Neinei Connection

On the warm, dimly lit streets of Willowfield, the Neinei Connection has no headquarters, no sign, and no facade. It unfolds in casual encounters: a makeshift bar, the sidewalk of a workshop, the shadow of a forgotten warehouse. It is the place where a lit cigarette can become a password, where boxes change owners without receipts, and where what is divided is not only profit but also necessity.

What ties people together here is neither a uniform nor a flag, but the invisible thread of survival. Neinei, a Brazilian marked by the PCC, lives under the radar in the United States, taking small jobs to get by while still pulling the strings of discreet operations in Brazil. Sometimes it is bird trafficking; other times it is young men from the East Side of São Paulo turning stolen motorcycles into profit. However, the core of the Connection is not only him. It is anyone who walks that fine line between the ordinary and the illicit, where trust is worth more than currency.

This thread is a space dedicated to South American characters in Los Santos, especially immigrants who move between ordinary life and small illicit businesses. The goal is not to create a formal faction but rather an open meeting point where discreet, everyday interactions can naturally develop.

The inspiration comes from immigrant communities that survive through mutual trust and informal networks built in peripheral neighborhoods. The focus is on realistic atmosphere and low-profile roleplay, whether portraying civilians, small-time criminals connected to factions such as PCC, CV, Los Trinitarios, Clan Rotela, or Tren de Aragua, or simply characters who circulate and cross paths in this setting. The PCC operates hierarchically: at the top is the Sintonia Final, the leadership council making strategic decisions. Below it are the regional and sectoral “sintonias”, managing finances, discipline, and illicit activities.

The Quadro dos 16 is a collective of regional leaders from different areas, serving as an intermediate body between the top leadership and the grassroots. Each region has its representatives.

Within this structure, Rafael Moreira is not a direct member, but rather affiliated with a representative of the Quadro dos 16 who acts for the West Zone, giving him proximity and influence, though indirectly.
