Today it's highly unlikely that you would find a member of the Mexican Mafia on a general population yard. What you will find are the Sureño gang members that answer and pledge undying loyalty to La Eme. On the yard, the Sureños are the foot soldiers, and they all want to climb the ranks to become made men. The Mexican Mobsters at the facility have been moved into our secure housing unit for the safety of our correctional officers and the inmates, and where they can be monitored. However because of this, each yard or facility will have a governing body of shot callers who answer to the Mexican Mafia leaders. The Mafia calls this "La Mesa". The cell blocks and prison yards are run by this council on behalf of the Mexican Mafia. All of the money made from criminal ventures such as extortion and drugs are sent to the gang leaders housed in the SHU. Gang orders and messages, what we call "kites", would be sent down the ladder through various means of transportation until they get to the shot callers in general population, who will then relay the orders to the Sureño gang members on their tier and the prison yard.
