The Los Santos City Government is one of the largest municipal organizations within the United States, and the largest in San Andreas, providing services to over three million constituents who reside both in the City of Los Santos and the County of Los Santos following a decision in 1992 to consolidate both the City and County of Los Santos into one large entity. The municipal organization is led by a City-County Mayor, who oversees all operations of the government and is responsible for the delivery and accessibility of services. Los Santos is home to people from all walks of life, of all cultures and backgrounds, located on the southern part of San Andreas. What started as a colonial settlement in 1781 under the Spanish Empire, saw rapid expansion ever since its establishment and quickly turned into a major colonial hub. While not much is known about the city during the Spanish rule, it is known that the territory was later on taken over by Mexico in the 1800s, and then rebelled under the short-lived San Andreas Republic in 1846 over land-purchasing rights. At the beginning of the revolt, flags bearing a five cornered star and a grizzly bear were raised by the mutineer soldiers, replacing the Mexican ones. The Department is separated into several sections, each having their own responsibilities - the Department of Public Works handles public infrastructure development and maintenance, as well as power and water grids. The Department of Transportation is responsible for making sure the city stays mobile by providing public transit services with the highest quality standards. The Bureau of Parking Management makes sure that appropriate parking etiquette and laws are followed, as well as assists with traffic control where needed. The Department of Public Social Services (DPSS) serves thousands of vulnerable people each year, improving their quality of life via the administration of local welfare programs. Such programs aim to assist and empower disadvantaged individuals and families within the greater Los Santos area to achieve their maximum potential; housing, employment, and financial assistance, to name a few. The Department consistently works towards the economic and social development of all, operating under the values of service, social justice, dignity and worth of a person, importance of human relationships, integrity, and competence. The Department of Medical Examiner-Coroner (DMEC) is responsible for conducting inquiry into the circumstances, manner, and cause of deaths which fall within its jurisdiction. These inquiries predominantly surround deaths which appear homicidal, suicidal, violent, or accidental; this remit also includes deaths where an appropriate physician is not available to certify death. Inquiries make use of state of the art technology and methods, along with examination of their medical records, behavior, and much more. The DMEC also plays a role by, on request of the Public Health Department, examining deaths which may be related to wider public health risks. The Port of Los Santos is the nation's leading gateway for international trade and has ranked the number one container port in the United States. It is a self-supporting department of the City of Los Santos, also known as the Los Santos Harbor Commission, and is governed by the Los Santos Board of Harbor Commission, a panel appointed by the Mayor of Los Santos. The Port of Los Santos is committed to proper oversight and management of all port activities, with an outstanding team of executives appointed to propel the organization's vision and strategy forward. The main duties of the Fire Deputy Chief include: assisting the Fire Chief with the administration of the department; overseeing the department's personnel up to Fire Assistant Chief; ensuring departmental policies, procedures, expectations, and public service regulations are upheld; and assuming command of the Fire Department with full authority in the absence of the Fire Chief. Assistant Chief The Fire Assistant Chief plays an important part in the administration of the department, overseeing all Stations, Fire Battalion Chiefs and running one of the Operations. The main duties of the Fire Assistant Chief include: overseeing the department's personnel up to Fire Battalion Chief; ensuring department policy, procedure, expectations, and public service regulations are upheld; handling all requests within their assigned Operation; finalizing promotions when necessary; and liaising with other departments and teams in situations that warrant such liaison. Fire Officers Battalion Chief Battalion Chiefs have a more direct line of communication with department employees, overseeing Stations within his or her Battalion. Fire Battalion Chiefs are responsible for personnel management and other administrative affairs. They are mostly responsible for personnel-related administrative affairs. Captain II Captain IIs are mostly responsible for interacting with his or her relative station personnel in the field, informing them on his or her progress, and monitoring how well he or she performs. Fire Captain IIs are also tasked with handling personnel-related administrative affairs within his or her Station, alongside of the Station Battalion. Captain I Fire Captain Is are mostly responsible for interacting with his or her relative station personnel in the field, responding to calls with them, informing them on his or her progress, and monitoring how well he or she performs. Fire Captain Is are also tasked with handling personnel-related administrative affairs within their station, alongside of the Station Battalion and the Station Captain. Firefighter-Paramedics Engineer Engineer is the department's Field Training Officer II role, and is the most senior non-commissioned position a member can achieve within the department, with its main focus being towards training and testing new members. Engineers actively assist, train and observe newer department employees, including answering any questions they may have. They demonstrate a proactive stance on both firefighting and medical calls equally. They also help their Station Captains in overseeing the Field Training Program. Firefighter III Firefighter III is the department's Field Training Officer I role, with its main responsibility being the training and testing of new members. Firefighter IIIs actively assist, train and observe newer department employees, including answering any questions they may have. They demonstrate a proactive stance on both firefighting and medical calls equally. Firefighter II Firefighter II is the most common and essential position of the department, with its high level of focus on field work, held by all fire-sworn