Yep, we're saying pretty much the same thing. Of course I do not mean that Legal Factions should have the full power to just do those things. Legal Factions however should be encouraged to chase down illegal entities. Build casefiles and once they feel it's ready to be executed, forward that casefile to a selective few Judges, who can be Faction Management members & interested players. A group of people, who will impartially take the decision whether the casefile is clean or not to be executed. If not, it should be pushed back and rejected IC by the DA. The casefile to be completed, must have the final signatures & approvals by: (From lower to higher) Lead Detective → Detective Unit Director → Sheriff / Chief of Police (Depending the agency) → DAs (IFC) & Governor of LS (A Lead Admin or a player who earned this spot) If one of them find something foul, casefile should undergo evaluation and go all over. What I state above, is a very simplified filter, to avoid all the problems you called out for. The point is to choose people who have no gain out of it, other than giving a clean answer. You cannot trust IFC at this point to take an impartial conclusion, with all due respect, but we're all human beings. Two out of the three IFC members are leaders of official illegal factions. I won't have spectre or Klag to evaluate the casefile I'll build on their faction. Imagine if you actually have cops on your ass - on a proper way. Imagine if you're scared to do reckless stuff and how many things will be fixed on our quality. Having competitive PD / SD Detective & Crime Suppression units brings competition with the illegal side. Competition brings commitment. Commitment brings quality. Quality brings better RP. Better RP brings a good community renewal. And I say again @Michael_Dippolito, we're saying the same thing, I do not contest your opinion. On the other hand, I appreciate that you brought it up so I can also clear up my side. I never meant that PD / SD should have the power on their own to shut down factions. But give them the opportunity to do something, and if the illegal faction is reckless enough or if the case is going for 2-3 years of constant updates, the legal faction to create suppressive stakeouts & takedowns. For example a business closure, a shotcaller arrest (if they have enough evidence) - which could also bring great prison RP as they should go there and run their group from the prison, a crew takedown etc etc. Imagine if you had to use realism to your actions, because there are repercussions if you're seen by a cop or a bystander who reports you to the Police. That will increase our quality & activity as a whole! @Beda What you stated is tackled by correct administration and transparency between teams. i would be down to give pd/sd the power to shut down factions if they were chill it seems fun, but the amount of pg mg and ooc hatred these ppl have is hilarious, u catch them pging and mging often, imagine what happens behind the scenes that u dont know about not saying illegal rpers r angels there r a lot of bad apples too but in summary u cant give anyone such power a lot of ooc hassle and rulebreaking, a case to shut down a faction wouldnt be as simple as u think3 points

While I do agree with you, with the current state of PD and SD I would rather not see something like this implemented. I've never in my life witnessed such a play2win, metagaming group of people. Of course there's a bunch of good ones aswell, but there's a whole squad of bad apples ruining it for the rest. There's cops who are using nametags, who are using the samp addon thingy that lets you see guns through windows and cops that pull people over because there might be a chance that they're armed, just to provoke a shootout. I've had to witness this multiple times and everytime I've had to get an admin to come and fix it, with them ruling in our favour each and every single time. There's also situations where the admins don't arrive. Back in the days I used to be very surprised if people shot cops to avoid a prison sentence, because shit like this wouldn't happen. But now I can see why it's a decision people make: no one wants to ruin their character development and serve time in prison because certain people had to ruin it. Giving these people the power to close down factions is going to make it even worse.1 point

