I am hoping to set up a media outlet with a focus on stringers. As such scanners are a big thing used in the industry to listen to law enforcement and ems in order to find the scenes to shoot.

I was wondering if such devices would be considered legal or illegal?

Scanners, if not illegal, could be roleplayed by approved media outlets having access to the LEO TS3 with strict permissions to ensure only listening permission is granted.

    Legal for sure.

  2. The easiest quick lazy method:

Press ⊞ Win+Shift+S to open the built in Windows screenshot tool (aka Snipping Tool). It'll copy the screenshot you take to your clipboard and you can paste it. This is usually the preferred method for quick screenshots to deliver to messaging apps like Discord, or even on this forum.

The still easy but more advanced method:

https://getsharex.com/ ShareX - The best free and open source screenshot tool for Windows!

ShareX is my preferred tool when I want a screenshot to last forever. It also has a lot of different editing capabilities and bunch of other nice-to-have features. It also allows you to upload screenshots you take immediately to sites like Imgur. I'll show you how to do that here.

It's preferred that you have an Imgur account with a private album you can later delete all your nefarious screenshots.

    The steps to take:

    1. After installing ShareX, right click it on your Taskbar and "Open main window".
    2. Go to "Destinations" > "Destination settings..."
    3. Choose your preferred Image uploaders (Imgur, for this example) and follow the steps to connect your account.

It's that simple. Now every screenshot you take with ShareX will automatically upload to Imgur, all in their own album so you never lose your screenshots and can later come back to them without having to search for that link. ShareX also keeps a history of every screenshot you take. If you right click on ShareX in your Taskbar and go to "History...", you'll see a list there of all your screenshots and a URL associated with it if you uploaded it.

To make sure it uploads, ensure you configure your "After capture tasks". Set it to "Upload image to host". And then go to your "After upload tasks" and turn on "Copy URL to clipboard" (and if you want, "Open URL").

    image.png

My recommendation for your settings but it's ultimately up to you how you like it:

    "After capture tasks"

"Open in image editor" only - I prefer it open in the image editor and I can crop the part I want to screenshot and if I have to edit it in anyway, such as highlighting, arrows, etc, whatever, I can do it there. In the editor you can also choose to just copy to clipboard if you don't want to upload this one or upload it too.

    "After upload tasks"

    "Copy URL to clipboard"

    "Open URL"

    "Hotkey settings"

My Print Screen for ShareX is set to take a screenshot of my entire screen and I use the image editor to crop it. You can choose to have it set to capture a region so you can do it yourself if you'd like but this is what I recommend:

    image.png

    Now delete Gyazo and Lightshot!

It's been another two months with absolutely nothing.

I go back to my first post, you're being blind. We post our progress on Discord frequently, our current main method of communicating with the community.

I gave you a response on the reason for delays but you continue to bring it up and ask for transparency. What is it we haven't been transparent about that needs covering? Please be specific so I can answer your questions and provide you with this transparency that you've been lusting for.

Oooh a prison feature, big woop. It still doesn't explain why the release date has been missed YET AGAIN when it was supposed to have been ready in the summer when character applications opened, yet it was clearly nowhere near ready. It's been almost a month since the last 'release date' has been and gone and no explanation as to why.

If it isn't already blatantly obvious to everyone after being given false promises time and time again, this project is going absolutely nowhere.

It's been explained several times. We set dates that we weren't able to make because we underestimated the work left and how long it would take, on top of real life responsibilities and delays.

Now, I see all your posts are just hate, so there is no reasoning with you. But if you think this "project is going absolutely nowhere", you're too filled with hate & blind to the progress that is being posted weekly. I am curious though why you're still dedicating time to posting about a project which you believe is going nowhere. Side note, why Tor and all the VPNs?

    Anyways... :poggies:

    001. License Suspension and Revocation

A person who drives a motor vehicle and receives three (3) points on their license shall have their license suspended for forty-eight (48) hours.

A person who drives a motor vehicle and receives five (5) points on their license shall have their vehicle impounded and their license revoked. (( You can't get another license for 48 hours after having it revoked. ))

Points on a driver's license fall off every two (2) weeks or are removed upon revocation of the license.

    ----

Why is the time on this OOC for 5 points, but IC for 3?

The OOC part is a script addition, it's a deterrent to the issue we had on SAMP where people who hit 3 warnings and had their license revoked just run to the DMV and quickly get another one 30 minutes later

I searched the forums for any discussion about GTA V's engine mechanics regarding manipulating vehicle speed such as; curb boosting, brake boosting, and 'double clutching' but no posts have spoken about this yet. In short these are exploits that can be used to gain an advantage over other players in vehicle speed.

ie: A motorbike in GTA:SA/SAMP, you could tap forward repeatedly to go incredibly fast, where as in GTA V you can exploit curb boosts consecutively to out run another vehicle.

Will there be a specific rule to outline this problem, I can imagine there will be circumstances that these mechanics are used for an unfair advantage, as well as players who did it unintentionally not knowing about this mechanic in the game.

Can you show me an example? I'm not familiar

    Formatting

The penal code formatting doesn't look good at all. It is very unreadable and hard to navigate. Here I would suggest to use more formatting tools, bold italics underlines, horizontal lines, centred text etc.

Furthermore a better color scheme would fit better than just having white text with the occasional yellow.

