The Los Santos Police Department ― “To Protect and to Serve” It is the mission of the Los Santos Police Department to safeguard the lives and property of the people we serve, to reduce the incidence and fear of crime, and to enhance public safety while working with the diverse communities to improve their quality of life. Our mandate is to do so with honor and integrity, while at all times conducting ourselves with the highest ethical standards to maintain public confidence. The motto, "To Protect and To Serve," states the essential purpose of the Los Santos Police Department. The Department protects the right of all persons within its jurisdiction to be free from criminal attack, to be secure in their possessions, and to live in peace. The Department serves the people of Los Santos by performing the law enforcement function in a professional manner, and it is to these people that the Department is ultimately responsible. The Los Santos Police Department has a very long and storied history within San Andreas. As one of the premier agencies of this great nation, historically the LSPD has been a pioneer in the occupation of policing. Our department has been the motivator for many police reformations across the United States, a beacon of diversity and equity, and an excellent force for public justice. This department has seen many changes since its founding in the late 1800s, and now is no different. Although the department has not always been free from controversy, I wish for the citizens of Los Santos to take solace in the fact that this administration recognizes our past. Our department seeks to remain an innovator in tactics, technology, and civil service. We want to be at the forefront of best community policing agencies. And we want to ensure the citizens of this fine city that we are competent and capable enough to function in this increasingly diverse atmosphere - professionally, courteously, and above all, justly. All people of Los Santos have a right to feel safe at home, at work, and in pursuit of a better life. Be safe out there, DANIEL SWENSON Chief of Police The Los Santos Police Department provides law enforcement services to the City of Los Santos and is responsible for protecting and serving its citizens. The Los Santos Police Department is directed by a Chief of Police, who is appointed to the office by the Mayor of San Andreas. The history of the Los Santos Police Department can be traced directly to Spanish colonial authorities embedded in the missions of the Los Santos countryside in the early 1600s. Needing protection from native raids and frontier bandits, a contingent of Spanish colonial soldiers were hired to guard the compounds of the city. After San Andreas declared independence as the San Andreas Republic during the Mexican-American War, the Republic voluntarily petitioned for annexation into the United States after the war. After growth on the American frontier and continued western expansion, during the 1840s the first formal policing agencies were established formally subsumed under the San Andreas State Militia, the Los Santos Rangers. This frontier service was little more than a night watch service as compared to modernized forces following Peel's doctrines. The department's formal history began in the mid 1870s with the establishment of the City Marshal's Office. This uniformed service was the first municipal civil service within the city of Los Santos. Fifteen police chiefs served from 1879 to 1889, albeit it wasn't until Jim R. Door was police chief for 15 years that a consistency was developed. The department developed into the municipal Los Santos Police Department in the early 20th century. In 1910, the department was one of the first departments in the world to grant policing powers to a female officer. In 1918, the department granted full powers to the first African-American female officer. During World War 1, the force quickly became involved in federal offenses and was seen as a home guard to prosecute saboteurs and other fifth columnists. This persisted for most of the early 20th century, where the "dragnet" policing system was developed with formal beats and patrols. Anti-riot and metropolitan squads first began development here, with squads such as the "Red Squad," an anti-communist policing unit. By the time of World War 2, the department had been through several chiefs and had several issues with bad conduct. With the reformist mayor Bowyer Street in charge of the city, he forced dozen of corrupt commissioners out and brought in a new chief, John D. Halmann. Halmann modernized the force in his brief 2 year tenure, resigning after his refusal to use the force as a strikebreaker unit. Chief Edward Sadler took control during 1941, wherein the force has heavily depleted by the draft. The formal twelve-week training period was replaced by a shortened six week period. During 1944, the Zoot Suit Riots of Los Santos began, resulting in large-scale rioting between servicemen and Latino immigrants. Retired Marine General William Baxter took control in 1951 and had the longest tenure of any Los Santos Chief, serving from 1951 to 1966, only dying of heart trouble. This is when the motto "To Protect and to Serve" was introduced. The 1964 Crenshaw Race Riots were a notable event for the department. Crime rates steadily increased. The department quickly adjusted, greatly increasing recruiting efforts, and bringing crime rates to a somewhat manageable level. As the department grew, criminals became more clever, becoming more secretive, conniving, and illusive. In response to this, various specialized divisions began to emerge, where officers with specific skill sets would be deployed. By the 1970s the department had a full range of different divisions, from field investigation to public liaison, to firearms licensing. The fairly recent invention of the helicopter allowed the department to purchase a full fleet of aviation vehicles, to provide eyes in the sky. The department's SWAT team began development during this period due to shootouts with domestic terrorist groups such as the SLA. By the 1990's the Los Santos Police Department was among the best in the United States. They had become world renown for their ability to efficiently protect and serve the city of Los Santos. All of this was put to the test during the Los Santos riots of 1992. The public was profusely outraged after a hung jury on a trial, culminating in widescale civil unrest not seen since the Crenshaw Riots of 1964. The department was not able to contain the unrest and the National Guard was called in. Although the department was forced to call in the guard, they still showed extreme discipline and organization during a time of high stress and confusion. To date, the Los Santos Police Department has some of the most specialized divisions throughout the country, including the elite Metropolitan Division that houses D Platoon, affectionately known as S.W.A.T. The department has reputable police detectives assigned to particular functions such as gang enforcement, organized crime, and surveillance. Organized under four Bureaus, the Los Santos Police Department provides necessary law enforcement services for all living persons of the City of Los Santos regardless of age, color, national origin, citizenship status, physical or mental disability. Public service is at the forefront of our duties and we ensure our officers are held to a high standard when delivering these necessary police functions throughout the City. Staff Officers make up the general management and leadership of the Los Santos Police Department. They are experienced leaders who have direct responsibility for specialized areas of the department. Staff Officers consist of the Chief of Police, two Assistant Chiefs and Deputy Chiefs: Chief of Police - Highest-ranking officer in the Police Department. As the General Manager of the Police Department, the Chief of Police is responsible for the planning, efficient administration, and operation of the Police Department. In this capacity, the Chief of Police directs, plans, and coordinates the enforcement of particular areas of crime, and aims to minimize crime risks across the entire city, to protect persons and property and for the preservation of the peace of the community. Assistant Chief - An executive to the Chief of Police who manages the department in their absence. The Assistant Chief has the responsibility of keeping the Chief of Police informed of all operational activities on a day-to-day basis. Examples of Available Roles: - Chief of Staff - Commanding Officer of a Bureau Deputy Chief - Directs the activities of one of the five Bureaus within the department. Responsible for the staffing and management of all operations within their assigned Bureau and report directly to the Chief of Police. Examples of Available Roles: - Chief of Staff - Commanding Officer, Operations-Central Bureau - Commanding Officer, Counter-Terrorism and Special Operations Bureau - Commanding Officer, Administrative Services Bureau - Chief of Detectives, Detective Bureau Command Officers compile the backbone of the Los Santos Police Department's Command Staff. Command Officers have responsibility of directing activities related to specific assignments - normally divisions that function under a Bureau. Command Officers will commonly report to a Deputy Chief. Command Officers consist of Police Commanders, Captain IIIs, Captain IIs and Captain Is: Commander - Acts as the Assistant Commanding Officer at one of the five Department Bureaus or leads a Department Group. A Commander is responsible for ensuring compliance with Department policies and procedures by personnel under their supervision; conducts audits of operations; and, makes recommendations to higher management for improving productivity and increasing efficiency. Examples of Available Roles: - Commanding Officer, Internal Affairs Group - Assistant Commanding Officer, Operations-Central Bureau - Assistant Commanding Officer, Counter-Terrorism and Special Operations Bureau - Assistant Commanding Officer, Detective Bureau - Assistant Commanding Officer, Administrative Services Bureau Captain (I / II / III) - Is in charge of a geographical area or specialized division. They have final authority over officers in their command. A Captain is responsible for inspecting and overseeing the functions of the patrol officers and detectives to ensure compliance with the Department policies, procedures, regulations, and standards; supervising the administrative and support functions of non-sworn personnel; inspecting personnel, facilities, and tactics for safety and/or training needs; maintaining liaison with numerous municipal, governments, civic organizations, and private citizens to establish and maintain rapport to facilitate Department functions and to promote neighborhood safety and community policing programs. Examples of Available Roles: - Commanding Officer, Mission Row Patrol Division - Commanding Officer, Central Traffic Division - Commanding Officer, Training Division - Commanding Officer, Metropolitan Division - Commanding Officer, Gang and Narcotics Division Primarily responsible for the supervision of department personnel, Police Supervisors are plotted around the department in different assignments. They are considered the middle management of the Los Santos Police Department and are considered the first layer of management of police resources, staff and deployment initiatives. Lieutenant (I / II) - A position commonly held by police