That's a problem of how the server at some point became very sensitive on how they treat illegal factions & groups on the perspective of policing the server. When rules started coming out of "playing fair" and "giving the other side a chance", police RPers who used to RP in the Detective division, lost their motivation & their will to play. Why? Because everytime they managed to get themselves a nice case, with solid proof evidence of reckless gangs / LCNs / MCs, they'd be faced with the "OH GIVE THEM A CHANCE TO PLAY, NO NEED TO WIN EVERY SITUATION". That kicked a chain reaction. The chain reaction is that you have illegal factions literally sitting around with AKs & M4s, doing hits that make no sense - because they know there's no Detective to hunt them down and put them in prison / get them shut down, so basically there's no risk. LS-RP put things on auto pilot, trusting entirely that the illegal factions will act sensible and respect common sense. Why? Because the IFM back then was a circle jerk of illegal RPers who just wanted to protect their factions, fuel the server with countless weapons and protect their RP bubble. I believe this is not the case now in LS-RP, thus why I keep having faith in it. This is proven to be wrong. Illegal Factions are super reckless, they kill cops broad daylight, they perform bad deals & proceed with literally dealing large amounts of guns & drugs in Idlewood Pizza Stacks, leading to a more "cops and robbers" server, than a heavy RP server which criminals face the consequences of what they do wrong. Cops became incompetent and they are right now just a punching bag for criminals who roam around with M4s & AKs in cars 4-deep. How to fix the chain reaction? Give Detective Units the power to shut down factions again, using proper evidence & procedure. That will push illegal factions to deal smaller arms, carefully and precisely doing risky things out of the blue just to do it. That will push illegal factions to not sell to random trolls or casual DMers who most likely got cops on their asses, because if they're caught selling to them - they will be targeted by the respective Gangs or Organized Crime division, kickstarting a case which might lead to the closure of their faction. Have LSPD's Gangs unit doing Task Forces down on Idlewood / Jefferson / Ganton areas, suppressing the low-budget criminals who deal guns for 100k, which makes no sense at all. Meanwhile, create a team within LSRP's Staff, which should regulate roleplay quality, and monitor these interactions. Make cop RP competitive again.1 point

In their critique of the server, these two posts might seem at odds, but they actually complement each other and highlight an issue that's been plaguing LS-RP long before its 2021 shutdown. It could be argued, in fact, that it was specifically this issue that caused the shutdown itself, as at the time RAGE was nothing out of the ordinary and other communities were (and still are) a mere copycat of LS-RP at its finest. The issue is that LS-RP stopped innovating years ago. Ever since its opening, LS-RP had always been at the forefront of innovation when it came to both scripts and roleplay ideas. Systems like DamianC's vehicle scripts or Mmartin's garages and commissary were unheard of, and something so far ahead other communities could never hope to catch up. Likewise, on the creative side, you had absolute novelties in terms of roleplay, things that no other server had ever tried or even considered, factions that players themselves had ideated organically (often after lengthy fights against conservative staff members who only wanted to conserve their power) and dramatically helped move the narrative away from just cops and robbers into more cinematic territory, such as SADOC or Meadows DTO. People wanted to be part of LS-RP because some things were simply impossible to roleplay anywhere else. LS-RP was the only server among English-speaking ones to have a vibrant prison scene, boasting three prison gangs at most times and a correctional faction, just because a bunch of players figured they could try to make it work. Long before the trucking scene was taken over by these ridiculous poorly portrayed business conglomerates, players self-organized into Reg's Trucker Association, which was the only representation of an union you could find anywhere. With nothing but resolve and the belief that going back-and-forth on the forums could be as fun as shootouts and pursuits, a small band of people managed to convince LFM to let them organize a State Legislature and brought a completely new kind of roleplay to light (at least until LFM decided to tear it down with dynamite). Starting from a barebones taxi script that charged laughable rates, people set up Unity Taxi, which was so successful and provided so much roleplay to the civilian scene it broke the longstanding assumption that no business faction that wasn't illegal would ever be given official. When some players decided to found an Armenian gang, they were laughed at, as gangs had to mandatorily be black or latinos, until those Armenians proved through their roleplay that idea wasn't far-fetched at all and eventually earned official status, after which nobody laughed anymore. And although some other communities might want you to think they're the first to have ever thought of turning the docks into a source of roleplay, LS-RP had a working Port of Los Santos in 2015 already, and its security was far less obnoxious than any of the subsequent iterations. There was a constant, deeply ingrained sense of moving forward, not necessarily towards better roleplay or more popular ideas, but forward nonetheless. People weren't scared of exploring new avenues to create roleplay, dismantling things that didn't work anymore (and in some cases even those that worked but could be organized differently), making mistakes and going back to the drawing board for another round of thinking if need be. There's nothing like that now. The server is at a standstill. Aside from a few long-running remarkable concepts like Valenti, there's very little that sets LS-RP apart from other communities. And there's zero interest in changing this, because there's an almost pathological fear that trying something new is going to doom the server combined with a deep denial of the actual state of things. It became preferable to lose players dissatisfied by how things are going by the dozen and running the server into the ground than take a leap of faith and touch a status quo that has been the same for almost a decade at this point. Look no further than this very topic, where the Head of Legal Factions tells people with a straight face that "all legal factions are running optimally" despite the LSSD, again as this thread proves, barely shows face in game, is torn apart by internal strife and crippled by a structure that should've been reformed months ago but wasn't because "you're meant to portray LASD", "this is just SoCal" and other assorted platitudes. LS-RP didn't scare so easy. That's what made it great. The only way to bring back the old playerbase, other than a time machine, is to bring back what brought the old playerbase here in the first place: creativity and boldness and perhaps add into the mix a staff that works with the players instead of for or against them to create something unique. If you keep doing what you've been doing so far, you'll mostly get the same results. And while you can ignore reality, the current numbers prove very well that you cannot ignore the consequences of ignoring reality.1 point

