"Clean Life?"

"Everyone will say, 'He got what he deserved.' Live the way that suits you while you still can," reads the “About Me” section on the Facebook profile of Nikša Velimirović - a man whose name is spoken in underground circles in hushed tones, either with respect or fear. His name has been associated for years with the most dangerous Balkan criminal groups. According to available information, Velimirović is a close associate of numerous influential criminals in the region. His inner circle consists of men with extensive criminal records, military experience, and absolute loyalty. Although the first investigations against him began before 2021, Nikša fled to the United States in 2020, where he has allegedly been living a “clean” life ever since. But the truth is far from clean. And Nikša is not alone.

 

"Two at the Top"

Standing shoulder to shoulder with him is Gavrilo Kostić, a man whose name appears in police files across the Balkans. A former operative of the Kavač Clan, known for his brutality and disciplined operations, Kostić fled Europe after a failed assassination attempt on Miloš Čabarkapa in 2015, later resurfacing in Los Santos. There, alongside Velimirović, he gradually built a new hierarchy cold, precise, and ruthless. Today, the two of them jointly lead the criminal operations of the “Delegacija” on U.S. soil.

"Who’s Really Involved?"

While the public focuses on names like Nikša and Gavrilo, security agencies are turning their attention to a wider circle - individuals with seemingly clean records, but whose names keep surfacing in field reports, at border crossings, and in the testimonies of protected witnesses. Đuro Kašćelan, Milan Cakić, and Veljko Grubor - three distinct personalities with one thing in common: always present, never directly involved, but always nearby when something major happens.

"Settling the Old Scores"

From 2016 to 2022, the criminal group "Zbor" was under investigation for armed robberies, attempted murders, and drug trafficking. Five of its key members were arrested, then released. Today, they are all dead. According to information obtained by our editorial team, all signs point to these killings being part of a broader plan to consolidate power within the new structure led by Velimirović and Kostić. The goal was clear: eliminate remnants of the old guard, solidify their position, and send a message - no one from the past will survive unless they align with the new order. But sources close to the network describe the sequence more as a calculated "Coup d’état" than a quiet purge. In the early stages of restructuring, members of "Zbor" reportedly resisted the direction the new leadership was taking challenging decisions, protecting old alliances, and refusing to fall in line. What followed was not negotiation, but swift and brutal execution. One by one, the dissenters disappeared or were found dead, some silenced in backrooms, others left as warnings.

"Who Pulled the Trigger?"

Đuro Kašćelan’s role in this bloody chapter is pivotal. His presence was confirmed in connection with at least three of the deceased: Romanescu, Spasić, and Matović. He hasn’t been charged. He hasn’t even been detained. But every time he was there. Alongside him, Jugoslav Balšić and Milan Cakić participated in the operations - Balšić in charge of surveillance and "clean-up," and Cakić handling logistics and reconnaissance. They didn’t speak. They just worked. In August 2025, Cakić was shot dead outside his apartment. The killer was never identified. No cameras. No witnesses. The case remains open, but everyone knows it was closed the moment Cakić took his last breath.

"The Collapse of the Delegacija"

Following the purge of the Zbor group, cracks began to appear in the structure of the Delegacija itself. Between 2024 and 2025, operations across San Andreas began to unravel. Internal distrust, increased law enforcement pressure, and unresolved rivalries accelerated the collapse. The death of Milan Cakić in June 2025 marked the beginning of the end. Soon after, Rade Divac and Milorad Bogovac, both longtime associates of Velimirović and Kostić, disappeared from the country. Though not officially wanted by authorities, it is widely believed they feared they would be the next targets either by law enforcement or from within their own ranks and chose to vanish preemptively. Their current whereabouts remain unknown. In a final blow to the Delegacija, Jugoslav "Juggs" Balšić was arrested in San Fierro while en route to a meeting believed to be connected to narcotics trafficking. The meeting never took place. Authorities intervened just in time, apprehending Balšić before any deal could go down.

"The New Era"

Following the operational collapse of the Delegacija in San Andreas, Nikša Velimirović and Gavrilo Kostić initiated a strategic reorganization of their network. Drawing on long-standing connections across Europe, they discreetly reactivated dormant channels in Switzerland, Luxembourg, and the Benelux region, extending further to South America, Philadelphia, and Southeast Asia, including the Philippines. These were not random recruits, they were trusted associates, individuals with a history of cooperation, proven capability, and absolute discretion. Many had operated with Velimirović and Kostić in earlier structures, and some were directly involved in prior logistics and financial operations in Europe. The reorganization also marked the return of Bratislav Đurović and Vuk Urošević, former high-ranking operatives of the Dušković Connection. Importantly, Dušković had an established presence in San Andreas during the late 2020s, primarily through covert trafficking and arms distribution routes. Both Đurović and Urošević had previously operated in the region, giving them intimate knowledge of local dynamics, infrastructure, and vulnerabilities.

Jugoslav could be seeing wearing a white shirt accompanied with a blue tie - a very rare sight since Jugoslav avoided wearing ties & pants. Considering himself to be a more of an old school type. Flashing three fingers at the camera, the orthodox sign which could be seen in every other picture of him.

Jugoslav Balšić is now located in County Jail serving his sentence.