officers who command Watches within our Patrol Areas. Lieutenants can also be in-charge of a specialized division or section, where they must apply sound supervisory principles and techniques to build and maintain an effective work force. They are considered the final layer of supervisory staff before being appointed to a Command Officer role. Examples of Available Roles: - Watch Commander, Mission Row Patrol Division - Officer-in-Charge, D Platoon - Officer-in-Charge, Gang Field Unit Sergeant II - This rank is held by seasoned Sergeants who adapt to a different role, most in the capacity as an Assistant Watch Commander. Sergeant IIs ensure appropriate and sufficient deployment of officers depending upon crime trends in their geographic Area; responds to scenes of serious crimes such as officer-involved shooting, homicide, major robbery and theft; reviews and ensures complete and accurate follow-up investigations. Examples of Available Roles: - Assistant Watch Commander, Mission Row Patrol Division - Gang Supervisor, Gang Field Unit - Squad Leader, D Platoon Sergeant I - Supervises a squad or detail of Police Officers in the performance of their assigned duties; directs the activities of Department personnel in field activities; performs some initial and follow-up investigation of crimes; and does related work. Examples of Available Roles: - Watch Supervisor, Central Traffic Division - Element Leader, D Platoon Detectives are assigned to investigatory positions throughout the department's Detective Bureau and are managed by the Chief of Detectives. Detectives are responsible for the extensive review of police investigations through case packages and crime reports. Intelligence-based and result-driven, the Los Santos Police Department has some of the most experienced and reputable Detectives all across the country. Detective III - Reviews reports prepared by subordinates, informs the commanding officer of the status of the pending investigations, provides technical expertise, trains and supervises newly assigned Detectives and civilian personnel, and performs related administrative duties. Examples of Available Roles: - Detective Supervisor, Robbery and Homicide Division - (Acting) Officer-in-Charge, Major Enforcement Section Detective II - Responsible for equipping Detective Trainees with the knowledge and tools that they will require in order to eventually become successful Detectives within their Specialized Detective Division. Examples of Available Roles: - Detective Instructor, Major Enforcement Section Detective I - Often assigned to a specialized division and is responsible for responding to the scenes of crimes, conducting preliminary and follow-up investigations, preparing the required investigative reports, preparing a biopsy of the report, apprehending the suspect, preparing the case for successful prosecution, and testifying in court. Examples of Available Roles: - Investigator, Detective Support and Vice Division Police Officers are considered the department's boots on the ground. They make up uniformed operations city-wide and are for conducting patrols, responding to 911 calls, taking civilian reports, and other field activities. This category of department employees are considered the largest and fulfill the basic, yet most important functionality of the Los Santos Police Department. Police Officer III+1 - A position commonly held by seasoned officers within the department who are assigned to a specialized division, such as Metro or assigned as a Senior Lead Officer, providing a link that help unite the LSPD with the communities it serves. This is the final paygrade assignment of the Police Officer category of the department. Examples of Available Roles: - Senior Lead Officer - Field Training Administrator - Element Leader, D Platoon - Assistant Gang Supervisor Police Officer III - This rank is held by experienced officers who have been deemed capable of having the skillset in order to train probationary police officers. Examples of Available Roles: - Field Training Officer, Mission Row Patrol Division - Field Training Officer, Central Traffic Division - Field Training Officer, Gang Field Unit - Field Training Officer, D Platoon (No insignia) Police Officer II - Assigned to a geographic patrol division within the City of Los Santos where they must utilize all the knowledge and tactics learned in the Academy. When upgraded to Police Officer II, officers have independent patrol status and have successfully completed the department's Field Training Program. Examples of Available Roles: - Patrol Officer, Mission Row Patrol Division - Gang Officer, Gang Field Unit - Traffic Officer, Traffic Division (No insignia) Police Officer I - First step in the career ladder. Police Officer Is participate in the department's Field Training Program where they undergo rigorous on-the-job training with Field Training Officers to learn more about their role as a police officer. Examples of Available Roles: - Probationary Officer In order to successfully deliver policing functions throughout the City of Los Santos, the Los Santos Police Department must meet the organizational needs of its staff. To achieve these needs, the department is made up of five Bureaus; each of which has different responsibilities to each other. Each Bureau is directed and managed by a Deputy Chief, who serves as a department Staff Officer (the highest layer of management within the department). Standard Patrol Vehicles Responsible for the delivery of day-to-day policing; responding to both emergency and non-emergency calls for service; transport of detainees to and from jail and regular patrol assignments. Vapid Victor Police Interceptor (VVPI) The Los Santos Police Department's most well-known vehicle, the Vapid Victor Police Interceptor, often abbreviated to 'VVPI', is the Standard Patrol Vehicle for the Department, often referred to as a 'Black and White'. This vehicle is used on a daily basis by the vast majority of officers. It's well known for its ground-breaking acceleration, exceptional handling, and a blistering top speed of over 129 MPH. Its traditional black and white coloring makes it distinctive from other police department's around the world. Vapid Scout Interceptor Utility (VSIU) The Los Santos Police Department uses the Vapid Utility for a range of operational deployments. The vehicle is large enough to carry two officers in the front and a large amount of equipment in the back. The vehicle has a lot of torque, allowing it to drive over rough terrain if necessary. The Police Interceptor Utility comes with an all-wheel drive powertrain standard. Over a standard Explorer, the Utility is fitted with larger brake rotors, more advanced ABS and traction control systems, a more efficient cooling system and other standard police equipment. Unmarked Vapid Victor Police Interceptor (VVPI) With the exact same modifications and designed to the same dimensions of the marked VVPI, its integrated emergency lighting system and civilian-like appearance makes even an experienced police officer look twice, never mind an unknowing citizen. This vehicle is used by the traffic officers, detectives and supervisors for general patrol and responding to incidents. It's well known for its ground-breaking acceleration, exceptional handling, and a blistering top speed of over 129 MPH. The unmarked model may come in a variety of colors, but is most often black or gray. Specialized Patrol Vehicles Patrol vehicles that require advanced training and membership of particular divisions in order to access, such as the elite Air Support Division and Traffic Division. Western Wintergreen In 1909 the Los Santos Police Department welcomed the introduction of the first fleet of two-wheeled vehicles. Much like the Vapid Victor, the black and white color scheme which runs throughout the department can be easily recognized in its motorcycle fleet too. The motorcycle provides not only speed with its stream-line structure, but agility and mobility too. It also provides a much more economical means of transport, with cheaper running and maintenance costs when opposed to the Vapid Victor. As do all emergency vehicles, the motorcycle is fitted with a variety of modern high-powered LED emergency lights for maximum visibility in both light and dark environments. The motorcycle also provides a variety of compartments for the transport of equipment and documents, such as ticket books and traffic collision forms. Eurocopter AS350 The Los Santos Police Department's primary air support vehicle, the Eurocopter AS350. This helicopter is used by the Air Support Division. The helicopter can carry a total of up to 4 people. The Maverick is a single engine helicopter, powered either by a Lycoming LTS101 or Turbomeca Arriel powerplant that drives a three-blade main rotor, which is furnished with a Starflex rotor head. It is renowned for its versatility and maneuverability and as a result can be deployed in many different types of situations. The aircraft can also be quickly started up and shut down, which is often useful during emergency situations. Tactical Response Vehicles Specialist vehicles that is manned by operators of the elite Metropolitan Division which houses D Platoon, affectionately known as Special Weapons and Tactics. Vapid BearCat G2 The newest addition to the fleet is a state-of-the-art armored Vapid BearCat G2. The G2 has excellent on-road driving characteristics and maneuverability in tight urban settings. The large floor plan seats 10 – 12 fully equipped officers with a long list of tactical features only found on the Vapid BearCat line of armored SWAT vehicles for Police and Government. BEARCAT stands for Ballistic Engineered Armored Response Counter Attack Truck. The Vapid BearCat G2 is used primarily by the Metropolitan Division's D-Platoon for rapid deployment to situations that require an immediate response time in times of sudden distress as well as the recovery and protection of civilians in harm's way. Vapid MedCat The Department’s latest acquisition, the MedCat Rescue Vehicle. It is the first tactical “medi-vac” vehicle in the United States. The Medcat is a unique and versatile vehicle that was custom designed in a collaborative effort between members of the LSPD SWAT Unit-Emergency Medical Technician Cadre, the LSFD and a company that manufactures armored vehicles for the United States Military and Domestic Law Enforcement agencies. What makes this vehicle so unique is that while it looks like any other armored vehicle, the inside is configured to resemble a rescue ambulance, complete with a full array of medical supplies and radios that allow paramedics to communicate directly with trauma centers and hospitals. The MedCat adopted the callsign RESCUE 4. Vapid Executioner The Vapid Executioner is one of the largest armored SUVs and proves to be the best vehicle to safely transport several people and lots of cargo at one time. Windshield and all door glass has been removed and replaced with bullet-resistant transparent armor. Doors, pillar posts, side panels, kick-panels, firewall, and headers (laterals) have been armored with air hardened heat treated ballistic steel. All areas provide NIJ Level III and EN 1063 B6 protection. Comes fitted with a hatch that can be used as a turret. Dundready Landstalker The department's newest SUV, the Dundready Landstalker, like the Vapid Executioner is fully armored and used to safely transport several people and lots of cargo at one time. Used for deployments by the Metropolitan