The outlaw band rebuilt upon the remnants of old sets in that area and it's a mixture of old street gang members, ex-cons, outlaw bikers, etc... connections to the prison mob have also only increased their ego despite federal operations being pratically an annual event they still able to manage their income through facilitators and trustees.
