Vincente Tobar grew up within the streets of East Los Santos. He spent his youth in poverty and had lived in a Hispanic dominant region within East LS. During his school years, Vincente witnessed various sureno gangs in his area recruit teens from school, and also witnessed criminal activities from said gangs. 

 

Growing up in East LS, gang life was a normal aspect of surviving and building reputation for people that came out of broken homes and wanted to have an identity that they would've not had in their households. Vincente however steered rather clear from the gang life and was more on the sidelines, observing quietly. When Vincente graduated and obtained his GED, he did manual labor within Ocean Docks, and at 21 he signed up with the Los Santos Police Department and passed the academy. Vincente started his career as a Police Officer I within 54th street station, where he was learning from field training officers how to conduct his duties properly, he then was observing the different units within Los Santos Police Department such as Traffic Unit, SWAT, AIR unit, but what primarily enticed him was Gangs and Narcotics Division.

When Vincente passed his evaluation and was promoted to Police Officer II, he took no time to forward his inquiry into joining the GND squad as a gangs officer, in which he was accepted and was shown around the division. Vincente started his GND career gathering basic intel on emerging new gangs by documenting and identifying gangs and members aswell as their locations with their graffiti thanks to his knowledge of street gangs during his childhood. Vincente was quickly noticed by other veteran GND members and vouched for him when he applied for detective school. After breezing through the detective school, Vincente was accepted into Major Enforcement Section as a Detective I. 

 

At this time, instead of reviewing graffiti and getting hands on with interviewing gang affiliates, Vincente started to use his new knowledge to observe gang members from a distance, surveying members sell narcotics, weapons and meeting with other organized crime groups for future alliances and deals, all in which Vincente documented and filed reports for future investigations. After gathering enough evidence against gang affiliates Vincente would further pursue to forward the cases to the DOJ and be granted arrest and search warrants, usually resulting in successful take downs with other GND and SWAT personel. 

 

It was at this time that Vincente started to make his mark and was becoming known within the Gangland of East Los Santos, he primarily worked cases on Eastside Hustler Crips and 38 street, being the main source of gathering intelligence to create casefiles against these wider known gangs within Los Santos.

Although Vincente was infamous in the gang underworld, majority of the time Vincente showed mutual respect to gang affiliates and associates; knowing it would help him in the future aswell as keep himself from being endangered of having a green light on his head. Although Vincente started to witness members of the unit and superiors turn into corruption, beating on suspects and having a high ego from behind the badge, Vincente didn't rat on any corrupt officers and rather kept his mouth shut and minded his own business, never getting involved himself with dipping into corruption or being bribed.

At this time Vincente had a decent track record of arrests, investigation reports and intelligence gathered throughout East LS. He was then promoted to Officer In Charge of Major Enforcement Section, where he felt he had to constantly compete with other detectives aiming for his position. With his luck though, after just a year in his position he was promoted by the Chief of Detectives into Commanding Officer of GND, gaining the rank of Captain, although this resulted in Vincente being removed from the streets and intelligence gathering to more paperwork and political aspects of running GND overall. Vincente remained as a captain in GND for several years until eventually retiring from LSPD at the age of 48. 

 

Vincente spent the past couple of years laying low, but due to his financial situation, after having multiple divorces and having to pay child support Vincente couldn't stay retired for long, now back on the streets of Los Santos, Vincente has witnessed the Los Santos Police Department and Sheriffs Department spiral down a stream of corruption and not conducting their duties with probable cause, he has a different sight in what the justice system has become in these departments and has strained away from trying to get back into any law enforcement employment, rather he is working with a fixer whom directs him for any Private Investigator work, security work and dipping him into brushing palms with the criminal underworld in which he once use to enforce justice against. 

 

 

 

(( All the above has been roleplayed and developed in character over the past five years with Vincente Tobar; I've decided to open a new chapter in his character development outside of the LEO roleplay before hanging my coat on LSRP SAMP for good.