Division, specifically for dignitary protection due to the protection it offers. Comes fitted with a hatch that can be used as a turret. Department Duty Uniforms Despite the majority of department employees wearing the same standard uniform, particular divisions and sections throughout the organization wear different uniforms relevant to their primary assignment. LSPD Standard Duty Uniform The Los Santos Police Department's Standard Duty Uniform is worn by every police officer in the Department, from the Chief of Police attending a press conference, a Sergeant working a desk, or a Traffic Officer writing a ticket, the tainted navy blue uniform used by the LSPD is well-known around the world and is one of a kind. Paramount to the rest of the uniform, the police badge worn on the left side is distinguished from any other Department in the United States. The LSPD has three classifications of the uniform; Class A, Class B and Class C. Alongside of that, the department also issues a jacket which can be worn by officers. LSPD Utility Uniform The Los Santos Police Department has an alternative uniform for assignments that normally correlate with 'wear and tear'. At the moment, this is the primary service uniform for the Gang Field Unit who operate out of the Gang and Narcotics Division. The department recognizes that Gang Officers assigned to the Gang Field Unit must be dressed in non-restricted attire due to their highly demanding job. This uniform is also easier to wash. LSPD Motorcycle Duty Uniform The Department's Traffic Division is tasked with using the department-issued R1200 motorcycles for regular patrol. In accordance with safety policy, and as police motorcycles with all the on-board equipment can weight over half a tonne easily, protective wear is mandatory requirement for any officer patrolling on a motorcycle. This consists of a black two-piece padded leather suit, with the usual accessories and editions of a standard uniform such as a sidearm holster, badge, and name plate. LSPD Pilot Uniform The Los Santos Police Department's Air Support Division, operating under the Counter-Terrorism and Special Operations Bureau, requires pilots to wear a uniform that is unique to any other in the Department. The lawn green one-piece flight suit has become iconic to the LSPD and provides attire that pilots can be proud of. In addition to pilots, Tactical Flight Officers are also required to wear flight suits whilst on-duty and in the skies. These uniforms are fire-resistant and waterproof, ensuring maximum safety for the air crew without sacrificing comfort and maneuverability LSPD SWAT Uniform The Los Santos Police Departments S.W.A.T. Platoon is the most elite tactical division of the Los Santos Police Department. It deals with high risk situations such as bank robberies, hostage situations and high risk breaches. The equipment S.W.A.T uses is especially made for these situations. Their uniform is fire resistant, covering it is the heavy body armor which is made in a way so officers are protected but can maintain their agility and move around properly. Tactical gloves are for additional protection while discharging firearms and conducting searches. The knee and shin guards are for protection during breaches or when an officer has to move around in tight spaces. Detective Attire Los Santos Police Department detectives usually wear what's classed as informal attire whilst on duty; They do not wear the standard LSPD uniform. Though a detective might wear more casual clothes whilst on covert operations, depending on the circumstances or case relevance, for example gang attire if investigating a gang concerned case file. A detective always carries their badge and gun with them, though obviously only worn visible when not occupied with covert operations; whilst on covert operations the badge could be located in the wallet or be hung on a chain beneath the shirt the officer is wearing to conceal their identity.   3. The Los Santos County Sheriff's Department is a law enforcement faction that focuses on providing enjoyable and realistic police role play. The faction is primarily based upon and draws inspiration from the Los Angeles County Sheriff's Department. LSSD — Index Page Employment Service Center Patrol Car Ride-Along Requests LOS SANTOS COUNTY SHERIFF KENNETH LAROSA On the 1st of February, Kenneth Larosa, a 25 year veteran of the Department was promoted to Commander of the Administration Services Division. Larosa got his Criminal Justice degree at the San Diego State University where he would later move to Los Santos. His career began in 1995, where he become a Deputy Sheriff. For the most part of his career, he would stay at the Davis Sheriff's Station, where he would rise to the rank of Sergeant, becoming Watch Commander certified. For a change in career paths, Larosa would then be assigned as Operations Lieutenant for the Basic Sergeant Supervisory School in 2011. Initially in 2016, Kenneth Larosa was promoted to Captain, Coordinator of the Basic Sergeant Supervisory School. In July 2020, he was promoted to the rank of Assistant Sheriff and oversaw a majority of the Department, with a primary focus on the Administration Services section of the Department, as well as serving as the Chief of Staff. In August 2021, Kenneth Larosa became the 20th Sheriff of the Los Santos County. ASSISTANT SHERIFF Roderick Hayward Executive Office of Patrol and Detective Operations Administrative Services Division The Administrative Services Division is comprised of Sheriff's Information Bureau, Training Bureau, Field Training Program and Basic Sergeant Supervisor School. The Administrative Services Division is responsible for providing administrative staff services to the Department Executives and to evaluate and refine policy and procedures through the inspection and training processes. It is also charged with identifying and mitigating areas of actual or potential Department Liability arising during the course of the Department's daily activities. The Training Bureau The Training Bureau is responsible for the entire recruitment process of the Los Santos County Sheriff's Department. The Training Bureau aims to provide the Los Santos County Sheriff's Department with the best suited and qualified deputy sheriffs by testing, assessing, and thoroughly evaluating each possible deputy sheriff candidate. The Training Bureau consists of three units; The Background Investigations Unit, the Recruit Training Unit, and the Weapons Training Unit. The Sheriff's Information Bureau The primary function of this Bureau is to maintain the Department's Operations Log and disseminate information and news to the general public, members of the Department and the news media. The Bureau is also responsible for evaluating proposed Department public relations programs. The Bureau responsibilities are performed through the operation of a 24-hour command information center, by program evaluation and development, by continuing liaison with the press and the community and by responding to telephonic and written inquiries. The Communications & Fleet Management Bureau The Communications & Fleet Management Bureau houses the Department's vast communication assets as well as fleet maintenance. The Sheriff's Communications Center, which operates out of The Big Ear, provides units with dispatch functions. The Facilities Planning Bureau The Facilities Planning Bureau houses all future plans for the Los Santos County Sheriff's Department facilities, including the upgrading of facilities, compliance with the San Andreas Fire Code across all facilities and the implementation of new facilities and stations. The Field Training Program The Field Training Program is responsible for the introduction of a newly assigned officer to the personnel, procedures, policies, and purposes of the individual law enforcement department. The Field Training Program provides the initial formal and informal training specific to the department and the day-to-day duties of its officers and it makes the new officers' field training as effective as possible by assigning them to multiple Field Training Officers (FTOs). The Basic Sergeant Supervisor School The Basic Sergeant Supervisor School is responsible for the training of Assistant Field Sergeants, traditional education and lecture on the fundamentals of police supervision, field-based mentoring and evaluation, providing hands-on experience to solidify the material taught; and education, training, and evaluation of all new Sergeants in the Department. Central Patrol Division This Division is responsible for the performance of the basic police tasks of protecting life and property, preserving the peace, preventing and suppressing crime, and the apprehension of violators of the law. The Central Patrol Division is responsible for the operation of the following Stations: 1) Davis Sheriff's Station & 2) The Paleto Bay's Sheriff's Station The Davis Sheriff's Station The Davis Sheriff's Station services the following areas: 1) Davis, 2) East Los Santos, 3) Vespucci, 3) Downtown, 4) La Puerta and 5) Little Seoul. Detective Division The Detective Division's mission is to support the overall mission of the Sheriff’s Department by providing the highest quality criminal investigative services on a countywide basis. The Major Crimes Bureau This bureau is comprised of the following details: 1) Homicide Detail and 2) Metro Detail along with a task force called: Taskforce for Regional Autotheft Prevention. This bureau investigates the following: Cases investigated by this Bureau involve: 1) accidental deaths, 2) homicides, 3) natural deaths (Coroner cases), 4) suicides, 5) missing juveniles when there is suspicion of foul play; or missing over 30 days, 6) missing and unidentified persons (adults), 7) shootings involving Department personnel that result in injury or death, 8.) assaults against on-duty Department personnel that result in life-threatening or serious injury and 9) found human remains. The Operation Safe Streets Bureau This bureau is comprised of the following details: 1) Gang Enforcement Team (GET) and 2) Operation Safe Street Detail (OSS). The responsibilities for the Gang Enforcement Team (GET) include (but not limited to): 1) Provide uniformed personnel to work directed patrol in the most active or violent target gang areas, 2) Gather, disseminate, and exchange information about street gangs and their association with Operation Safe Street Detail (OSS) and 3) Participate and prepare presentations for civic groups about street gangs and their activities. The responsibilities for Operation Safe Street Detail (OSS) include (but not limited to): 1) Investigate high-grade felonies of targeted gangs, 2) Gather, coordinate, and disseminate information concerning gangs and their related criminal activities and 3) Maintain liaison with various local, state, and federal agencies concerning street gangs Professional Standards Division The Professional Standards Division's mission is to provide and maintain professional standards among departmental staff and to analyze, prevent and resolve any abuse committed on duty or any complaint made on behalf of a Deputy Sheriff. The Internal Affairs Bureau The Internal Affairs Bureau is responsible for: 1) Conducting administrative investigations of policy violations by Department members, 2) Conducting administrative investigations of policy of equality violations by Department members, 3) Conducting administrative investigations for outside law enforcement agencies at the request of the