- The Alamo Sea is the traditional north/south diving line. If you're south of it, you're in SoSan. If you're north of it, you're in NorSan. The two communities on either side (Sandy Shores and Grapeseed) can therefore be considered both 'central' and 'north/south' respectively, depending on context, as the communities around Bakersfield, Fresno etc. are irl.

Blaine County will represent California's Kern County (Bakersfield area). Sandy Shores, Paleto Bay and Grapeseed are all within Blaine County. Blaine County is a central area which can be considered both northern San Andreas and Southern Andreas, depending on where you are within it. E.g. Sandy Shores is considered more southern, Paleto Bay is considered northern.
- Los Santos County will replace Los Angeles County
We should consider the entire area to be Los Santos County since we plan to have all of our government agencies modeled after Los Santos County. It wouldn't make sense for the LSSD and other agencies to have jurisdiction over Blaine County.
If anything, we could roleplay the areas above Route 68 was once considered Blaine County but then merged into Los Santos County. -

It's better to focus on having a single layer of government and maintaining the three institutions it relies on to achieve the checks and balances than try to support single institutions of different levels of government.
The city and state governments are the same things but abstracted differently. Choosing which layer to use should primarily revolve around the setting of the roleplay environment. Since the map revolves around a single city and a single county, it's best to go with a city/county government.
I understand in many cases; some laws would realistically be state laws and not city laws. However, if we're going through the trouble of maintaining elections and a player-based legislature, they should have a say over all laws imposed on the players.
An easy way to deal with this is to say that the NPC senate would automatically accept the city council's resolution expressing change to state law. The governor's signature would be management's approval since the penal code often has OOC implications which affects the illegal community; therefore, it's best for management to look at anything changing it. I think this is what @Maximis saying above.
I can't stress enough what a waste of time and unnecessary OOC drama we had to go through in the "other community" due to having two layers of government. It's much more efficient to just work on one layer of government and leave it at that.

I believe the form of local government we're adopting is a 'consolidated city-county government'. There aren't enough players to necessitate separate county and city governments. Therefore, we're basically merging both governments through this form of local government. This is necessary because the server maintains both county and city government agencies.