personnel who have passed the Field Training Program, with the exception of a Field Training Officer and above. Their main duties include: responding to medical and firefighting calls as needed; acting as role-models to less experienced members of the department, and participating in household chores around their assigned station. Firefighter-EMTs Firefighter I Firefighter I is the lowest-grade fire-sworn position of the department, with the main goal of gaining knowledge and experience through practical duties alongside seasoned Firefighters. Their main duties include: working towards the completion of the Field Training Program, gaining and demonstrating knowledge and improvement through actions in practice, and responding to medical and fire scenes with other members of the department. Firefighter Reserve Firefighter Reserve is the department's part-time position for employees who are unable to dedicate to a full shift. Their main duties include: responding to medical and firefighting calls as needed, and participating in household chores around their assigned station.   3. I decided to start an LSRP YouTube channel! I'm going to be covering some interesting topics about LSRP, such as fun facts, how to's, ask an admin etc. It won't be a channel which covers roleplay, but rather LSRP information.   7. My problem with this is that it's exactly how it was on SAMP. The claim was "they're highly regulated and scrutinised" and we all know how that turned out. I don't see any benefit whatsoever for legal gambling. It's just a business for someone to run, like any other. Illegal gambling, on the other hand, provides massive opportunities for illegal factions. Opportunities that do not exist when gambling is legal. Even if you have just one casino, why would you go to gamble illegally if you can just gamble there? It kills the industry for factions. I'd like to see the opportunity for a tribal casino maybe, because at least that would be different and provide something to the server. It'd also reflect California's real gambling laws. Other than that, I don't see any reason why it shouldn't be illegal. In future it'd be cool to have online gambling too, to balance out illegal gambling, considering that's where it's mostly done these days. I don't imagine developing an app like that is particularly high on the list of priorities at this early stage though.

  8. I'd argue that having the character creator fleshed out and working well is very important. For many people this is the first impression given of what LSRP will be when it releases, since this is the first time people have been able to really interact with the script in any meaningful way. My first impression was not great, seeing as how the sliders are bad to control at best. Not to mention the missing features regarding skin tone mixing and other things brought up in the thread. Mixing skin tones is a big part of getting your character to look right, and some people put hours into making their characters look just the way they want. So, I would say this is an urgent priority, unless there will be some way to change our character's facial features after launch.

The Department protects the right of all persons within its jurisdiction to be free from criminal attack, to be secure in their possessions, and to live in peace. The Department serves the people of Los Santos by performing the law enforcement function in a professional manner, and it is to these people that the Department is ultimately responsible." — Chief of Police Manuel Caldera Official Site of the Los Santos Police Department Employment Opportunities Report A Crime The Los Santos Police Department provides law enforcement services to the City of Los Santos and is responsible for protecting and serving its citizens. The Los Santos Police Department is directed by a Chief of Police, who is appointed to the office by the Mayor of San Andreas. The history of the Los Santos Police Department can be traced directly to Spanish colonial authorities embedded in the missions of the Los Santos countryside in the early 1600s. Needing protection from native raids and frontier bandits, a contingent of Spanish colonial soldiers were hired to guard the compounds of the city. After San Andreas declared independence as the San Andreas Republic during the Mexican-American War, the Republic voluntarily petitioned for annexation into the United States after the war. After growth on the American frontier and continued western expansion, during the 1840s the first formal policing agencies were established formally subsumed under the San Andreas State Militia, the Los Santos Rangers. This frontier service was little more than a night watch service as compared to modernized forces following Peel's doctrines. The department's formal history began in the mid 1870s with the establishment of the City Marshal's Office. This uniformed service was the first municipal civil service within the city of Los Santos. Fifteen police chiefs served from 1879 to 1889, albeit it wasn't until Jim R. Door was police chief for 15 years that a consistency was developed. The department developed into the municipal Los Santos Police Department in the early 20th century. In 1910, the department was one of the first departments in the world to grant policing powers to a female officer. In 1918, the department granted full powers to the first African-American female officer. During World War 1, the force quickly became involved in federal offenses and was seen as a home guard to prosecute saboteurs and other fifth columnists. This persisted for most of the early 20th century, where the "dragnet" policing system was developed with formal beats and patrols. Anti-riot and metropolitan squads first began development here, with squads such as the "Red Squad," an anti-communist policing unit. By the time of World War 2, the department had been through several chiefs and had several issues with bad conduct. With the reformist mayor Bowyer Street in charge of the city, he forced dozen of corrupt commissioners out and brought in a new chief, John D. Halmann. Halmann modernized the force in his brief 2 year tenure, resigning after his refusal to use the force as a strikebreaker unit. Chief Edward Sadler took control during 1941, wherein the force has heavily depleted by the draft. The formal twelve-week training period was replaced by a shortened six week period. During 1944, the Zoot Suit Riots of Los Santos began, resulting in large-scale rioting between servicemen and Latino immigrants. Retired Marine General William Baxter took control in 1951 and had the longest tenure of any Los Santos Chief, serving from 1951 to 1966, only dying of heart trouble. This