Meet Our President: Jeffery Higgins Jeffery Higgins, president of Laborers' Local 303, began his career as a construction worker in Los Santos, quickly earning a reputation for his leadership and dedication to worker safety. Rising through the union's ranks, Higgins played a pivotal role in securing project labor agreements for housing developments in underserved communities, ensuring fair wages and local job creation. His efforts have also expanded the union's influence into transportation and waste management. Despite the economic challenges of recent years, Higgins’ leadership has kept Local 303 resilient, continuing to grow and protect the rights of its members.
