    LICENSING BUREAU

    APPLICATION AND RENEWAL PROCESS
    FOR LICENSE TO PURCHASE FIREARM AND LICENSE CARRY A CONCEALED WEAPON

     

    When applying for renewal of a license to Purchase Firearm (PF) or Carry a Concealed Weapon (CCW), the applicant must meet these basic requirements:

     

    • Must not have any convictions for violent misdemeanors or felonies
    • Must pay a one-time application fee of $500
    • Must adhere to the regulations set out in the PF or/and CCW Application Form
    • Must have legally obtained a License to Purchase Firearm or Carry a Concealed Weapon

     

    Failure to observe these regulations will result in a license holder's license being either suspended or, depending on severity, temporarily or permanently revoked. Criminal charges may apply in such cases.

     

    To apply, simply print a copy of the application form, fill it out, and send it in to

     

    Firearms Division, Licensing Bureau, 

    Government Administration Building

    15 Occupation Avenue

    Alta, Los Santos,

    San Andreas

     

    A member of the Firearms Division will review your application and send correspondence with what modifications to the application form need to be made, if any.

     

    If your license application form is accepted, once it is processed you will be given an application reference and required to make a payment to the State of San Andreas. Payment is accepted two ways:

     

    • Maze Pay (send to handle @cityofls with the application reference given to you by a licensing officer in the notes)
    • Bank Transfer (IBAN number LS30 1337 0000 0022 0308 6078 with the application reference given to you by a licensing officer in the notes as the payment descrition)

     

    Your payment will be confirmed with the Firearms Division and you will then be awarded your license via mail. You may use your license as soon as you receive the notification that your application was accepted, regardless of whether or not your license has arrived via mail.

    SECTION 2 - PF License Conditions and Restrictions


    The licensee is responsible for all liability for, injury to, or death of any person, or damage to any property which may result through any act or omission of either the licensee or the agency that issued the license. In the event, any claim, suit, or action is brought against the agency that issued the license, its chief officer, or any of its employees, by reason of, or in connection with any such act or omission, the licensee shall defend, indemnify, and hold harmless the agency that issued the license, its chief officer or any of its employees from such claim, suit, or action.

    The licensee authorizes the issuing agency to investigate, as they deem necessary, the licensee's record and character to ascertain any and all information which may concern his/her qualifications and justification to be issued a license to purchase a firearm and release said agency of any and all liability arising out of such investigation.

     

    • Violate any of the license usage or prohibition criteria guidelines
    • Consume any alcoholic beverage.
    • Be in a place having the primary purpose of dispensing alcoholic beverages for on-site consumption.
    • Be under the influence of any medication or drug, whether prescribed or not.
    • Carry a firearm in public without a proper permit (CCW).


    Pursuant to U.S. Government Code — Title 49, Chapter 26, Section 1472(1) and Federal Aviation Regulation 121.583, a license to purchase a firearm does not authorize a person to carry a firearm or any dangerous weapon aboard commercial airlines. Such a violation can result in arrest by law enforcement.

    Any violation of these restrictions or conditions may invalidate the PF license and may void any further use of the license until reinstated by the licensing authority. Any arrest for a felony or serious misdemeanor, including driving under the influence of alcohol and/or drugs, is cause for invalidating the license.

     

     

    SECTION 3 - CCW License Conditions and Restrictions

     

    The licensee is responsible for all liability for, injury to, or death of any person, or damage to any property which may result through any act or omission of either the licensee or the agency that issued the license. In the event, any claim, suit, or action is brought against the agency that issued the license, its chief officer or any of its employees, by reason of, or in connection with any such act or omission, the licensee shall defend, indemnify, and hold harmless the agency that issued the license, its chief officer or any of its employees from such claim, suit, or action.