is when the motto "To Protect and to Serve" was introduced. The 1964 Crenshaw Race Riots were a notable event for the department. Crime rates steadily increased. The department quickly adjusted, greatly increasing recruiting efforts, and bringing crime rates to a somewhat manageable level. As the department grew, criminals became more clever, becoming more secretive, conniving, and illusive. In response to this, various specialized divisions began to emerge, where officers with specific skill sets would be deployed. By the 1970s the department had a full range of different divisions, from field investigation to public liaison, to firearms licensing. The fairly recent invention of the helicopter allowed the department to purchase a full fleet of aviation vehicles, to provide eyes in the sky. The department's SWAT team began development during this period due to shootouts with domestic terrorist groups such as the SLA. By the 1990's the Los Santos Police Department was among the best in the United States. They had become world renown for their ability to efficiently protect and serve the city of Los Santos. All of this was put to the test during the Los Santos riots of 1992. The public was profusely outraged after a hung jury on a trial, culminating in widescale civil unrest not seen since the Crenshaw Riots of 1964. The department was not able to contain the unrest and the National Guard was called in. Although the department was forced to call in the guard, they still showed extreme discipline and organization during a time of high stress and confusion. To date, the Los Santos Police Department has some of the most specialized divisions throughout the country, including the elite Metropolitan Division that houses D Platoon, affectionately known as S.W.A.T. The department has reputable police detectives assigned to particular functions such as gang enforcement, organized crime, and surveillance. Organized under four Bureaus, the Los Santos Police Department provides necessary law enforcement services for all living persons of the City of Los Santos regardless of age, color, national origin, citizenship status, physical or mental disability. Public service is at the forefront of our duties and we ensure our officers are held to a high standard when delivering these necessary police functions throughout the City. Staff Officers make up the general management and leadership of the Los Santos Police Department. They are experienced leaders who have direct responsibility for specialized areas of the department. Staff Officers consist of the Chief of Police, two Assistant Chiefs and Deputy Chiefs: Chief of Police — Highest-ranking officer in the Police Department. As the General Manager of the Police Department, the Chief of Police is responsible for the planning, efficient administration, and operation of the Police Department. In this capacity, the Chief of Police directs, plans, and coordinates the enforcement of particular areas of crime, and aims to minimize crime risks across the entire city, to protect persons and property and for the preservation of the peace of the community. Assistant Chief — An executive to the Chief of Police who manages the department in their absence. Examples of Available Roles: Commanding Officer, Mission Row Area Commanding Officer, Central Traffic Division Commanding Officer, Training Division Commanding Officer, Metropolitan Division Commanding Officer, Gang and Narcotics Division Patrol Division Commanding Officer Primarily responsible for the supervision of department personnel, Police Supervisors are plotted around the department in different assignments. They are considered the middle management of the Los Santos Police Department and are considered the first layer of management of police resources, staff and deployment initiatives. Lieutenant (I / II) — A position commonly held by police officers who command Watches within our Patrol Areas. Lieutenants can also be in-charge of a specialized division or section, where they must apply sound supervisory principles and techniques to build and maintain an effective work force. They are considered the final layer of supervisory staff before being appointed to a Command Officer role. Examples of Available Roles: Watch Commander, Mission Row Patrol Division Officer-in-Charge, D Platoon Officer-in-Charge, Gang Field Unit Sergeant II — This rank is held by seasoned Sergeants who adapt to a different role, most in the capacity as an Assistant Watch Commander. Examples of Available Roles: Detective Supervisor, Major Crimes Division (Acting) Officer-in-Charge, Major Enforcement Section Detective II — Responsible for equipping Detective Trainees with the knowledge and tools that they will require in order to eventually become successful Detectives within their Specialized Detective Division. Examples of Available Roles: Detective Instructor, Major Enforcement Section Complaint Investigator, Internal Affairs Division Detective I — Often assigned to a specialized division and is responsible for responding to the scenes of crimes, conducting preliminary and follow-up investigations, preparing the required investigative reports, preparing a biopsy of the report, apprehending the suspect, preparing the case for successful prosecution, and testifying in court. Examples of Available Roles: Investigator, Gang and Narcotics Division Police Officers are considered the department's boots on the ground. They make up uniformed operations city-wide and are for conducting patrols, responding to 911 calls, taking civilian reports, and other field activities. This category of department employees are considered the largest and fulfill the basic, yet most important functionality of the Los Santos Police Department. Police Officer III+1 — A position commonly held by seasoned officers within the department who are assigned to a specialized division, such as Metro or assigned as a Senior Lead Officer, providing a link that help unite the LSPD with the communities it serves. This is the final paygrade assignment of the Police Officer category of the department. Forensic Science Division The Forensic Science Division (FSD) is responsible for the forensic science that is a critical element of the criminal justice system. Detective School The Los Santos Police Department's Detective School equips its candidates with essential knowledge, enabling them to proficiently execute the responsibilities of an investigator upon successful graduation from the program. The Counter-Terrorism and Special Operations Bureau (CTSOB) is tasked with preventing terrorism by effectively sharing information aimed at disrupting terrorist's operational capability and addressing the underlying