No bashing, just my opinion!
Staff fumbled this from the jump imho. This is what they did wrong according to me and some of my friends.
1) Instead of "we're opening the server in "February" " management should've came out loud and clear with a date. You have no idea how many friends of mine did not know about the opening date. Because you can simply not revive a PB with guesswork, you do it with CLEAR direction and incentives. If we knew that the date would be 28th of February, I would have reached out to more friends and have them join the server.
2) About the illegal scene and IFM : Realistically, when you have something like 25 factions in the server, 12 gun schemes, 13 drug schemes, the applications should have been opened, some sort of guaranteed placement during this period. Should've given people reason to actually log in and build something, everyone should've gotten a foothold first, then tighten the rules after
After all that, yes, you're more than welcome to enforce full formalities and standards, but atleast you have kickstarted activity instead of suffocating it, right now there is no push and no reward, no clear structure, just a server expecting RP to magically appear, unfortunately that is not how it works, but hopefully it is not too late and the staff reflects.
