Carmine Torciano born in Saugus, Massachusetts, to a family of Italian immigrants. Around the age of 25, Carmine became a property manager for Francis “Cadillac Frank” Salemme, a notorious figure in the organized crime scene. This type of work gave Carmine the connections he needed in the North Shore, as well as access to the area’s underground network of power players. 

 

Carmine often found himself at Wonderland Greyhound Park in Revere as a form of networking with local business men, as well as the degenerate gamblers and loansharks. This is where Carmine was able to meet an individual by the name of Luca Antonelli, a well known figure who controlled the taxi rackets in Lynn and Salem. Luca was extremely charismatic individual with a high level of ambition that kept him moving forward. Carmine found himself in these traits and the two ultimately became close friends. 

 

The two quickly recognized a lucrative opportunity: they began loansharking at the greyhound park, leveraging a fleet of taxis that provided direct shuttles to the park, easing traffic for their loaning operation. The two were able to successfully continue this operation up until the Park’s closure in 2009. The shutdown was a devastating blow, as it obliterated their main source of income. Ontop of the pressure of societal changes, technology was a surprise opposition for Luca as well. With the rise of Uber and other ride-sharing services, the taxi racket that had became their lifeline faced unprecedented competition. The duo found themselves at a loss. In a form of panic, they began to look at the developments in the area and discovered a opportunity on the resources construction would provide. 

 

Scraping up the funds together. The duo started to pay off insiders at the local unions to get tips on various metals such as copper, iron, and even equipment to steal. Eventually the duo found themselves in over their heads with the development of the Encore Casino in Everett. Given the project was worth a staggering three billion, Luca and Carmine saw potential, but they did not outweighed the risk. During the planning phase the head of the steelworkers union was charged for theft and racketeering in 2018. In a panic, thinking the union lead would give the theft ring up, they fled to a new city on the West Coast. Immediately establishing their knowledge and forming Westmont Transportation Company.

 

The following will follow the lives of Carmine and Luca as they readjust.

Their involvement in the $3 billion Encore Casino project unraveled when a union leader was charged with racketeering in 2018. Fearing exposure, Luca and Carmine fled to Los Santos, where they founded Westmont Transportation Company, trying to rebuild their fortunes while leaving behind a cloud of mystery in Revere.

Westmont Transportation Nears Completion on New Taxi Base in West Los Santos

 

Los Santos, SA — Westmont Transportation, led by Luca Antonelli and Carmine Torciano, is finalizing plans for a new taxi base in West Los Santos. The chosen site offers prime highway access, positioning the company for expansion in the city's competitive transportation market.

 

Permits and environmental checks are nearly complete, and financing is secured. With paperwork moving forward, construction is expected to begin soon, solidifying Westmont Transportation’s presence in Los Santos.