causes associated with the motivational component; to Protect the public and critical infrastructure by leveraging private sector resources and hardening targets; to Pursue terrorists and those criminal enterprises that support them; and, to Prepare the citizenry and the city government for consequences associated with terrorist operations against the city.   11. Hello All, Today I am here to show you how I edit my roleplay screenshots and hopefully, this will help those who are looking to edit their own via photoshop. So, let's get started 1- To begin with, you have to figure out what layout you like the best. I personally don't like the 800x600 method so I edit my screenshots as 1920x700, which grants me more interesting angles. To say the least, this is completely up to you at the end of the day, so, pick the size you like, and let's jump on to the next step. 2- Once you have your project created, it is time to figure out what works best for the scene you're trying to showcase, so, there are three things I usually do: Usage of a single screenshot with text, Junction of two or more screenshots and text, Screenshot without any text. 3- Now it's time for you to drag your screenshots into your photoshop project and you can do that by simply dragging the picture into the application. You have your screenshot loaded in, so, it's now when you decide whether you want it to be a screenshot without or with text, or the junction I have mentioned previously. For showcase purposes, I will expand into the last one since the others are pretty standard and easy to go along with. 4- Now that you have both of your screenshots set, you want to angle them in a way that will allow you to fade one into the other, granting you better angles and interesting effects that will further improve the way they are displayed. As you can see I have decided to drag the second screenshot more towards the middle and now it's time that you start messing around with them. The first step is always to rasterize the screenshots you imported so you have all available options to use and you can do that by right-clicking both screenshots and pressing the "rasterize layer". Both of your screenshots are now rasterized so that means you can use a bunch of new features and today we'll get through a few that I personally like and use. If you want the fade effect when working with two or more screenshots all I have to do is create a layer mask for the screenshot on top. Let me show you: As you can see above, there's a white layer that has been created. 5- Now it comes the easy part. All you have to do is go through the menu on your left and pick the "Gradient Tool". Please keep in mind that you must have your layer selected so it works the way it is supposed to. Upon doing so you will want to press and drag your mouse to one side or the other to find out the best angle. You should see your screenshot fading into the other as if they were part of the same scenario. Check below: This is what it will look like after you're done with the steps above. 6- Now that you have your screenshots set, it's time for you to import your roleplay text and use the correct color hexacodes to match the in-game ones. I will provide you with the codes at the end of this thread. On top of that and if you like, you can add a stroke around the screenshot, I'll leave that for you to decide. 7- For the text, all you have to do is select the text box tool and click anywhere on your project to get started. You can copy and paste from your logs and even amend any typos you had at the time so you have the cleanest version possible. Once that has been done you can move the text box anywhere you would like and apply the colors to match what's being showcased. You will notice that the text seems too soft and sometimes even gets mixed with the background colors, so, what I usually do is adding a stroke to the text as well, making it seem thicker. To do that you just have to go through the panel on the right, choose the text layer and right-click to access "Blending Options". Once that menu is open, follow the settings I will show below: All you have got to do next is export your screenshot and post it wherever you like! ############################## As promised, here goes the color codes:

  12. Gambling should be made illegal. No more casino's and no poker table furniture for players to place at their house (no donators either). Instead leave gambling as a racket to illegal factions. LS-RP's gambling scene was an abomination. Players ran (if they were not bunnyhopping) to a dealer in a casino, paid them, then said 'hit' or 'stick' and usually bunnyhopped their way out again. Many of us thought things would improve with the release of the poker system. We thought wrong. Most of the poker games either had little to no roleplay at all. Soon players started exploiting the poker script. It was a way for players to sell their LS-RP money for real life funds without getting flagged. Then came a time poker could only be played at casino's, thinking it would improve roleplay and those looking to abuse the poker script to sell their virtual money for real life funds could no longer do it in private. However roleplay did not improve. LS-RP has one of the best illegal faction scenes (that is a fact). Making gambling illegal could be a huge win for the illegal roleplay scene. In addition to the drugs/weapons scheme, illegal factions should be able to qualify for gambling as a scheme. With a simple script, access to poker tables (and perhaps scripted blackjack and/or baccarat in a future update) is given to faction leaders who now have the ability to place the furniture in their businesses. Factions can be held accountable for players who abuse/exploit the system (as long as a faction is aware of what is going on of course). In addition factions can be held accountable for the quality of roleplay at their poker games. Most poker players on LS-RP are mallrats (with all due respect). Making gambling illegal forces them to interact with illegal roleplayers. Perhaps they can learn a thing or two about actual roleplay. Backroom poker games? LSPD/SD raiding those games? Stick ups? Amazing. Pros of making gambling illegal: creates additional roleplay opportunities for the illegal scene; improves the quality of roleplay which involves gambling; factions are now 'product owners' and can be held accountable for players abusing/exploiting. Cons of making gambling illegal: could potentially result in a loss of a small playerbase who only play LS-RP for /poker (good riddance I say); legal characters such as LEO risk more than illegal characters (e.g. getting suspended for getting caught at illegal poker games).

