    The PCC operates in a hierarchical structure: at the top is the Sintonia Final, the leadership council that makes strategic decisions. Below it are the regional and sectoral “sintonias”, which manage finances, discipline, and illicit activities in different areas. In São Paulo’s West Zone, the Quadro dos 16 is one of these regional bodies, responsible for coordinating local operations and passing down orders from the leadership. Within this structure, Rafael Moreira is not an active member, but someone connected to a member of the Quadro dos 16, participating indirectly and discreetly, without playing the same operational role as others.