agency, 4) Monitoring criminal investigations of Department members, 5) Responding to deputy-involved shootings and specific significant use of force incidents, and preparing an administrative review of the incident for the Executive Force Review Committee, 6) Conducting “for cause” drug tests at the direction of a Department member’s unit commander or higher ranking member and 7) Compiling data for all shootings involving Department personnel (e.g., hit, non-hit, unintentional discharge, warning shot, and animal shootings). The Internal Criminal Investigations Bureau This Bureau reports to the Sheriff and Undersheriff and is responsible for the investigation of allegations of criminal misconduct by members of this Department when the offense is committed within the policing jurisdiction of the Sheriff. The Advocacy Bureau The Advocacy Bureau is the legal advisor to Department Executives and Management. They oversee legal issues and provide legal advisement to multiple executive & investigative entities. Special Operations Division The Special Operations Division is comprised of the Special Enforcement Bureau and the Aero Bureau. The Special Operations Division provides support to all units within the Department and mutual aid assistance to outside agencies via its various bureaus and details, including Air Support for pursuits or rescue operations, as well as a tactical response to high-risk situations. The Special Enforcement Bureau Special Enforcement Detail SED is the 48-person, full-time, special weapons team tasked with high-risk warrant service, barricaded suspect resolution, hostage rescue, dignitary protection and maritime operations. SED on average handles 220 to 260 tactical operations per year for the department’s 42 contract cities, unincorporated county areas and mutual aid requests from other agencies. Additionally, SED conducts training for other LSSD members, personnel from a wide array of outside law enforcement agencies and military personnel. When not actively deployed on a tactical operation, SED members continuously train on a variety of core SWAT skills that include maritime interdiction and tactical explosive breaching. Emergency Services Detail Initially conceived as a full-time search and rescue unit, the Emergency Services Detail (ESD) quickly morphed into one of the most unique assignments within law enforcement. ESD members were the first in the country to achieve certified paramedic rating for fulltime law enforcement officers, and that practice continues today to include ESD supervisors. ESD personnel provide Tactical Emergency Medical Support to SEB Special Weapons Teams and to outside agencies upon request. Additionally, they conduct mountain searchand-rescue operations, underwater search and recovery, and swift water rescue operations for the Sheriff’s Department. ESD paramedics and crew chiefs staff the department’s Air Rescue 5 Super Puma helicopters. The ESD members on AIR-5 can provide rapid deployment of tactically trained and equipped personnel to active shooter/hostile events and other emergency incidents throughout Los Santos County and beyond. The ability to traverse the highly congested 4,000-square-mile county of Los Santos through the air provides a tactical response that would otherwise be significantly delayed by ground transport. Canine Services Detail In 1980, the Los Santos County Sheriff’s Department began a pilot program with police service dogs. Since that time, Canine Service Detail members and their partners have developed and proved invaluable in not only providing assistance on high-risk searches for patrol operations but also as completely integrated members on the Special Weapons Team. CSD members complete approximately 400 searches per year and respond to all Special Weapons Team activations. All CSD K9s are single purpose apprehension dogs with one exception. CSD has the only tactically certified bloodhound program in California. The tactical bloodhound program allows for the search for high-risk suspects who may have escaped containment and are deemed too dangerous for a normal bloodhound team. CSD hosts a 30-hour Canine/ SWAT integration course twice a year. Participants come from a multitude of law enforcement agencies and U.S. military units. CSD teams are capable of rapid response with other SEB details during active shooter or other emergency scenarios and possess the ability to fast rope and/or rappel with their K9 partners. The Aero Bureau The Aero Bureau performs aerial support services using various types of aircraft and is responsible for: 1) investigating violations of regulations governing flight of aircraft and prosecuting offenders, 2) investigating all fatal or serious aircraft accidents, 3) granting permission to land aircraft on, performing maintenance on, and continuing the certification of all helipads under the control of the Department and 4) providing airplanes and/or helicopters and flight crews. Custody Services Division Custody Operations consists of three custody services divisions: General Population, Specialized Programs, and Administration Command. Each division has distinct areas of responsibility. These divisions are responsible for the operation of the Department’s jail system and for the care, custody, security, and rehabilitation of all sentenced and pretrial inmates housed within the Los Santos County Sheriff’s Department’s jail facilities.

  5. Golden Silk Valley (金絲谷) Simmet Alley is a short alley that runs from Sinners Passage in the east to Integrity Way in the west, parallel to Sinner Street and Little Bighorn Avenue. It is located in Textile City, a small commerce neighborhood located in Downtown Los Santos. It borders Alta to the north, Mission Row to the south, Pillbox Hill to the west and La Mesa to the east. It is one of the smallest districts in San Andreas and covers just two blocks laterally and longitudinally. San Andreas Avenue denotes the border between Textile City and Mission Row. Since the late 19th century Simmet Alley has been home to a majority of the Chinese community of Los Santos, plus smaller groups of predominantly South-East Asian origin who took refuge within the community. Nicknamed Golden Silk Valley, or Gam Si Gow (金絲谷) by it's locals, the alley contains various businesses along it's street level, with residents living above those businesses or in local apartment complexes. Golden Silk Valley was born in the 1860s due to the first large Chinese immigrant wave, a result of the gold rush and a need for cheap labor to construct the Central Pacific Railroad. These immigrants found it both difficult socially and financially to live in the usual residential districts of Los Santos, causing them to search for an alternative housing district. This came in the form of a plot of empty land within the ( then ) developing industrial district of East Los Santos. The migrants used this plot of land to build housing for themselves, forming a socially gated community. Simmet Alley began as a backstreet between two rows of housing complexes but quickly became much more than that, as local businesses were opened in the excess space. These businesses were mainly targeted towards the community itself, seldom attracting outside attention. Throughout the next few years railway construction moved further and further inland, causing many of the locals to move in order to keep their jobs. The remaining population was comprised mainly of local business owners and those who had managed to get a job within the city. Many of the housing complexes built for the migrant workers were deemed useless at this point and demolished, reducing the size of the still infant Chinatown, a size which it has maintained to this day. During the years after that, migrants came and went, three different Tongs were opened and sex-restrictive immigration laws were passed against the Chinese. Previously, the Tongs had been involved in assisting migrants, providing them with housing, arranging them work opportunities and educating them, as well as operating gambling dens, but now they took on a new role. The Tongs began smuggling Chinese women into America for purposes of marriage, and later on prostitution. This ensured the continued existence of the community for many generations to come. In time, the three Tongs united under the name the Golden Silk Valley Benevolent Society for Upstanding Migrant Workers, renaming itself to the Golden Silk Valley People's Association of Peace and Prosperity in 1949 with the establishment of the People's Republic of China. Throughout the 20th century the Tong expanded it's illegal activities into any field it could manage, continuing to smuggle women, but now also drugs and anything else profitable into the country. The height of the drug trade for the Tong was during the 70s, however with it's heightened profits came heightened tensions. The Tong began splintering into factions, threatening to create new Tongs and bringing violence to the street. This violence cost the community the lives of both criminals and the innocent, until finally an innocent Caucasian was caught in the crossfire. The city intervened, arresting anyone it could and bringing an end to the chaos. The Tong continued it's activities, but all operations went completely underground. Splinter cells went on to become their own gangs, sometimes falling as quickly as they could rise. In 1994 the Golden Silk Valley People's Association of Peace and Prosperity was declared defunct and shut it's doors to the public. In recent decades the community has seen a significant surge in Cantonese population, mainly due to the (relatively) recent immigration waves from Hong Kong and Macau. Mandarin serves as a bridge language and is commonly spoken between locals of different ethnicities, Chinese or otherwise. Today, Golden Silk Valley serves as a central Chinatown in Los Santos and a hub for the Asian community as a whole. Local businesses stand tall, some of which date back over a century ago and the locals themselves take great pride in their heritage and shared history, banding together in the past during times of crisis. We've decided to allow players to apply for a business lease in order to establish business roleplay on the server initially. There are plans to make these businesses buy-able further down the line once there is enough money in the economy for players to be able to afford these businesses. In order to encourage larger companies/factions to run these businesses we've decided that you must own a company in order to apply for a business. The business lease will be free for the first 2 weeks, after this you'll be expected to pay a monthly leasing fee. A pre-defined list of businesses are available to lease throughout the city and will be expanded on. The below initial clubs and bars are well-known locations on the map to aid new players in locating them whilst we launch the server. Players will have more business types and locations available to them on the launch of the server. The requirements for a lease can be found below: You need to have plans to own a company to create an application for a business. Pre Launch: You must have plans to own a company to create an application for a business. If you are accepted and end up not owning a company the business will be revoked. You need at least 6 people listed in one application, which helps run the business. You lease this business, meaning you pay a monthly lease fee for it. You cannot transfer the lease without lead admin approval. It needs