  13. Milos Karanovic was born in America, in a family with a Russian father and a Serbian mother. They were both aliens that migrated during the early 1990s. The relationship didn't work out well, as Jana, Milos's mother was forced into marrying Nikolai, Milos's father due to financial issues between two crime families that had settled in the same territory. The local Serbian mob had nothing to do but give one of the higher standing individuals within the group something to pay up for a mistake that had been made by the a couple local Serbian thugs, which resulted in one casualty of a Russian teenager, son-in-law of the Russian group leader of that time. This resulted in Jana having to convert her life and move in with Nikolai, who she eventually married. Nikolai provided Jana a great life, but she did not enjoy it. After a year together, the two got married and decided to have a child. It was a one-sided decision as Nikolai wanted someone to be able to take his spot in the ranking of the mob once he died. Milos was born healthy. It was a early birthing but everything went by plan and nothing harmed Milos. It was the seventeenth of February, 1999, a rather cold day. Milos lived a great life at first. It never came to his mind how his mother was actually treated until the day he became three years old. Milos had spent most of his time with a baby-sitter whilst his parents were away working or doing their own things. On his third birthday, his family had gathered again. It was the first time Milos felt the love of both of his parents at once, but it ended in a nightmare as after midnight, just after Milos went to bed, he heard screams from the bedroom. He was curious, but was too afraid to check on it. In the morning, his father had already left, so he went to check on his mother after getting up early for her to take him to the babysitter. His mother faced was shining back from the make-up she had put on, but the bruises were still visible. Milos felt that he could've been next if he acted wrong, therefore, when he went to kindergarten, he kept to himself. He did get into a couple fights, which ended up with Nikolai praising him and Jana trying to make sure her only son was okay, but still giving him a hard time about it, shouting at him in Serbian. Nikolai had not learned Serbian prior to meeting Jana nor did he afterwards, but Jana made sure to teach Milos enough Serbian to be able to talk to him freely without Nikolai understanding, although the main language spoken in the household was Russian. Milos became old enough to finally go to school. Nikolai made sure to get the best education for Milos as possible, enrolling him into a local, but praised Catholic school. But being in a Catholic school didn't stop Milos from getting in trouble. After five years of going to the school, Milos got into a very violent fight with one classmate. It ended up with Milos stabbing the kid's eye with a pencil he had taken from his table during history class. It was evident that he was in trouble, so like his mother, he decided to play the victim and pleaded to be let off with a warning. This time, it wasn't the case. He was expelled and later on, after Nikolai heard the news, he received a rough beating at home. Multiple belt hits to his back and legs made him cry out loud as his mother watched helplessly, with fear in her eyes as she knew that she was next. Milos took a shower later, crying away the pain under the shower. His mother took a shower just after him, and after midnight, when Nikolai had left, Jana decided to run away with Milos. Milos found housing at a local shelter with his mother for some time. Gratefully, the shelter was owned by a local Chinese businessman, who decided to keep it a secret from the Russians, even after they came to "extort" him for information. It was a well-kept secret, as Jana was able to grow his child safer than ever. Jana called her contact within the local serbian circle, which had decayed ever since a major drug bust locked down a bit part of the Russians and almost eighty per cent of the Serbians in the region. They arranged a meeting and were able to set up a place for Jana to live. Nikolai found out about it and drunk as he was, he went to seek for his child and the mother of his child. It went horribly wrong, as it was only a set-up bait for Nikolai to walk into, as a drive by from a motorcycle left him bleeding out in the suburban part of the town. The story broke into the news, as Nikolai Kuzman, a well-known local businessman was found dead. That also sparked a war between the two families, which only lasted days until peace was called upon after another fifteen members of the Russians and five members of the Serbians had found their final road in a war against each other. Jana was relieved and went on to live with the mobster that had helped her through it, Daniel. Daniel and Jana got married after a few weeks together and Daniel hesitated to take Jana's family name, Karanovic as a good measurement. That also had Milos's name change, as he was still being taken care of by his mother and a step-father. The relationship of Daniel and Milos was perfect. That's exactly the type of life he should've been able to live with Nikolai, but Nikolai's hot-headedness broke that apart. A few years pass. Milos is in a public school now. He's in tenth grade by now, being a great student, scoring almost all A's in his final report card. Milos was always a smart cookie. He knew what to do and when to do it. A couple kids from the school invited him to go to parties with them. Milos drunk a lot, reminiscing of his father. The memories were undeniable of long nights where Nikolai drunk for the most of it, but Milos shattered them all eventually. He was invited to join a group of kids, who were hanging out together a lot more. He found himself in a circle of thieves, who had a reputation in school, which also enabled him to create one for himself. He started off hazing some of the younger kids, taking their lunch or lunch money from them. He was eventually reported, but all of the problems were solved as Milos was still a picture perfect kid on paper. Milos got in touch with one of the kids one night, who invited him to go hitting houses. Milos agreed with no hesitation. He might've been young, but his wit payed up for it. The first harvest went well. They were able to capitalize on a small property of a younger lady on a vacation. They took home jewelry and a little bit of antique furniture she had collected. Milos, along with another kid were tasked to sell it. It came off nice as Milos asked his father to do it for him. Knowing what Milos was into had Daniel confused, but he did it for him anyway. Milos and the crew spread the money. It was five of them working that one flat and the money split evenly, at around fifteen hundred a face. Milos showed his father the money and smiled, showing off that he can capitalize on his smart mind, achieving more than just great grades. The jobs started to come in more often, ranging from apartments to full blown houses in the ghetto, where the score was more than just a few watches. Occasionally, Milos found himself collecting drug packages from local trap houses. That also meant that there were people in that crew that took out the guards, but Milos had never thought one of these guys could be him. He was more of a calm person when it came down to that. He wanted things to go peacefully. That all changed one night in 2018, which lead to Milos taken in custody after a richer house-hold was the target. The dismantling of the alarm systems had failed, which caused the local security company to check the place out. It became evident it was being burglarized and eventually, the police were swarming the place. Detectives were questioning the kids taken in custody. There were seven people at that location alone. Two were drivers and the five worked inside, stealing what they could. Milos was taken in custody and was accused of burglary and grand theft along with other charges, making him face a potential six year imprisonment. Milos was taken to the holding facility, where a friendship with Dejan Miletic, a local Serbian businessman accused of murder, was formed. They were sharing cells until the court hearing for both of them. It was the same day, but the difference was that Dejan was not put on the bus to be transferred to a prison, but Milos was. He was able to apply for parole after four years, and because of his good behavior, Milos was out of the facility in a relatively fast time, only serving four years of his bid, though, his parole officer was occasionally on his back, trying to get him to work a good job after that. Milos had been in contact with Dejan through letters. He had formed a great bond with him and surely after his release, was invited to work for a friend of Dejan under a business that was part of the Atlas Enterprise. He found himself in a position where there was a lot to achieve.

