    Try to check the Task Manager if there's any gta_sa.exe hanging on the system. Despite the fact that you reinstalled the game, that can happen sometimes Second, try to make fresh start on PC. Click on Windows, then Shut Down. Click Shut Down while holding Shift. It will make a fresh start if you have a laptop, meaning if there's any processes that prevent GTA for launching will be executed.
