El Monte Flores 13 aka EMF 13 or EMF X3 is a Hispanic street gang formed somewhere between the 1940's & 1950's, El Monte Flores initially formed as a club to protect Mexican immigrants from violence and racism. In the 1950's a prison gang named the Mexican Mafia aka La eMe was formed by multiple men, one of them was Luis 'Heuro Buff' Flores who had managed to broker peace between multiple rival gangs including his own, formed for protection of Hispanic prisoners from other prisoners. During the 1970's as they were fighting in prison, El Monte Flores managed to contact the gang inside and became apart of the Sureños which was formed in 1967, this changed the gang to El Monte Flores 13. By the 1980's and 1990's El Monte Flores began pushing narcotics into the neighborhood, selling mostly Weed and Cocaine before trying to push new product such as Methamphetamine, PCP, Heroin, and Ecstasy. These drugs were mainly bought in by Cartel connections in La eMe who needed people inside the United States to push product for them, with El Monte Flores being one of many other street gangs pushing this product. Barrio Colinas is a subset of El Monte Flores 13 in the Las Colinas area of Los Santos, named after the area which means 'The Hills' in Spanish. Barrio Colinas was formed in the mid 1990's by Hispanic teenagers on a street in Las Colinas, initially made a tag-banging crew it was quickly influenced by El Monte Flores 13 who soon gained full control of the small set. The group mainly hangs around corner stores, alleyway's, with El Monte Flores & Barrio Colinas graffiti spotted throughout Las Colinas and sorrounding areas. During the summer of 1997, Barrio Colinas and another small tag-banging group began having problems, initially spraying over each-others graffiti until a member of Barrio Colinas was shot dead in a Las Colinas neighborhood by members of the rival group. By the early 2000's multiple members on both sides were dead but due to the backing of El Monte Flores by this time they had pushed the group out of Las Colinas, more than likely being disbanded. In 2010 a member of Barrio Colinas named Daniel 'Bugs' Torres was sentenced to life in prison for the double murder of gang rivals in Los Santos, it was reported 2 men were found dead in a neighborhood of Idlewood with a black lowrider last spotted speeding away from the scene. It wasn't long before Daniel Torres was arrested for the double murders of 16 year old Mateo Gonzalez, and 18 year old Hugo Diaz, later identified as civilians mistaken as rival gang members. In recent times Barrio Colinas has kept a steady membership, mostly dealing Weed, Cocaine, Methamphetamine, Pills, and other drugs. El Monte Flores 13 has a count of more than 3000 members throughout East Los Santos(No specific area for San Gabriel Valley, but East LS is close) and other areas, most affiliates of El Monte Flores identify using Monte Flores, Flores, or/and EMF, most criminal activities include robbery, fraud, racketeering, money laundering, murder, drug trafficking, and hate crimes.