  14. Hello everyone The last year has been an unusual period of time for the staff team and we are getting closer to another milestone — launching our community on the GTA V platform. In preparation for the many months of developing the script we altered the way our team is structured by introducing the 'Insider' team. The whole staff team has played a vital role in establishing the ecosystem and building the foundation for the server, without their knowledge and experience we would not have been where we are today. As of this post, the Insider Team will be removed and some members of it will be offered alternative positions within the core staff team based on contributions and activity during their time. We'd also like to thank Ten for his contributions to the Faction Team and for setting up and shaping the illegal faction scene ahead of the launch of the server, sadly he has resigned from the team a few days ago and we look forward to hopefully seeing him return in the future! We'd like to say a massive thank you to everyone who has contributed to shape the server — the community, the insiders and the staff team as a whole.   15. Hey everyone, Hope everyone's doing well and getting ready for the holiday season. December was always special around LS-RP, I remember all the treasure hunts and winter/Christmas events we used to hold. I'm looking forward to seeing something like that in-game again as we celebrate the season... next year. It's been quite challenging over the last few months to keep track of the remaining work. Trying to keep tabs on all the features in my brain has proven quite inefficient, so instead of trying to remember what I'm supposed to be doing and which features are left to develop or test, we made a list. This list itemized every single outstanding feature or activity we've yet to complete before the server is launch-ready. As I was compiling this list a few weeks ago I realized that even that isn't enough. Really, is the trucking system the same as a phone call? Much different; so we started adding estimates to everything. 4 hours to finish phone calls, 16 hours to finish trucking, 2 hours here 4 there and so on. I've done estimations on an enterprise level in the past and it's a known secret that at the start of the project, unless you have a thorough specification, they're just made up numbers. Nobody knows and everyone's guess is meaningless, you're just working in a ballpark. Since we're nearing the end of the initial development, we're in a different position and it's much easier for us to list out all the things we've yet to do. So we've done that, and estimated how much it'll take. Based on these numbers, we realized that we've underestimated the amount of work remaining when we scheduled the release for Q4 2021. With the rest of the leadership, we were facing the following options: Option 1: Release in Q4 2021. We release in Q4 2021, as late as possible, but still meet the deadline. This gives us the pros of keeping up on our promise and taking advantage of the hype the LS-RP project currently has. The downside of this option is that we'd be releasing a game mode without a lot of important features and with a lot of potential bugs, since we'd have to be adding new features all the way to the launch date. Lacking features and bugs will result in a disappointed community and a potential loss of players. Option 2: Postpone the release for the 2nd time. We delay the release a bit. This allows us to work on features we deem essential but didn't manage to complete just yet. We have enough time to properly test these features (shoutout to our staff by the way - you've done amazing job testing so far). The dreaded disadvantage of going with this option is that we won't deliver on our promise that we'd release Q4, which can lead to the community being disappointed, leading to a potential loss of players. Which one would you choose? Let me know. Since we started deliberating postponing again, I had to go back and read my statement when we had to postpone to Q4. Here's a quote from that post: As I'm reading that I realize that we're in the very same situation now - how come though? Did nothing change since September? There's been no major inactivity for any of the devs or leads, or any "major roadblocks" I could think of that'd cause this delay. I tried to identify the reasons why we're delaying again and this is what I got: - We underestimated the amount of work remaining. The estimate that we should be done by Q4 was not backed by any real numbers, but rather a "gut feeling". - We've added new things to the scope for release. Those things were usually features which we deemed essential but forgot about them early on; or were only made aware of them now. - We spent a lot of time focusing on detail and polish of existing features. - Personal and professional obligations of the team, although this one was kept to a surprising minimum during Q4. After hours of deliberation, we chose option 2. We've taken several steps to make sure this is the last date we give you. We wanted to work towards a concrete date instead of a vague time range ("summer", "q4"). - As mentioned previously, we made an itemized of all remaining features and activities until we're release-ready. - We've added a estimate in hours to every remaining item or activity. - We're accounting for a % of risk dedicated to fixing bugs and unforeseen difficulties. This risk is currently set to 10%. - We've created metrics to monitor whether we're ahead of, or behind schedule. This allows us to play with the scope and reevaluate our current assignments if we're falling behind schedule. Based on these steps and metrics, we came up with the official release date