SAN ANDREAS DEPARTMENT OF CORRECTIONS AND REHABILITATION OFFICE OF CORRECTIONAL SAFETY BORDER BROTHERS Security Threat Group Assessment December 20th, 2023 BORDER BROTHERS The Border Brothers are a prison and street gang that has spread across the West Coast and US Federal prison system. They're most influential within the San Andreas, Federal and Arizona prison systems. The gang primarily consists of Mexican nationals, however, they have recruited a small number of Mexican-Americans. Despite having it's own presence on the streets the Border Brothers will also recruit from other Mexican national gangs such as the 5th and Hill gang, along with Mexican Transnational Criminal Organizations. Founded in 1989 by Sergio Gonzalez-Martinez, the gang spread into San Andreas in the early 1990s, recruiting illegal immigrants in San Diego, Los Santos, Bayside, and Oakland. In 1994, the Border Brothers established itself within the San Andreas and Arizona prison systems. According to several reports the Border Brothers are one of the fastest-growing STGs (Security Threat Groups), and have the most validated members of any prison gang in the Arizona Department of Corrections and Rehabilitation. Border Brothers identify themselves through the letters BB, the number 22 or a jaguar-shaped Aztec warrior god’s head, Ocelotl, encircled by flames. The group operates under two distinct branches: street and prison. In prison the gang operates under a strict paramilitary structure with a President, Vice President, generals, lieutenants, sergeants and soldiers, whilst on streets it is more loosely organized. Since the mid to late 1990s, the Border Brothers have had an alliance with the Mexican Mafia. This alliance stems from the "Arizona vs San Andreas war" between the Mexican Mafia and the Arizona "New" Mexican Mafia within the Arizona prison system. In this conflict the Border Brothers supported the original Mexican Mafia and acted as the primary foot soldiers against the Arizona "New" Mexican Mafia. This alliance between the Border Brothers and Mexican Mafia extends to all conflicts outside of the long standing war between the Nuestra Familia and Mexican Mafia. The Border Brothers also have close ties with larger Mexican Transnational Criminal Organizations, in particular the Guzmán-Zambada and the Arellano-Félix organizations. According to multiple government agencies the Border Brothers will transport and traffic narcotics in the United States for these groups. Along with protecting the members of these organizations inside state and federal prison systems. IN SAN ANDREAS Compared to more well known security threat groups the Aryan Brotherhood, Mexican Mafia, Nuestra Familia and the Black Guerilla Family, the Border Brothers formed much more recently. As mentioned previously the Border Brothers first appeared in the San Andreas state prison system in 1994 at Cremenas Valley State Prison, since then the gang has spread across the state with documented members inside nearly every prison. Mexican nationals who are incarcerated within the San Andreas prison system fall into what is known as the "paisa" car. A grouping of inmates which consists primarily of Mexican nationals but also other Latin American inmates and a small number of Mexican-Americans who identify more with their Mexican heritage. The paisa car generally submits to the authority of the Border Brothers and any rules or regulations set by the gang. Due to their lower numbers, it is rare for the paisa car to be the the top car on a prison yard in San Andreas, however, Mexican nationals are one of the fastest growing groups within the San Andreas corrections system. Generally, the paisa car runs clear of conflicts with other cars, however, to make up for their smaller numbers, "paisas" have a reputation for being exceptionally ruthless when carrying out violence. In 2021, several Norteño inmates were killed during a prison riot initiated by Border Brothers in A-Block of the San Andreas Correctional Facility.

  4. Out of Character Information Border Brothers is part of the Mexican Transnational Organized Crime faction. If you wish to get involved the easiest pathway is to roleplay a Mexican national serving a prison sentence or through roleplaying with one of the MTOC's crews on the streets and coming into SACF.   5. Up until yesterday(?) PF applications were in this forum and not LSPD forums, and the format was copied from the GTA 5 forums. The rules were also copied from the GTA V Section, with them the rule: (They were in this link, but now the forum has been hidden) Apparently, this rule contradicts the actual SAMP rule, and a friend was banned. Unfortunately I cannot find the actual rule the admin mentioned where you're not allowed sell/give guns (other than the new LSPD forum rules). Hope this saves some of you frustration/bans. Good luck!

I will add a couple of things that made me leave: - Robberies constantly, they will find you everywhere just to rob you, literally everywhere. - Might as well change it to RPG the way people behave. - DM Fest - Rules for thy, not for me When I report, it either gets voided or the admin just accepts the report and doesn't say or do anything. Not even reply back to my PM. When someone else reports, admin immediately started log checking and asking me questions like I committed war crimes. They won't even attempt to log check when I kindly request, but somebody else they will take the server down just to do it. - PD is literally behaving like its an RPG server. MGing, PGing, Non-RP Behavior, DMing, Unnecessary car chase, reckless driving. - Incompetent people getting a staff role is beyond me. Jr. admins got my friend banned by power tripping/corruption. Trying to talk to an admin about a case, they will block your PMs. Jr. admin tells me there is no bike in GTA SA called PCJ600, it's instead in GTA 6. (PHOTO)

  9. How about the backed up property auctions? There's tons of businesses and properties that are for sale. If we clear up the auctions and get everything up to speed with the listings on the Property & Housing board, we could open up numerous fresh roleplay opportunities. Since people are sitting on more than $100 million from 2021, let's offer them something worthwhile to spend their money on once more. Additionally, there's very little chance that you will come across a garage when looking for one because everyone hoards theirs and none of them ever seem to appear for sale on /auctions.

  14. I am extremely disappointed by the average server quality right now. There's some great roleplayers of course but it seems that just hanging around is an invitation to face a ton of crap. 1.- Extremely try-hard attitude and weird cops behavior. Trying to drive around casually around the server right now isn't good, isn't normal. I had this event with a little bit of IC road rage, a guy that was hostile with me for no reason at all while I am stopping for a second at an intersection, then he acts up until we start to crash our cars (it was good until this point) then he crashes a cop, they follow him and then they leave him. When the cops leave we keep roleplaying the IC incident until he goes to Pay 'N Spray in front of Pizza Stacks so I leave, I forget about it and go all the way to the Vinewood Pay 'N Spray and after a while I drive around Unity and Idlewood and he sees me, starts acting hostile again, completely ignoring that he broke immersion and IC the minute he entered the spray shop, the stuff continues until he gets down and shoots. This felt like, disgusting all around. Cops didn't do anything in the first place, poor reason to kill, extremely try-hard attitude. 2.- The exaggeration of robberies is also very bad for the server environment right now, you cannot roleplay normal human beings hanging or walking in the street, something needs to be done regarding that. There are robberies happening at unrealistic as heck places (I have been robbed at a rich commercial plaza) which would be very secure and well guarded in real life, more realistic commercial safe zones are needed for people to do actual immersive stuff outside of interiors, it's ridiculous that we can only log in for certain stuff right now. Parking cars outside of open businesses is like an invitation to get your ride broke into as well. Why does this doesn't happen in real life? Because cops in real life know where and what to do and there's security systems, if we are roleplaying realistic and 2024, well it should feel like that.