    • Impede any peace officer in the performance of his/her duties.
    • Present himself/herself as a peace officer to any person unless he/she is as defined by San Andreas law.
    • Unjustifiably display a concealed weapon.
    • Carry a concealed weapon not listed on the permit.
    • Carry a concealed weapon at times or circumstances other than those specified in the permit.

     

    Pursuant to U.S. Government Code — Title 49, Chapter 26, Section 1472(1) and Federal Aviation Regulation 121.583, a license to carry a concealed weapon does not authorize a person to carry a firearm or any dangerous weapon aboard commercial airlines. Further, a person must declare that he/she is carrying such a firearm or dangerous weapon BEFORE entering the boarding area of an air terminal where the security checks are made. Such a violation can result in arrest by law enforcement.

    Any violation of these restrictions or conditions may invalidate the PF or CCW license and may void any further use of the license until reinstated by the licensing authority. Any arrest for a felony or serious misdemeanor, including driving under the influence of alcohol and/or drugs, is cause for invalidating the license.


    SECTION 4 - Agreement to Restrictions and to Hold Harmless

     

    I hereby accept and assume all responsibility and liability for, injury to, or death of any person, or damage to any property which may result through any act or omission of either the licensee or the agency that issued the license. In the event any claim, suit or action is brought against the agency that issued the license, its chief officer or any of its employees, by reason of, or in connection with any such act or omission, the licensee shall defend, indemnify, and hold harmless the agency that issued the license, its chief officer or any of its employees from such claim, suit, or action.

    I understand that the acceptance of my application by the licensing authority does not guarantee the issuance of a license and that fees and costs are not refundable if denied. I further understand that if my application is approved and I am issued a license to carry a concealed weapon, that the license is subject to restrictions placed upon it and that misuse of the license will cause an automatic revocation and possible arrest and that the license may also be suspended or revoked at the discretion of the licensing authority at any time. I am aware that any use of a firearm may bring criminal action or civil liability against me.

    I have read, understand, and agree to the PF and CCW license liability clauses, conditions, and restrictions stated in this Application and Agreement to Restrictions and to Hold Harmless.

    CONSTITUTION OF THE STATE OF SAN ANDREAS

    ADDENDUM I - City Charter

     


     

    Preamble

    This document is a summary addendum for convenient viewing of the City Charter of Los Santos. Administrative Districts are defined in Addendum IV.

     

    Sec. 1

    The Jurisdictions of the City of Los Santos Government shall be:

    • Property management rights for all hospitals, medical centers, clinics, or other healthcare institutions, that are not privately owned, within the borders of the Administrative District of the City of Los Santos.
    • Property management rights for Los Santos City Hall and the Government Administration Building.
    • Property management rights for all energy resource sites, quarries and oil fields, which are not privately owned, within the borders of the Administrative District of the City of Los Santos.
    • The power to retain a State Bar-licensed attorney in the position of City Attorney to act as defense counsel in criminal matters, and general counsel in civil matters on behalf of the City of Los Santos Government.
    • The power to write contracts with the Mayor of Los Santos' signature, which may be reviewed and contested by the City of Los Santos Council.
    • The power to appropriate funds within contracts with the consent of the City of Los Santos Council.
    • The power to issue and regulate firearms licenses.
    • The power to issue Business Code and Commercial Vehicle Code fines, issue licenses, and regulate business.
    • The power to impound vehicles.
    • Collection of appropriate license fees as determined by the City.
    • (( Overseen and managed by the faction leaders of the Los Santos Government faction ))

     

    Sec. 2

    The Jurisdictions of the Los Santos Police Department shall be:

    • Property management rights for all police stations leased to the Los Santos Police Department by the City of Los Santos.
    • Primary law enforcement authority and operation within the borders of the Administrative District of the City of Los Santos.
    • Secondary law enforcement authority and operation within the borders of the Administrative Districts of Los Santos County, and the Highways of San Andreas.
    • Issue fines.
    • The power to impound vehicles.
    • Arrest persons for felonies or misdemeanors.
    • The power to carry, maintain, and utilize firearms otherwise prohibited by the Penal Code.
    • The power to revoke driver's licenses.
    • The power to close roads or restrict access to public facilities for health and safety reasons.
    • The power to operate checkpoints for health and safety reasons in response to a specific stimulus.