of LS-RP:V on February 24th, 2022. Community Involvement With the release being postponed by just a bit over month and a half, we're looking for ways to keep the community engaged with what we're doing. Here's some milestones you can look forward to in the near future: - Character Customization made available ahead of launch, first for Patrons and later for the general public. - Character Applications made available ahead of launch to the general public. - Staff Reinstatements opening ahead to get ready for launch. The concrete dates of each will be announced separately at one point or another; but we're aiming to release the character customization server this week. There's a few more things we've up our sleeves to keep the community engaged, but I don't want to announce them just yet as they're not as thought through as the rest. If you have any ideas yourself, my inbox is always open. Progress Update I'll try to include a progress update where it makes sense when I write these posts. This should give you the idea of where we are in terms of the schedule and how much work is remaining in different parts of the code. Here's the current status: I've been on a mission to be as transparent as reasonably possible during the development of LS-RP:V. I had a lot to learn from the SA-MP days and I sincerely hope that the information we give you is keeping you excited during the wait; whether it's snippets, blog posts or just random talks on Discord. It's hard at times as we don't want to give away too much for several reasons. Sharing this progress update is yet another step in trying to balance out communication, element of surprise and competitive advantage.   17. Hey everyone, Today we're releasing our penal and vehicle code. We decided instead of recycling from SAMP, we would rewrite it from scratch. We took some guidance from the SAMP penal code to get a gist of how to write it, but for the most part, it's a fresh one. We looked to the California penal code for inspiration and some charges are named and indexed from it. Our goal for this penal code was to make it as clear as possible so that both illegal and legal roleplayers would be able to comprehend it without issue. Lets talk about prison time: We decided that, for now, we're going to be sticking with an hour/minute based time system for sentencing. This is a hot topic and a lot of people have differing opinions but we feel this is the best way to go for the time being. Our goal in the future is to adapt to a court system and base sentencing and time off of that. It's a whole discussion and it's still being brainstormed but I hope to have something to show there after launch. Some charges aren't in the right title? You may see, for example, 211. Robbery inside Title 1 and wonder why it's there when it doesn't follow the numbering at all. Well, this is one of the ways we looked to California for inspiration. Everyone understands when they hear "187" that it's Murder. "211" is Robbery. For these common charges, we decided to number them based off of California and how everyone knows them by. Hopefully, this will help those who wish to roleplay around these drugs and have no knowledge or are lazy enough to look it up on the internet. Roadmap Amphetamines Benzodiazepines Cannabis Cocaine Crack Ecstasy Heroin Solvents Mephedrone NRG-1 Amphetamines This is a synthetic stimulant and it comes in the form of powder. There are variants and the powder could be white, yellowish, gray or even pink. It is snorted or ingested and it takes somewhere around thirty minutes before it takes effect. The effects that come along with consuming this drug are: Feelings of wakefulness; Alertness; Increased confidence; physical or mental activity; sociability; As the body's energy levels reduce the user is prone to feelings of anxiety, irritability, restlesness and also dizziness. With the constant usage of this drug, the user can develop tolerance, withdrawal is mostly emotional but there could be some feelings of depression, lethargy and extreme hunger. Benzodiazepines This is a prescription drug and they can be bought illegally on the black market. They are usually prescribed for short term treatment of anxiety and sleep problems. When this drug is taken at low doses, tolerance doesn't develop, however, if otherwise, their tolerance will develop quite quickly. The withdrawal symptoms include: Anxiety; Insomnia; Panic; Hallucinations; Depersonalization; Heightened sensory awareness; Depression; Risk of seizures with abrupt withdrawal; Cannabis Usually this drug is smoked along with tobacco but not necessarily. It's available in the form of resin, dried and chopped leaves, being oil the less common one. The effects of this drug may vary from person to person and also depending on which kind of environment they find themselves in and the ammount. Euphoria; Laughter; Vivid sensations; Imagery and hallucinations; Persistent ideas; Paranoia; Cocaine This drug is most commonly found as a white crystalline powder, and is usually snorted but is occasionally made into a solution and injected. The effects of cocaine are similar to amphetamines and crack in that they create physical and mental arousal. When cocaine is snorted the effect is almost immediate and then peaks and fades within 15 - 30 minutes. This often results in users repeating their use almost every 20 minutes or so in order to maintain the desired effect. The snorting of cocaine can lead to mucosal constriction and eventually perforation of the nasal septum. Crack This is similar to cocaine although the effects are even more extreme. They take effect immediately and last for about 10 minutes. Crack is usually smoked and this can produce particularly