to make sense for your character to own and run this business. The San Andrean Dilemma and How It Complicates Everything James Amato, the alleged puppet ruler of the Los Santos Crime Family, surrendered to the FBI on Tuesday to face an array of charges including loansharking, drug trafficking, and money laundering, all predicates named in a long RICO indictment unsealed last week. Amato is accused of acting as the boss of a small but active criminal enterprise centered around typical mob activities in metro Los Santos. Amato, dubbed by gangsterreport.com as one of the "new generation gangsters", akin to the new blood of the 1990s "who contributed to the mob's downfall" was said to have been dismissive of the old-school values and traditions that were once treasured by members of the mafia. This characterization has Amato stand out among current bosses, many of whom are seeking a return to the discretion of the good old days. Amato, on the other hand, could be compared to "Skinny Joey" Merlino in his brash arrogance and lack of fondness for the old days, which seems to have contributed to his quick downfall, only serving as boss for a couple of years at most. Amato, a Canadian gangster, was inducted into the L.S. mob in 2016 at the request of then-Gambino acting boss Frank Cali, ostensibly to act as the formal representative of Hamilton's Musitano Family on the American west coast. But many speculate that the real reason Cali asked for this favor was to install a controllable operative in San Andreas. According to that theory, the end goal was to pull the remnants of the west coast mob under the Gambino family. This speculative timeline of events lends credence to the notion that the Los Santos Crime Family is now a tributary of the New York-based family. East Coast involvement in the Los Santos family has historically been documented extensively, with the west coast gangsters having often reached out to their counterparts for succor given the lack of homegrown potential. The demographics of major cities outside the traditional east coast mob strongholds have contributed significantly in the downfall of the mob nationally. With few Italian recruits to pick from, these small families have either completely died out or gradually transformed into shadows of their former glory, sustained on life support by out-of-town gangsters like Amato who are either installed or come out seeking to make their fortunes in unspoiled territories. That Amato was able to style himself as boss within only a few years of being 'made' is an indication of how dire the situation is in declining families like the Los Santos group. Apparently sensing that withering on the vine is no way to run their business, there has been evidence of Los Santos gangsters increasingly relying on non-Italian associates to conduct their affairs and act as muscle. Three Mexican-Americans and one Asian-American were indicted with Amato, a fact that stands out in the case. No Italian-Americans were included, which suggests Amato had surrounded himself with associates of other ethnic backgrounds. Some suggest that Amato's induction in L.S. was part of ongoing gamesmanship between the New York 'Five Families', with Cali apparently having trumped his rivals decisively when he made his move. Whatever the intentions Amato's tenure as de-facto boss, as detailed in the indictment, prove that the crime family still exists despite a lack of media coverage. His clumsy and imposed rule hasn't seemed to have helped the family's condition, which could use all the assistance it can get, famously being labelled by the L.S. Times as The Mickey Mouse Mafia (a jab based on the dominant organized crime force in the region, the Mexican Mafia). With Amato in custody, speculation has already begun about who might succeed him - or who is even able to. Eugene Chinaglia seems the most capable contender. One of the only homegrown mob figures known to still be alive and active in Los Santos, Chinaglia is probably the only confirmed member of the family with the experience to take up the challenge of steering a shattered organization. Chinaglia was also named as an unindicted co-conspirator in Amato's case, being listed as the only 'captain' in the family within the organizational chart provided. Other candidates include Sergio "Big Serg" Turrisi, who has been listed by Los Santos crime reporters as the family's only other captain for most of the 2010s, though not by the government. Carlo Tornatora also seems a possibility, rounding out the group as the last of three senior gangsters known to be active and alive in San Andreas. Nueve Flats name originated from the total of nine buildings of apartments/flats located in the neighborhood by Jamestown Street and Rancho Boulevard; Rancho Projects, later adopted by the gang as Nueve Flats. The residents within the community consist of anything from normal families and retired elder people, to drug addicts and prior convicted felons. The area is well known for its high crime rate, resulting in a record-high of 82 reported deaths and over 200 arrests due to possession of controlled substances between 2017 and 2020, all within the vicinity of Nueve Flats; making it one of the most dangerous neighborhoods in Los Santos. An out-growing issue in the community of Nueve Flats are the constant crimes being committed on a daily basis, at any given time of the day. However, it is well known that those responsible for the high activity of crimes, mainly consisting of armed robberies and many others, are being done by its local gang that resides in the community. The name of the gang is known by South Side Nueve Flats 13. . . . DOWN INSANE FLATEROS (DIF) is one of the most notorious cliques that operates under S/S Nueve Flats 13. In its early days, Down Insane Flateros (DIF) main focus was mainly robberies, to sell the stolen items in exchange for quick cash. But gradually over time, the clique started expanding to other types of operations; in this case, drugs. Starting off with simple controlled substances such as a Xanax and Valium to eventually getting their hands into more deeper controller substances such as weed, cocaine and among others. With the large number of demands for these drugs, the numbers of cash flow for the clique has tremendously grown over the past few years. Giving them more opportunities to expand their drug market, and illegal operations across the southern side of Los Santos. . . . CONNECTION WITH THE MEXICAN MAFIA Nueve Flats originated back in 1970s, under a small group of mexican-american to protect local hispanic demographic within the area. It has been an on-going battle over the years due to the high presence of african-american gangs that reside within close limits of Nueve Flats neighborhood. In late 1970s, Nueve Flats adopted the number 13 which signifies an alliance with the Mexican Mafia. This alliance helped Nueve Flats to grow into a ruthless street gang that lifted a heavy presence and fear to those other african-american gangs that were located on the southern area of Los Santos.

  11. Southside Mob Piru, previously 1700 Block Gang, is a Piru brand street gang established in the early 1970s as a result of conflicting neighborhoods with the Crip identity. Prior to the adoption of the Piru identity, the group consisted of school friends and residents that conspired in crimes and violence to boost it's revenue and reputation. During the 1970s, immense hostility from surrounding Crip gangs pushed the group to unite with the Leuders Park Piru, which is located directly south of Forum Dr (1700). Soon after, the group ran under the Piru umbrella and espoused in it's behavior. The date of which the merge happened is unknown. Criminal and gang-like behavior within the Southside of Los Santos rocketed during the infamous crack-cocaine epidemic. This brought independent small-time drug rings to influx narcotics into the area, many of which later became defunct, and endorsed the Mob Piru's behavior. Several spin-off subsets of the Mob Piru aroused, however, a good portion of these became obsolete after key figures were indicted as a result of the crack-cocaine episode. Despite the Mob Piru's enormous list of close by rival gangs, it dominates the Southside with brutality and terror, expressing their allegiance to the Piru identity through graffiti, hand signs, vocabulary and internet presence. Regardless of Mob Piru's size, they are the fourth most active and longstanding Piru street gang operating. Mob Piru today still remain strong. Their enterprise continues to operate along 1700, through to 2000 blk, however, 1800 and 1900 are near enough semi-defunct. The effect Mob Piru surged has influenced the newer generation of youth to continue the Piru lifestyle.

  12. I. History of the Greek Catholic Church "And I tell you that you are Peter, and on this rock I will build my church, and the gates of Hades will not overcome it. I will give you the keys of the kingdom of heaven;whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven." (Matthew 16:13-20) In the beginning, there was only one Church, the Catholic Church. Throughout the Church's history, several rites were established based on the people's relationship with God. The primary rites of the Church were the Byzantine Rite, established in Constantinople, and the Latin Rite, established in Rome, respectively, each rite was practiced in the Roman Empire, East and West, even after the fall of the Western Roman Empire. After the establishment of the patriarchates, it was decided that the first most important patriarchate should be in Rome, where St. Peter became its first bishop,and the second most important in Constantinople. Through the several Ecumenical Councils, various dogmas were laid which eventually led to the Schism of the Western and Eastern Churches, eventually leading to the foundation of the Orthodox Church after the various controversies, such as Filioque. The Orthodox Church denied the Bishop of Rome's authority as First Among Equals, thus becoming a community of autonomous churches. The Great Schism happened in 1054, during Leon IX's papacy, and Patriatch Michael's I patriarchy. After the Great Schism, The Church of East (Byzantine) broke away from the Church of the West (Latin). In 1439, a synod was held in Fererra-Florence, which aimed to unite the Eastern Church with the Church of Rome, but only part of the Byzantine Rite Church was united with the Catholic Church. In order for the Eastern Church to unite with the Catholic Church, they had to accept the so-called Florentine points: I. Papal Primacy. The Pope is the Bishop of Rome, equal to the others, but Primus Inter Pares (The First Among Equals). As found in the Bible, Peter founded the Church after being given the Keys of Heaven by Jesus. Although Peter was equal to the other apostles, he was special given his mission; II. The recognition of the Filioque (also from the Son). As written in the Gospel, the Holy Spirit proceeds the Father. The Niceno-Constantinopolitan Creed agreed to the Gospel, prohibiting future alterations of the creed. However, because of heresies of the heresies of the Aryans, which established a hierarchy of the Holy Trinity, the Western Church was forced to introduce Filioque, affirming that the Holy Trinity is one and the same. Thus, the Holy Spirit proceeds after the Father and the Son. The Son was sent the Holy Spirit from the Father. However, in the Oriental Catholic Church, Filioque is not obligatory; III. The use of unleavened bread. Although