     

    Sec. 3

    The Jurisdictions of the Los Santos Fire Department shall be:

    • Property management rights for all fire stations leased to the Los Santos Fire Department by the City of Los Santos, and all fire prevention, detection or firefighting facilities in San Andreas.
    • The power to enforce the Fire Code, and inspect buildings for fire safety within any Administrative District in San Andreas.
    • Maintain the Office of Fire Marshal, who may:
      • Petition the District Attorney to press criminal charges against persons for arson
      • Issue criminal fines against persons or businesses for violating the Fire Code
    • Maintain a Tactical Emergency Medical Support (TEMS) Unit, who may carry, maintain, and utilize firearms otherwise prohibited by the Penal Code.

    A golden eagle like the kind depicted on the 19th century Mexican Coat of Arms, standing on a cactus while holding a rattlesnake in its beak, the old Alta City Hall and a lion rampant.

     

     

     

    The Los Santos City Government is one of the largest municipal organizations within the United States, and the largest in San Andreas, providing services to over three million constituents who reside both in the City of Los Santos and the County of Los Santos following a decision in 1992 to consolidate both the City and County of Los Santos into one large entity. The municipal organization is led by a City-County Mayor, who oversees all operations of the government and is responsible for the delivery and accessibility of services.

     

    Los Santos is home to people from all walks of life, of all cultures and backgrounds, located on the southern part of San Andreas. What started as a colonial settlement in 1781 under the Spanish Empire, saw rapid expansion ever since its establishment and quickly turned into a major colonial hub. While not much is known about the city during the Spanish rule, it is known that the territory was later on taken over by Mexico in the 1800s, and then rebelled under the short-lived San Andreas Republic in 1846 over land-purchasing rights. At the beginning of the revolt, flags bearing a five cornered star and a grizzly bear were raised by the mutineer soldiers, replacing the Mexican ones.  On July 5, 1846 - the United States flag was raised throughout government buildings and militia bases, marking the end of the Republic and the annexation of the land by the United States.

    The Bureau of Licensing is responsible for the processing of liquor and entertainment licensing and continuous review of those licensed premises across Los Santos.

    The Los Santos Department of Public Works and Transportation is what keeps the city moving, the workers who keep the city dynamic and ever-changing. The Department is separated into several sections, each having their own responsibilities - the Department of Public Works handles public infrastructure development and maintenance, as well as power and water grids. The Department of Transportation is responsible for making sure the city stays mobile by providing public transit services with the highest quality standards. The Bureau of Parking Management makes sure that appropriate parking etiquette and laws are followed, as well as assists with traffic control where needed.

    The Department of Public Social Services (DPSS) serves thousands of vulnerable people each year, improving their quality of life via the administration of local welfare programs. Such programs aim to assist and empower disadvantaged individuals and families within the greater Los Santos area to achieve their maximum potential; housing, employment, and financial assistance, to name a few. The Department consistently works towards the economic and social development of all, operating under the values of service, social justice, dignity and worth of a person, importance of human relationships, integrity, and competence.

     

     

     

     

     

    ny70LR2.pngThe Department of Medical Examiner-Coroner (DMEC) is responsible for conducting inquiry into the circumstances, manner, and cause of deaths which fall within its jurisdiction. These inquiries predominantly surround deaths which appear homicidal, suicidal, violent, or accidental; this remit also includes deaths where an appropriate physician is not available to certify death. Inquiries make use of state of the art technology and methods, along with examination of their medical records, behavior, and much more. The DMEC also plays a role by, on request of the Public Health Department, examining deaths which may be related to wider public health risks.
