Although there remains the issue of faction distribution schemes wiping out much of a cartel faction's reason for existing.

100% it's something that always irked me too and drove me practically insane, I've been trying to set a good standard for a while now but some people sadly just don't listen.

This is probably the only chance to set a standard and make it stick. I hope the same can be done in other areas too.