the Oriental Churches use leavened bread during Mass, they henceforth have to recognize the validity of unleavened bread; IV. The recognition of the Purgatory as an intermediary space in which souls that have committed forgivable sins can atone, although it is not mentioned in the Bible. The Oriental Church which united with Rome also adopted the following: I. The infallibility of the Pope. The Pope cannot be wrong when it comes to matters of Faith; II. Immaculate Conception. The Blessed Virgin Mary was born without ancestral sin, she and Jesus are the only sinless people; III. The possibility of ordaining celibate priests. Priests can get married in the Eastern Church, in fact, in the Orthodox Church marriage is necessary for a priest to be ordained. In the Roman Catholic Church, all priests must be celibate. In the Oriental Churches, priests can be celibate or married, with the condition of being married before being ordained; IV. Baptism by sprinkling water. In the Oriental Churches, Baptism is practiced by immersion, practice rejected by the Catholic Church due to it being dangerous. The Greek Catholic Church does as it pleases when it comes to Baptism. II. Hierarchy of the Greek Catholic Church The Greek Catholic Church's hierarchy is divided between the Major Clergy and the Minor Clergy: The Major Clergy: I. Bishop. The Pope is the Bishop of Rome. A Patriarch, Metropolitan or an Archbishop are still bishops. The bishop is the descendant of the apostles, which granted their authority and powers to their descendants through the rite of the Laying of the Hands; II. Priest. There are different types of priests, such as bishops, archpriests and vicars. Not all priests have achieved full priesthood, which the bishop has got. The priest is ordained by the bishop. The priest is in charge of a parish, or is assigned to help another priest as a vice-parish priest, or even assigned to an administrative function. The priest leads the Holy Mass and other sacraments daily; III. The Deacon, which is either permanent or temporary. The temporary deacon prepares to become a priest. The deacon has the lowest status among the Major Clergy. He must assist the priest or bishop during liturgical matters. Those who wish to become married priests must married during their diaconate. The Minor Clergy: I. Hypodeacon. They help the priest, but they must not be confused with the deacons; II. Lecturer. He is the choir's leader. He receives this title in the 3rd year of seminar. During his second year as a seminarian, he is accepted for diaconate or priesthood, and during the first year he obtains the clerical attire. III. About Monkhood In the Eastern Church there is the Order of Saint Basil the Great. The monks are called Basilians, and it is the only monastic order in the Byzantine rite. However, there are Latin monastic orders that practice the Byzantine rite. Franciscans, Jesuits, etc. are not monks, the only Latin monks are the Benedictines, but those Latin orders are accepted. IV. The Greek Catholic Church of San Andreas The Bishop of the Greek Catholic Church of San Andreas is James Malkovich, ordained in 2000. He was appointed bishop of San Andreas by the age of 50 by Pope Benedict himself during an ordainment ceremony in Rome along ten other bishops. He founded the Greek Catholic seminary in Los Santos, where seminarians prepare for priesthood. Both the Greek Catholic and Roman Catholic churches share the Catholic Cathedral of Los Santos. Bishop Malkobich is also working in accomodating a monastery in Los Santos County. Together with the other Greek Catholic priests, and under the supervision of Vicar General Michael Hughes, the diocese of San Andreas is developing at a steady pace. Rector Aaron Foster is currently coordinating the Greek Catholic Seminary of Los Santos. V. ((Out of Character)) This faction has been opened by a 3th year seminarian at the Greek Catholic Seminary, thus our perspective and portrayal are throughly guided. W/S Flame Gang, Innocence Family Gangster Bloods or sometimes known as CMT Boyz or Chain Gang, are an African American gang located in the western section of Innocence Blvd. Holding the title of the largest Blood gang in Innocence Blvd, their turf spans from Crenshaw Blvd. to Van Ness Avenue, around 77th Street to 94th Street. The Innocence Blvd gang origins are believed to be traced back from a man by the name of Jan Brewer and into the Bloods Alliance, after being affiliated with “Anti-Crips” or “CK Ridaz”, as a West Coast Bloods set in 1972. Their main opposition being all Neighborhood Crips and any other neighborhood Crip subset under the Rollin 0’s . Being well known for their hatred of “Nappies” or “NappY” (derogatory term for all Neighborhood Crips) their tags wack out 0’s signifying all Rollin 0’s hoods. The Innocence Blvd Families began a mutual alliance with the Eight Tray Gangster Crips, due to their mutual rivalries with all of the Rollin 0’s Crips. IFG also began to feud with other Bloods gangs such as the Neighborhood Pirus and W/S Black P Stone Bloods. Modern Times Present day members of the IFGs are full fledged gang members and are way more ruthless, while focus on being able to maintain the biggest Blood gang in Innocence Blvd. The members also focus on keeping a stable structure to maintain the gang's dominance in the Innocence Blvd area. The Innocence Blvd Family Gang also has subsets and other factions outside of California. In Texas, Alabama, & Georgia, they also have the Innocence Blvd Families off shoot set. They've created a gun and drug pipeline where they traffic them across city and state lines. Los Santos Police today are still investigating each set and documenting their culture as a whole. Anything from their tattoos to the graffiti on the walls plastered around the neighborhood. They're still active and have a dominant presence in Innocence Blvd and they still partake in the same lifestyle. 2nd Generation IFGB Began to lay off minor crimes such as petty theft and house robberies, they had a new focus which was being on top of the pyramid. They began to think about how they will be able to maintain and rebuild in order to keep their power in Innocence Blvd. Kentrell “Packman” Carr, one of the remaining members from the 1st Generation began to help rebuild by helping the younger bangers and members make money. They started to take back control of what was theirs to begin with. Now you can see the members selling drugs such as Marijuana, Percocets, and Promethazine making sure nobody else is able to make money in their turf the illegal way. Crazy 80’s Innocence Blvd Family Gangsters living all throughout Innocence Blvd after branching out from the main block of 92nd St. They began to spread towards the north going towards 80th St. The same rules applied money was the main priority. Any means necessary they continued to be supplied by 92nd st whenever it was needed. Due to W/S APG being a couple blocks away they began to build a trust with them and an agreement for the turf as long as they kept the money flowing on the block through selling illegal drugs and weapons everything would be smooth between them. On tuesday, October 30, 2018 thirteen members of the Innocence Family Bloods were arrested and charged with federal narcotics and firearm charges. Based on a joint investigation by members of the FBI’s Los Santos Metropolitan Task Force on Violent Gangs and the Police Department, the Innocence Family Bloods was identified as a violent street gang with ties to gangs outside of the Los Santos area. The Innocence Family Bloods evolved from a local Innocence Blvd street gang to an organized national criminal enterprise with known cliques in New York, Pennsylvania, Georgia, Oklahoma, Missouri, North Carolina, Kentucky, Texas, Pennsylvania, and New Jersey. Task force investigators have determined that members and associates of the gang used established cliques to traffic firearms; powder cocaine; crack cocaine; methamphetamine; and other narcotics, while engaging in violent crimes. Over the course of the investigation, task force members working with the Los Santos Police Department, executed controlled purchases through which they acquired firearms; cocaine; ecstasy; and methamphetamine.   14. HOOVER CRIMINAL UMBRELLA The Hoover Criminal Gangs (HCG) are a predominately African-American and they have adapted there name after the street Hoover Street. Hoover Street is between Vermont Avenue, Figueroa Avenue on the West Side Los Santos, Forum Drive. The hoovers consist of seven street gangs under the umbrella. The Criminals casually wears Houston Astros as their insignia as they uses the Orange color that is the major color for the team, as that what made Hoovers pick that as there known color they rep also they use the “H” to represent Hoover. The hoovers fued and beef with East Coast Crips, Raymond Avenue Crips, Rollin 0’s Crips, Rollin 100’s, All Neighborhood Crips, Main Street Mafia Crips. HOOVER GROOVERS The street gang Hoover Criminals appeared in the 1960’s, were known back then as the Hoover Groovers as there title. The Hoover Groovers at the time, have been around for quite sometime before the transformation to the Crips Card. One member from the Hoover Groovers, younger brother was tragically killed and the huge allegations were blamed on The West Side Crips. The Hoover Groovers and the West Side Crips came together at the Saint Andrews Recreation Center located on Saint Andrews Pl. The two street gangs came up with a conclusion and believed the Figueroa Boys for the murder of their affiliate. W/S 94 HOOVER CRIMINALS The 94 Hoover Criminal Gang (94HCG) also known as The Low Downs, or 9-Foe Hoover Criminal Gang are a predominately African-American street gang. The Low Downs are located in the housing projects on the corner of Innocence Blvd and Roy Lowenstein Blvd, and can often be seen posted up at the projects, or the corner store near Davis Avenue and Innocence Blvd. The 94 Hoover Criminals are a subset under the Hoover Criminal umbrella. The Low Downs are in a close alliance with all other Hoover Criminals sets, and all under the Hoover umbrella. They rival with sets such as 984 Main Street Crip, Vermont Ness Gangster Brims, all NHC sets, East Coast Crips, 97 Gangster Crip, and 87 Gangster Crip. MAIN STREET WAR In the early 2000s, Hoover Criminals and 98 Main Street Mafia Crip were close and would often be seen together and partying together. But in August 2009, at a house party in Main Street Mafia Crips turf, there was an altercation between the two sets which was allegedly over a female. The beef quickly heated up and escalated beyond the point of saving. The two groups quickly started throwing out disses to the opposing set and their dead homies, which turned into a large brawl between the two groups in just minutes. After the brawl, gunfire was exchanged but nobody was reportedly hit. Hours later, the older heads between the two tried to step in and calm the situation down, but at that point it had went too far. Various Hoover Criminal sets would take part in hits on the Main Street Crips, and MSC would retaliate. The cycle has been going on for some time, and there has been too much blood shed on either side for their to be a truce in the coming years. 