A server with an average playerbase of 90 people at peak time doesn't need a department whose only activity revolves entirely around regulating something as inconsequential as business openings. Those acting like before CEB existed the business scene was a free-for-all are either clueless or disingenuous in their statements. CEB is a relatively modern thing, at least in the long history of LS-RP. Of course you won't find any trace of this in the annals because they've been burned down by petty people for whom history does not exist unless they're part of it, but before the City Government had its own enforcement branch, it was the LSPD's VICE Division that handled all business-related investigations, while the LSFD handled fire-code related inspections. It worked pretty much the same as it does now. But as the OP points out, the server was also in a different position back then. There wouldn't be a business opening per evening, there'd be ten. You'd find two or three open business at any time of the day, people knowingly broke the laws and regulations on purpose and not because the server population was so small there weren't enough players to hire a bouncer, posting an ad asking for club stuff would make your character's phone blow up with calls and texts. And so CEB had a purpose, because there was plenty of activity to justify its existence and its officers could jump in-game at any time to carry out their duties without fear of closing the only roleplay hub in the whole server. But now that activity just isn't there, business owners get demotivated by getting shut down when the problem doesn't even depend on them but rather on the server's general population, and therefore it's more of a hindrance to roleplay than a boon. CEB is a vestige of a long gone era of the server that has been mindlessly brought over because "it's always been there", just like multiple law enforcement factions or a full-scale correctional agency. It's been proven time and again that server management and its branches fail to see that there aren't as many people playing as there once was, and it's thus necessary to trim the fat and adjust the structure in a way that fit the current needs just like LS-RP's organization swelled with more and more factions with increasingly niche duties as the playerbase expanded. But nobody wants to be "that guy", and therefore it doesn't matter if something doesn't bring any benefit, if it doesn't have a purpose or if it even actively harms the server by driving away the few people who are putting in effort, if it was there in 2020 or if another community has it, it's going to be kept no matter the cost. As for the people in this thread who argue it's not CEB's fault that businesses are shut down, but rather of the regulations they have to enforce, and suggesting it's the regulations that should be changed, the question is how to go about it. Sure, it would create roleplay, if only there was a an in-character way to change those regulations. But there isn't. Management, in its infinite wisdom, shut down the courts, making it impossible to sue the city for wrongfully closing a business down, and there's no legislative body (be it a city council, legislature or senate) that can actually change the law in-character, because there aren't players capable enough to manage it, oversee it and/or staff it. And don't look to CEB's parent agency, the so-called City Government, for help, as it's a notorious circus show that sees a spark of activity once a year, usually revolving around two people contesting in an election by slinging mud against each other in ways that would give English tabloid papers second-hand embarrassment. Nine times out of ten it ends in a massive Out-Of-Character drama recital and whoever the winning party is remains active as Mayor for the entirety of a couple weeks before going off the radar completely. Lacking any direction or supervision, CEB (just like any other City department) tend to do as they please with little to no accountability, considering that LS-RP's Legal Faction Management has transcended can safely be considered a mythical creature on the same level as Bigfoot or the Wendigo. Finally, in regards to the alleged realism of CEB. For starters, saying that your role is "realistic" doesn't automatically make it legit nor needed. A lot of things are realistic, and if the goal was to make it a realistic recreation of Los Angeles, half of your playtime would be spent stuck in traffic on the Downtown Interchange. Secondly, CEB's role isn't to "improve" the "quality"; assuming there's such thing as "roleplay quality" and that it needs to be "improved", that's the server administration's job, not the factions'. If CEB has any duty, it's to provide a server-compatible portrayal of their real-life equivalent, not to regulate anyone's roleplay choices or the way they run their establishments. The same, by the way, pplies for every faction in the server, from elitism-spouting OCG members and CK-addicted gangsters to power-hungry deputies and DM-hungry cops: adding "realistic" to all your posts won't save you. Now of course, judging by the other replies, the fact that CEB has outlived its purpose considering the current condition, doesn't seem to be a popular opinion, and in fact it appears to be only a minority thinks it has. Since LS-RP has a longstanding policy of ignoring minority opinions because they're minority and therefore deserve no attention, it's likely nothing will come out of. And that's not only fair, it's the right way to run a community, as proven by the amount of players who still hang around the server. All those who are left, at least. -
Scenario summary: After the wild night of September 8, the one that saw Onika, Ornell, Black and the crew caught up in a police raid — an operation that ended in nothing — things seemed to water down . The LSSD/PD tried cracking down on the Sampson St. Crew, but they ended up making not a single arrest, and seizing not a single weapon. It's said that Onika led them away while Iceman & co. made a smooth escape. The following day, though, Nika would dive back into her studies: business models, internet schemes, digital hustles — anything that could turn into real net worth. After a smoke break Nika gives the heads up to Ornell "Iceman" Yards about people in their circle still stashing up assets in the area where SD almost caught them lacking.