The Caccia-Licata Crew, once tightly connected to the Chicago Outfit's Cicero Crew, had a strong foothold in Las Venturas. Frank Caccia, known as "Frankie C," laid the groundwork for the operation, with Richard Licata taking things to the next level. Licata was more than just muscle; his business sense turned the crew into a dominant force, especially in loansharking and low-level gambling. Under their leadership, the crew thrived, bringing in tough recruits from the streets of Las Venturas, enforcing a hierarchy where status and loyalty determined advancement. Caccia and Licata were the driving forces, but the true enforcers were guys like Anthony Galigano, who ran extortion and illegal gambling rings with ruthless efficiency. Edward Petorino handled the drug side, distributing narcotics through home invasions and street-level deals. But by 2019, the crew started to crumble. A long-running investigation known as Operation Capricorn started tightening its grip, and the crew was hit with RICO charges for drug trafficking, extortion, fraud, and a laundry list of violent crimes. Caccia, Licata, Galigano, and Petorino were all taken down, dealing a devastating blow to the crew’s power. Once they were arrested, the crew that had once were a dominant force in Las Venturas was left fractured, with key players behind bars and the operation shattered, and even one victim, Edward Petorino gunned down in a drug-deal gone wrong and low level drug dealer Thomas Gaucini turning informant. The posse' once-vast network is a shadow of its former self. Caccia and Licata are still active, but they're operating on a much smaller scale—focused on bookmaking, loansharking, and fraud in Las Venturas and even Los Santos. The glory days are long gone. However, remnants of the crew still linger, propped up by associates of the Chicago Outfit. Steven Delaney, an old Outfit associate that avoided the indictments, is now running a payday loan business in Las Venturas, using it as a front for high-interest loans and money laundering. On the other side of the state, Savino Moone, aka "G-Money," has moved to East Los Santos, where he runs a drug trafficking operation, using his connections with the Philadelphia Black Mob to distribute cocaine and heroin. The Caccia-Licata Crew may have fallen, but their influence hasn’t disappeared entirely. While they’re nowhere near the powerhouse they once were, remnants of their network are still alive, with some of the same players continuing to operate within the criminal underworld. The remnants of the crew have adapted, shifting to smaller-scale operations, but their presence remains in the streets of Las Venturas and Los Santos. New figures are emerging, and the landscape of organized crime in the region continues to evolve as old connections resurface and fresh opportunities arise.1 point

Paid & Laid INC. is a modernized twist on Black Organized Crime Roleplay. This concept aims to be ever-evolving and never stop in the comfort zones that other factions on the server have embraced, i.e. spamming the same screenshots of drug sales & posting up on a corner everyday. This group is an off-shoot of the Blanco—Longoria DTO and a part of an in-character Organized Crime Syndicate that has formed around Blanco—Longoria's operations, it's also one of the direct ways to get involved with the faction.