98 Main street Mafia Crip and 84 Main Street Mafia Crip would grow closer and form an alliance, dropping the Mafia from their name and forming under a new set called 984 Main Street Crip, and would continue to rival with anybody under the Hoover Criminal umbrella as one. MODERN DAY / TODAY‏‏‎ ‏‏‏‎94 Hoover Criminal Gang, as well as the entirety of the Hoover Criminal Umbrella, are known to be a very ruthless and active street gang in the modern day. They continue to hold down their territory in the Westside of Roy Lowenstein, and will press any new faces seen in the area, regardless of if they have family in the area, friends, or are younger. Having such a strong presence within the neighborhood, it is not uncommon that the Low Downs will recruit the youth into their ranks, with put on's even being as young as just 12 years old. They take advantage of the broken up families, and young men left fatherless, or whatever the situation may be. They are known to have more brutal jumping's for a put on, having groups of full fledged members of the gang beat on members senseless. These usually last for 65 seconds, and they do not hold back regardless of age. The same routine is followed when a member of the gang is put off from the set, at the discretion of the older heads within the ranks. To local police forces, 94 Hoover Criminals are still very much active and have eyes from law enforcement as such, due to their violent nature. There is a gang officer assigned to the neighborhood who takes note of any children from around the hood acting out, wearing Houston Astros gear, taking part in petty crimes and low level drug dealing, and even as much as getting gang ink tattooed at such a young age. Presently, in 2022 the 94 Hoover Criminals are compromised of a youth dynamic, and most younger men in their early twenties are calling shots. They have made a name for themselves as one of the most ruthless street gangs in the streets of Los Santos. Street Gang Leads to 14 Arrests on Federal Charges of Distributing Crack Cocaine and Meth LOS SANTOS – An investigation led by the FBI and the Los Santos Police Department last night and this morning resulted in the arrest of 14 defendants linked to the Hoover Criminal Gang on federal charges alleging the distribution of narcotics, some of which were sold to customers out of two South Los Santos storefronts. The investigation – dubbed Operation Hoover Dam – resulted in three indictments being returned over the past few weeks by a federal grand jury. The indictments allege that the defendants – all members or associates of the street gang, or alleged drug dealers who operated in gang territory – sold methamphetamine, crack cocaine, cocaine and phencyclidine (PCP). One indictment also alleges weapons violations, including carrying a firearm in relation to a drug trafficking crime. The main indictment charges 10 defendants, including two senior gang members who operated stores where narcotics allegedly were peddled. Bobby Lorenzo Reed, a.k.a. “Zo,” 56, the owner of the H&E Smoke and Snack Shop, and Andrew Tate, a.k.a. “Batman,” 52, the owner of the TNN Market, each sold methamphetamine, crack cocaine and powder cocaine from their respective South Los Angeles stores, referred customers to one another, supplied one another, and directed their employees to engage in drug sales and referrals, according to the indictment, which details dozens of narcotics transactions in 2017 and 2018. The 32-count indictment further charges Tate and a second person with conspiring to distribute heroin inside Bolingbroke State Penitentiary in Blaine County. In this conspiracy, Tate allegedly supplied heroin to Lashina Lacy, 33, of Fresno, who allegedly attempted to smuggle the contraband into the prison for an incarcerated gang member, who, in turn, intended to sell the heroin to other inmates. As a result of this part of the investigation, which included the Los Santos Department of Corrections and Rehabilitation, the heroin was intercepted before entering the prison. The second indictment unsealed today charges three defendants with participating in a series of narcotics transactions in 2018, some involving sales of approximately one and two ounces of methamphetamine and crack cocaine. The third indictment unsealed today charges two people with distributing street-level quantities of PCP and crack cocaine. The three indictments charge a total of 15 defendants. After 14 arrests last night and this morning, authorities are continuing to search for one defendant, Ricky Blue, 51. The defendants were taken into custody primarily in South Los Angeles, but arrests were also made in South Gate and Fresno. The defendants arrested in the Los Angeles area are expected to be arraigned this afternoon in United States District Court. An indictment contains allegations that a defendant has committed a crime. Every defendant is presumed innocent until and unless proven guilty beyond a reasonable doubt. If convicted of the charges alleged in the indictments, most of the defendants would face mandatory minimum sentences of five or 10 years in federal prison.   15. HISTORY The 83 Gangster Crips AKA the M8V3N Gang are a street gang that was formed to combat racism and hurt in the black community. The group was formed by now two now-deceased founders, Stanley "Tookie" Williams and Raymond Washington. Both founded not only the 83 Gangster Crips but the entire umbrella. The C.R.I.P.S. stood for "Community Resources for an Independent People", originally being a militant action group modeled after the great Black Panther Party. The street gang became too big for Stanley and Raymond to control which caused many groups to splinter and branch off. However, the 83 Gangsters stayed loyal to the two founders and what the gang stood for until the beating of Rodney King which had left every person in Los Santos and America disturbed and unsettled. Despite its monstrous reputation today the OWCC was a peaceful group that only fired back when it had to but now that they and minorities, in general, were being targeted they slowly formed into a more violent group. The 83 Crips split just as the others did and started retaliating against the LSPD during the riots, it was all downhill from here. They began to slang rocks once they were planted in the community in order for them to make a living after all the damage that was done during the 72' Riots. Marijuana, Cocaine, Methamphetamine, and more were being pushed in and out of their neighborhood on 83rd and Roy. They had to protect their turfs and so began a massive chain of shootings throughout the '70s and '80s. In the '80s the 83s became a very violent street gang that didn’t hesitate to show off their brutality and brawn. The street gang had allegedly been involved in the shooting and death of an officer of the LSPD. The Officer, William Rose was fresh off the bench but was an extraordinary talent, so when the LSPD got word of his death they went all out to find and shut down who or whatever killed Rose. April 7th, 89', AKA the Clean up. LSPD officers alongside FIB agents conducted a raid that had taken down the heads of the street gang. YARD INFLUENCE The 83 Gangster Crips have always held power within the prison/jail system. After the mass incarceration of the gang, it did the opposite of what the LSPD hoped and helped spread their influence across the County & United States, known as one of the first crip gangs in Los Santos, San Andreas. The gang became a force in Boiling Broke under "415 KUMI", otherwise known as the black car. The leader of the 83 Gangsters is a founder known as Gerald "O.G Lil Mac" Mcneil. Mcneil is in prison for four murders and two counts of manslaughter during the start of the deadly Rollin 60s Vs. Eight Tray Gangster Crip war. He was sentenced to 111 years to life with no parole. In his stay at Boiling Broke Penitentiary, He built himself up to become the Keyholder of the 3x/Gangster Crip card and now politics on the mainline while keeping members of the 3x Card in check. Mcneil only answers Level 3 & 4 Inmates, also known as the Shotcallers of 415 KUMI. Mcneil & other inmates in the system have transformed the 83 Gangsters and crips as a whole and continue to be a powerful voice in the prison system. Rollin' 30 Crip vs 83 Gangster Crips Around 9:30 PM, Andre Mullings, AKA Coop, was sitting in his car waiting for his girlfriend to come out of the house when two men pulled up with guns (44. Magnum & an Uzi) and let off over 100 shots which lit up the car and riddled Coop with bullets. He died on the scene. After the shooting, the street was hot so nobody could do anything but plan and wait. A close friend of Coop known as Bunky had gotten the drop on the triggerman, Bunky called up a couple of members to roll with him and strapped up. Saturday, 8:20 PM. The Group arrived at the spot where the triggerman was last seen entering Bishops Chicken Shop in Davis. The group waited across the street for up to 40 minutes before the triggerman known as "PeeWee" walked out with two boxes of chicken. Immediately, Bunky exited the vehicle with a Five-Seven, masked up. He walked up to PeeWee and pulled out the Mac, letting off over 60+ shots before running back to the car and leaving the scene. PeeWee was an alleged member of the Rolling 30s Harlem Crips.   16. Hello, We're still hard at work and today I'd like to give you a few development updates so you can see what we've been cooking up. Before anything though - I KNOW! You want to see some of that juicy illegal faction action. Drogas, gats, theft, all of that. Well sorry but not today. The Faction Team + some other members of our team have been hard at work preparing a thought-through bullet proof scheme to give our illegal scene the attention it deserves. LS-RP prides itself on being home to the most legendary factions of any online Roleplay community and we want to be sure we're doing things right before we start parading them around. So shoutout to all of you and I promise I'll show you some stuff you're going to love soonTM For the time being, let's talk about our clothing system. Which is your favorite hoodie? Is it Drawable 92, texture 12? Or Drawable 200, texture 0? You know... the yellow looking o-- forget about it. Forget about sliders and arrow buttons to click through every clothing item out there. Highlights The system is entirely integrated and you will never have to think about an undershirt again. If a shirt has an undershirt counterpart, the system detects it and uses it. There are no concepts of "undershirts" visible to the player. You can see a preview of any clothing item in your inventory, or in a store - without even trying it on. Some items have alternative states (hoodies with hoods on, unzipped jackets, etc). You can switch between those & the system will match your perfect undershirt for it. Just make sure it's compatible, or you'll be walking about with your belly button out. Clothing items are inventory item entities, which means you can store them in furniture (drawers, closets). They can be placed in bags, given to other players, stolen, etc. Different stores will hold different types of clothing items. Don't go looking for a fancy suit in Sub Urban. We're adding custom models for clothing. We aren't decided yet whether to use IRL brands or not. Let me know what you think about that. We're preparing electronics stores, character applications (which should open soon for our Patreon supporters), Kane's cooking up a great damage & death system and much more.   20. Yes please. Though the ped skins may not work for players that may need to switch into work uniforms, they can use the GTO characters. But for gang members and other civs they could easily use the ped skins. They are just so much better than the GTA:O models.

