THE 83 HOOVER CRIMINAL GANG
''Tiny Raskalz the Shooter Gang"

• Early History, The Hoover Groovers

The Hoover Criminal Gang has been around since the 1960s way before the formation of Crips and Bloods. They originally began functioning under the name Hoover Groovers throughout their early years. One of the founding members of the street gang, younger sibling was murdered and most of the allegations and fingers were pointed at affiliates of the West Side Crip gang. The West Side Crips were one of the original sets of the Crip gang in the early years of the 1970s led by the honorable Raymond Washington. The West Side Crip existence and their actions led to the creation of their rival group which were the Bloods in response to the Crip expansion.  The Hoover Groovers and the West Side Crips held a very important meeting at Glen Park to investigate and politic about the situation which eventually led both sides to form an alliance amongst one another and dismissed the ownership of the death to another group of hoodlums in the area.

By the mid 1970s the Hoover Groovers dropped the "Groovers" portion of their name and adapted to the Crip affiliations and became Hoover Crip. During 1979 which was one of the biggest and most reputable years of gangbanging, a huge war broke out amongst Eight Tray Gangster Crip and Rollin 60s Neighborhood Crip. Certain gangs who chose to pick a side with Eight Tray Gangster Crip adopted the Gangster Crip car, also referred to as Trays or Tray Gang, to their politics, and for the remaining who chose to align with the Rollin 60s added the Neighborhood Crip car to their program or other known as Deuce Crip. Hoover Crip fell under the Gangster Crip car and was rebranded as

A key incident that occurred in this year was the murder of Raymond Washington due to a drive-by shooting. Rumors and gossip began to spread throughout different streets and neighborhoods across South Central, Los Santos. Members of the East Side Crip gang targeted Hoover Gangster Crip for the killing which sparked a huge feud between Hoover Gangster Crip and East Side Crip.

After the war had its moment and hype the crack epidemic started in the early 1980s which was a mega boom for most street gangs. Hoover Gangster Crip became one of the most notorious street gangs to take part in the drug wars and movement in the drug game. A notable figure to mention is Ricky "Freeway" Ross who was affiliated with the the set and was bringing in a lot of cash for the hood during this time before his incarceration. By the mid 1980s the Hoovers became one of the most wealthiest and feared groups in Los Santos with a reputation of gun violence, rivalries and a handful of crimes. Moving forward to the 1990s, Hoover Gangster Crip decided to drop the "Gangster Crip" and replace it with "Criminal" due to their on-going feuds with Crip sets and became the Hoover Criminal Gang but leaving one set still claiming Gangster Crip which were 52 Hoover Gangster Crip.

The 83 Hoover Criminal Gang also known as Tiny Raskalz or Shooter Gang, are cliqued up with 74HCG to form 34 Hoovers also called Tray Foe Hoover. Despite always being known as one of the more active SCLS sets 83HCG has gained extra media attention in recent years due to several teen members being linked to the murder of NYC rapper Pop Smoke as well as the emergence of native rappers like Tr3yway6K and Young Threat. It is to be known that the Hoovers push an "EBK" movement that stands for "Everybody Killer" due to their lack of allies and being one of the most hated streets gangs in Los Santos.

They are also known for being heavily involved in both drug trafficking and pimping/prostitution along Figueroa Street which runs through the heart of their hood. Despite being a predominately Black gang, a large portion of their younger members these days are actually Latino (usually Mexican or Guatemalan), with a few even being Asian and Caucasian.

This is as HCG/HGC tends to be less picky and more inclusive when it comes to recruiting/putting on new members. Possibly due to the fact that many of their members are constantly either being incarcerated on long prison terms or dying due to the high amount of gang wars they've taken on over the years.