Can't say I'm proud of this format but it's also difficult to make something look nice on this forum theme. I didn't wanna do a table  and we explored bunch of other formats but, it is what it is. Anyway, our goal is to move the penal code to the UCP with better formatting, readability and search, so we didn't put too much effort in to making it look pretty here. (I do disagree that it's "very unreadable", I think it's OK)

Thank you everyone for feedback soon, we've been taking them all in to consideration & will post changes soon

  12. FiveM is marketed towards voice RP.

alt:V seems promising but each have their own issue. Recent example, it took them a couple days to come out with a compatibility update for the new V update, even with the number of developers they have. So that's about 3 days of the server being unavailable while it only took Rage a couple hours to put out an update.

But yeah, like I said, each have their own issues.

So you can stack multiple charges for a singular instance? I remember that being explicitly disallowed on SAMP.

Same RE: citations. The way it's written, if someone does multiple of the same instance they can be given multiple citations. That was disallowed on SAMP for that reason - to not allow stacking and an immediate license revocation.

Additionally - the times should really be written OOC for immersion factors. Otherwise with them being left IC, someone can say "yeah I evaded, going to prison for an hour" completely IC and they're technically in the right, although cringey.

Stacking is against our rules but in your example, it is not stacking if it's two different crimes.

@Kane I personally believe if it's a vehicle that is not able to have a license plate, they should be considered not street legal (kinda like dirt bikes that have no turn signals and or mirrors). Personally think assuming there is a plate unless specifically specified by the owner would be asking for metagame or some law enforcement roleplayers failing to provide common courtesy (asking for a screen of "removing the plate" or anything along those lines).

Normally I'd agree but some of those vehicles with no license plate are normal and would be otherwise street legal by all standards, just GTA V not having a license plate on them for whatever reason.

I really don't understand how can neglience be worse than doing something intentionally. If it is comprehensive principle throughout the penal code, shoudln't involutary manslaughter be worse than 1st degree murder as the one distinguishing these two is intention?

Ignore what I said, some misunderstanding/communication. I'll write something up in a bit to clarify.

1 hour ago, i dont wanna od in LA said:

In all honesty the entire penal code seems a bit rushed. There's a couple logical mistakes, some definitions are lacking, some charges are illogical. Different degrees of murder and manslaughter need to be listed. Peace officers have to be defined. Search warrants, arrest warrants, surveillence warrants, electronic warrants all need to be mentioned. Charges that are inflicted intentionally need to come with higher times than charges that result out of negligence. IC times should be listed for the sake of roleplay, and the OOC hour times should be listed in double brackets. Some charges need to be removed as well (such as rape, pedophilia) since they were banned OOC.

Thanks for the feedback but please provide all logical mistakes and illogical charges so we can correct them. Where should warrants be mentioned? I'm not a fan of listing the times in OOC, it's just one of those things you have to live with. We can write something up on how to refer to times in character to suit everyones immersion.

    (b) A person who drives a motor vehicle without a valid license plate on display while on a public roadway shall be issued an infraction and may have their vehicle impounded at the officer's discretion.

What about the vehicle models that don't have number plates. for example the Zombie bikes

We'll just RP there being a plate there unless the owner specifies there isn't. Same solution we had on sa-mp for bikes w/o plates.

    230. Animal Abuse / Cruelty

    (a) A person who intentionally maims, mutilates, tortures, wounds, or kills a living animal is guilty of a felony, punishable by a sentence of 1 hour, 30 minutes.

    (b) A person whose neglect maims, mutilates, tortures, wounds, or kills a living animal is guilty of a felony, punishable by a sentence of 1 hour, 50 minutes.

It seems weird that neglect is more time than INTENTIONALLY maiming an animal.

We believe neglect is worse than intentional

It really seems it's in violation of the first amendment..

I thought the same too at first tbh but that's straight out of California. It makes sense after you think about it. For example, running up to a group and calling them racial slurs which would likely provoke a violent reaction out of them, you're disturbing the peace.

    5 hours ago, Fiendfyre said:

Also the times being listed as IC is kind of weird IMO. Are infractions going to be handled differently than SAMP or are they just not figured out yet for the amounts?

We have a rough idea of the amounts, we just need to double check them. They'll be filled in before launch, it's the same way as sa-mp. $$$

    302. Illegally Discharging a Firearm

A person who shoots any firearm from or upon a public road, highway, public or private property within the city of Los Santos, excluding businesses with areas designated as a shooting range is guilty of a misdemeanor, punishable by a sentence of 30 minutes.

There's a technicality in the way this is written as it gives no exception for law enforcement. Unless changed, every cop who gets in a shooting is guilty of this. There's also no exception for someone shooting back in self defense as a legal gun holder.

    Will modify.

    (d) Any person operating a motor vehicle at any speed greater than is reasonable having due regard for weather, visibility, and the traffic on any public road shall be issued an infraction and two points on their license.

This is very ambiguous. Does this mean that if its raining a cop can pull me over for doing the speed limit and say that it wasn't Reasonable for me to be doing 65mph in the wet so I'm getting 2 points?

You can't really define what's reasonable because it depends on what the current conditions are.

This is California's "basic speeding law". "California's basic speeding law prohibits driving at a speed "greater than is reasonable or prudent having due regard for weather, visibility, the traffic on, and the surface and width of, the highway, and in no event at a speed which endangers the safety of persons or property." In other words, motorists must always drive at a safe speed. What a safe speed is will depend on the circumstances. For instance, on a certain road, 55 miles per hour might be safe on a bright, sunny day. But if it's dark and the road is wet, going 55 miles per hour could be dangerous and a violation of the basic speeding law."

Will add it. Also, we're staying away from "government employee" like how it was known as on sa-mp. We prefer it all to be "state employee"

I wouldn't say it worked well. Since the 2018 penal code update, there were 3 changes to it by the State Senate. We found a lot to change and some flaws while reviewing it to rewrite so I can't even say it's because there was nothing to do.
