The Quadro dos 16 is a collective of regional leaders from different areas, serving as an intermediate body between the top leadership and the grassroots. Each region has its representatives. Within this structure, Rafael Moreira is not a direct member, but rather affiliated with a representative of the Quadro dos 16 who acts for the West Zone, giving him proximity and influence, though indirectly.
