This is very ambiguous. Does this mean that if its raining a cop can pull me over for doing the speed limit and say that it wasn't Reasonable for me to be doing 65mph in the wet so I'm getting 2 points?

Well, it has not been defined what a "reasonable" speed is. A cop may consider that the "reasonable" speed in rainy weather is 10 MPH and can give you a ticket and TWO written warnings for a speed higher than that.

  2. I was skimming through the new penal code and noticed some of these new changes:

It really seems it's in violation of the first amendment..

This one really sounds OP to me. We all know that there were situations where LEOs were concerned about a person and wanted to detain him/her for a while to conduct primary investigations (without reasonable suspicion), so they used to tail them for a while and pull them over once they'd violated a traffic law, but with this "Failure to Signal" code, it seems that the cops can always win such situations and apprehend (or at least detain) the criminals within a few seconds as nobody wants to press a button every 2 seconds when changing lanes or being on an intersection. It will, for sure, affect the criminal roleplayers.