  23. Our iteration of Outlaws Motorcycle Club aims to be an authentic depiction of an outlaw motorcycle gang (OMG). A basic knowledge of the theme and roleplay in general is to be expected of any aspiring members. We hold all members of the faction to a high standard and expect anyone that's looking to join to conform to the same criteria. When you obtain the prospect patch in this faction, you are expected to hand over character kill permissions to a member of the high command. Our goal is to create roleplay for the faction and anyone that roleplays with the faction, not to become the biggest or baddest club around.   26. Hey all, We've been hard at work this past week and I'd like to show you some of the progress we've made. From the development perspective, we brainstormed and created one of the core features for our RageMP gamemode - the Inventory System. All items (with a couple exceptions) will be in one centralized inventory instead of having your character's belongings scattered across different systems and commands. You'll be able to access your weapons, drugs, accessories and more in a simple, user-friendly UI. In-fact, instead of reading about it, have a look at the preview we made. Factions During the last week we also held a few staff-wide sessions to discuss the shape of both legal and illegal factions on the server. We went over a lot, so I'll only go over the few most important points: We will start the server with the following legal factions: Police Department, Sheriff's Department, Fire Department, DOJ (courts), GOV (city & state). PD and SD will have a lot of shared responsibility, with the prison and rescue tasks falling under SD's jurisdiction. We will have the same structure for LSGOV boards as we did on SA-MP. We acknowledged some issues the previous lsgov forums were facing and found ways to address them. We will use a phpbb theme which is regularly updated and maintained, so we can easily upgrade our phpbb version as they get released. Faction leaders will be able to upload custom content for ranks, avatars and such themselves. Two factor verification will be enforced on users with sensitive access. Reinstatements into legal factions will open on the day of server's launch. Factions have a deadline of 14 days after the server's launch to open recruitment. The Legal Faction Council will consist of the Head of Legal Factions (IC Governor) and the Leadership. HOLF will serve as a liaison between Legal Faction Leaders and the Leadership. For the illegal side, we mainly focused on figuring out the flow of weapons on the server. We went over everything from how the weapons get into the server to the hands of suppliers all the way to the end user. We came up with a system where a Supplier will be able to fill out a OOC form with a list of weapons they want to buy, and pay for them with IC cash and OOC points. Supplier can either be a faction, or an individual. Official factions will have the best rates and most points to spend on weapons. Unofficial factions and individuals will be more limited. This is designed to encourage building relationships with larger suppliers if you want cheaper weapons, but doesn't restrict you if you aren't on good terms with anyone. We also try to get rid of the need of OOC connections to acquire weapons. Legal weapons will be harder to acquire and hard limits will be put in place to avoid stockpiling and sale of legal weapons. Simple forensics will be available for the police to investigate crimes. Players won't be able to park their cars if there's too many weapons in them. This is done to get rid of the stash car meta. I'll make sure to post more information once the weapon system is actually created, as some things are still subject to change. These systems are designed by dozens of people with years of experience in all aspects of roleplay and we actively try to get ideas from people of different backgrounds. Release Date At this stage we're unable to fulfill our original self imposed deadline for release of "Summer 2021". This is due to a series of reasons, but they all boil down to the fact that we don't want to release something we feel wouldn't have the standards we're trying to achieve. We're working hard to deliver a server which shake the RageMP scene to the core, and we can only do that with a rock-solid foundation. That being said, we're currently aiming to release in Q4 of 2021. Unless we encounter major roadblocks, we should all see each other in-game this year. Registrations We're getting our new community suite ready so you can join as soon as possible. We've had many messages from you about creating faction threads early, reserving your names, etcetera. We hear you and we'll open the registration on the following dates: 15th of September for our supporters on Patreon (thank you!) 1st of October for everyone I hope this update gave you some clarity regarding what we're working on right now. Improving communication with our player base is something we're continuously trying to improve - I'll try to do these updates at least once a week to keep you all in the loop.   27. Hey all, As another week went by we're back to give you an update on what we've been up to. The week was very productive in terms of infrastructure setup, but we've also got some visual things to show so let's get into it. Community Last Wednesday we opened our community forums to all of our Patreon supporters. We're slowly getting the forum, and the entire community suite into a state where we feel happy inviting everyone soon (October 1st) - it looks better every day. Out of nowhere, our Discord actually reached Level 3 boost thanks to your support, which is just great to see. We've also recruited a few new members into our Faction, Modding and Mapping teams; this puts us into a position where we now have an expert for every area of the server that we could think of. Overall the activity's been amazing and I'm very thrilled to see all of us working towards a common goal. Development Although the main focus of this week's game mode development was bug fixing, small features and improvements as we take a deep breath before diving into yet another advanced feature after Inventory, there's still some progress to show as far as new features go. We've had the idea of an In Character internet for a while and the prototype's been done for months now, but we pretty much finished the feature this week. Our goal is to have an enclosed, In Character internet which integrates into many of our script features. Not only that, but companies, factions, businesses or even individuals will be able to create a website to reach their audience better. See for yourself: On the other front of Development, the Modding Team has been working hard to create and collect mods to use on the server. The main focus this week have been liveries for IC agencies and assets for a wide spectrum of players (leo, illegal, prison). A discussion has been started in the Mapping Team, in collaboration with the SD and Faction Team as to how we want to make the prison work. Factions The Faction Team Council has agreed upon and presented a schedule for the Faction Team to work through over the course of the next 4 weeks, this consists of: Rules of Engagement & Faction Reports Distribution Schemes & Turf Map Official Illegal Factions & Illegal Systems Faction Properties & Leasing The team is currently focusing on week 1 and has started reviewing the current Rules of Engagement, as well as the way Faction Reports are handled. With the Rules of Engagement being LS-RP's core function for the Illegal Roleplaying scene, members within the faction team are consulting and editing what they deem would fit LS-RP's GTA:V server. At the end of each week, the Faction Team will be holding a meeting to provide a general overview and agree on what should be implemented. You can expect a more detailed post after conclusions have been made. Legal Faction Boards We successfully set up all legal factions with their new forums. The structure isn't all that different from what we've had previously on lsgov, but before setting them up we polled all legal faction leaders to see what challenges they faced with the previous setup, so we can improve in these areas. We've taken steps to make sure the new forums can be easily maintained, the software is always up-to-date and faction leaders have access to uploading custom content (ranks/images) without the assistance of a Developer.   28. Hey all, As we announced earlier this month, we're opening up the Community Forums to everyone tonight! We did our best to set up all boards that are necessary for now, if you feel like something's missing then you can share your thoughts in the General Discussion topic on forum improvements. We did stress-test the forum, but nothing really compares to real-life traffic, so please bare with us in case of any issues, we'll resolve them as soon as we can. Character Applications I'm sure you're wondering if you're going to be able to create a character before the server launch and the answer is - yes of course! We're already working on a new and improved application system. The applications are set to launch in advance before the server opens for you to get your character ready. In order to not overwhelm our team with handling applications, we're going to open Early Access Applications on the 19th of October, for everyone who's a "Early Supporter #2" or higher tier on Patreon at the time of submitting their application. This perk is also a replacement for the Community Forum Early Access perk, which becomes invalid tonight.   30. Hey all, Yet another week has gone by and we're excited to share our progress. There's been a lot done behind the scenes, so if you're a fan of fancy visuals this one might not be for you but they're very important updates nonetheless. Development You've probably already seen the major feature preview of Radio Systems of the week. What the video doesn't highlight as much is the progress on the backend of our inventory system. We've completed scripting interactive items, placing items from your inventory into the world and a bunch of setup code that'll enable us to have a feature-rich, scalable and powerful inventory down the line. The Radio feature also showcased the first result of the collaboration between the Modding team and Devs, where objects made by @Mario were put into the main gamemode and integrated into the Inventory and Radio systems. Going on, @Kane created a Notes app for the phone (Link to Discord snippet) and a couple small improvements to the gamemode code. We've also built up our infrastructure more, some of our static game content is now hosted on a CDN for faster and more reliable and streamlined delivery. With that in mind, we've also welcomed two developers into our team - @Drew and @Smally whose sole focus for the time being will be web development and development of standalone applications. This should accelerate our development significantly. Under the umbrella of the Development Team, we've established a Designer Team to help us create fitting bits of graphic for our forums and some aspect of the gamemode. The founding members of the team are @Will, @elgreco and Rr Exciting news ahead is that we're targeting to launch the community forums for the general public on October 1st if everything goes according to a plan. If you'd like to make an account before, you can by becoming one of our Early Supporters over at Patreon. This gets you some more cool perks depending on the tier and directly supports the development of the server. Factions The Faction Team continues with its efforts in providing an ideal rule set for the server to abide by - this week, the topic revolved around Distribution Schemes and Turf Maps. The Turf Map has always played a major role alongside the Rules of Engagement to provide factions with a form of establishment and to create a roleplaying environment for their faction through properties, businesses, garages, complexes, etc. Many suggestions were made such as: • Do Organized Crime Groups really need turf? • Should we consider taking a different dynamic with Turf Maps? • Should Factions be forced into war if they plan on expanding on already owned turf? With Distribution Schemes (Weapon & Drugs), the Faction Team noticed that throughout the last couple of years on LS:RP there was an overall lack of diversity. Factions had no real need to interact amongst each other as there was nothing that they couldn’t acquire by themselves. To tackle this, we aim to introduce some exclusivity to what weapons and drugs some factions may acquire in the future. The Faction Team does plan on introducing a new scheme which they’re very excited about. White Collar Crimes/Fraud Scheme, which will entail skimming, fake IDs, use of scam sites, and possibly more. A lot has been addressed and a lot more will be discussed in the upcoming weeks regarding Distribution Schemes and Turf Maps and we are yet to have anything set in stone. - Writeup by @Ten Legal Factions The Los Santos City Government faction is looking for new ideas and suggestions to bring more interaction and involvement between the government and the community, as well as more interesting and immersive roleplay.
