his residence. He’s hunted by his own gang, along with his gang’s enemies for being a well known affiliated member. On top of all that, he’s got several court dates facing consequences for impregnating nearly every woman he’s been with. LA women’s dream man. Baby daddy with felonies and no job. Why’s he hunted by his own gang? They had a falling out. Panic was set, an OG in his neighbourhood with a section under his grip. The Nite Owls were known as the steppers of 38ST, holding the most bodies out of all the cliques under the 38ST umbrella. How did Panic go from a well respected member of the gang to a green-lit paisano? He fought with another equal in his neighbourhood, it wasn’t something out of the ordinary since 38ST is known to get into drama with their own on a regular basis, however this occurrence was an exception. You see, Panic Leguziano was assaulted by Dopey Iniguez over Raskal Rojas’ feud with him. Panic took Raskal’s side and never saw Dopey in a positive light since. One thing led to another, and Dopey snuck Panic in front of the whole neighbourhood, making him look like a bitch. A lot of contemplations fueled by anger, cocaine & embarassment led to Panic’s decision to nearly shoot Dopey Iniguez, but instead he chose to walk up & beat his ass in front of everyone. Dopey was on edge because he knows Panic really is with the shits, so he kept a 12 gauge shotgun in his grip while awaiting the inevitable return of Panic Leguziano. Panic pulled up, with a loaded AR-15 on his lap, contemplating whether or not to take Dopey’s life in a fit of rage, but what he did was even worse in his own eyes. He got out, slapped the shotgun out of Dopey’s hands and started beating him up in front of everybody. AND HE LOST AGAIN. This upset him, so he went crazy crashing out, threatening the big homies & all of the above. Which was bad enough to earn him a greenlight. Panic was by all means the ideal gangster, he brought in a hefty sum of money biweekly and made sure the big homies got their share. However, money isn’t everything and respect goes a long way in the streets. Disrespect goes a long way too, and the life of somebody who lacks it is not a long one. After his own feelings got him into deep shit, he skipped the country for several years. He was in Nayarit, Mexico 🇲🇽 with his uncle who is a CJNG veteran. Time has passed, Panic skipped town again and got back into the city. Utilising what he learned from the cartel’s guerrilla tactics he’s ready to do whatever it takes to defend himself. His heart belongs in Los Santos, and that’s likely where it’s gonna stop beating too.1 point