aggressive and paranoid behaviours. Crack is highly addictive, although reports that crack is instantly addictive are false. Effects for this one would be: Wellbeing; Exhilaration; Increased confidence; Loss of appetite; Indifference to pain and fatigue; Hallucinations; Paranoia; In rare cases users have died from overdose. Heavy and regular use can cause feelings of nausea, restlessness, insomnia, over-excitability and weight loss. Ecstasy Ecstasy mainly comes in tablet form but can come in capsules or powder. The tablets can come in a number of different colours and often display a logo. It is usually swallowed but is sometimes snorted; its effects are experienced after 20 - 60 minutes and can last for 3 - 6 hours. The chemical name for pure ecstasy is MDMA. Effects are as follow: Dilated pupils; The jaw tightens and there is often brief nausea; Sweating; Dry mouth and throat; Blood pressure and heart rate increases; Mild euphoric and hallucinogenic effect; Moss of anger; Empathy with other people and an enhanced sense of communication; Ecstasy affects the body's temperature regulation, with excessive dancing this can lead to overheating and dehydration - and in some cases death. It is recommended that users take small, regular sips of water but no more than a pint of water an hour as deaths have also been related to users taking in too much water, which is very dangerous to the body. Heroin Heroin is one of a group of drugs called opiates that are derived from the opium poppy. It usually comes as an off white or brown powder. A number of synthetic opiates are also manufactured for medical use and are open to abuse due to their similar effects to heroin, these include: Dihydrocodeine (Df118); Codeine; Tramadol; Pethedine; Diconal; Methadone and Subutex are prescribed as substitute drugs in the treatment of heroin addiction. Heroin is usually smoked ('chasing the dragon'), snorted or prepared for injection. Heroin is a powerful pain killer and has euphoric qualities. The combined effects make heroin a very effective escapist drug. Effects include: Sense of wellbeing; Feeling warm and content; Drowsy and untroubled; Sense of calm; Feeling of pleasure; Absence of worry, anxiety or pain; At higher doses, the user may become heavily sedated, be sleepy, unable to talk, and appear to fall asleep for a few minutes at a time. This is referred to as 'gauching' or 'nodding.' There is an unpleasant period of withdrawal (often called “cold turkey”). These symptoms may begin within 6 to 24 hours of discontinuation and last for weeks, or even months after. Symptoms include: Sweating; Malaise; Anxiety; Depression; General feeling of heaviness; Excessive yawning or sneezing; Insomnia; Cold sweats; Chills; Severe muscle and bone aches; Nausea and vomiting; Diarrhoea; Cramps; Fever; Solvents Solvents are rapidly absorbed through the lungs into the bloodstream and quickly distributed to the brain and other organs. Within minutes users experience intoxication, with symptoms similar to those produced by drinking alcohol. Intoxication lasts only a few minutes, so some users prolong the “high” by continuing to inhale repeatedly. The users initially feel slightly stimulated and after successive inhalations feel less inhibited and less in control. Hallucinations may occur and loss of consciousness. Sudden death syndrome is a risk, although rare it more commonly occurs amongst young people when using air conditioning coolants, butane, propane and some aerosols. These cause the heart to beat rapidly and erratically resulting in cardiac arrest. Long term users can suffer from: Weight loss; Muscle weakness; Disorientation; In-attentiveness; Lack of coordination; Irritability; Depression; Regular abuse of them can result in serious harm to vital organs. Serious, but potentially reversible effects include liver and kidney damage. Harmful irreversible effects include: hearing loss, limb spasms, bone marrow and central nervous system (including brain) damage. Mephedrone Mephedrone is a stimulant drug similar to ecstasy or speed. It comes in capsules, tablets or more commonly in powder form. The capsules or tablets are swallowed whilst the powder is usually snorted. Users report a feeling of 'coming up' or of rushes as the drug takes effect. The main effects include: Feeling alert; Sense of calm wellbeing; Excitement; Stimulation; Elevated mood; Chattiness; Dry mouth; Loss of appetite; Poor concentration; Increased heart rate; Raised body temperature; Racing heart; Panic; Sweating; Distinct fishy smell coming from sweat; The effects occurs within 10 to 20 minutes and on average last for 40 to 60 minutes. According to users there is a highly addictive quality to the substance. NRG-1 Naphyrone (NRG-1; Energy1) is a stimulant drug that is closely related to mephedrone with similar effects to amphetamines, cocaine and ecstasy. It is considered 5-10 times more potent than mephedrone or ecstasy. Naphyrone usually comes in the form of a white crystalline powder and is normally snorted or swallowed in wraps of paper. Usage of IRL location names and terms Introduction A lot of people don´t understand that the world of Grand Theft Auto V or any other open-world games that are built based on real-life locations is practically a whole new universe. The world of Grand Theft Auto V is based on the real-life State of California, especially Los Angeles. As the developers of Grand Theft Auto V created their universe and named it The State of San Andreas, all players are supposed to stick to the given universe and use only official location names as long as they are In-Character. Common usage As Grand Theft Auto V only covers the city of Los Santos and its County region, we should only stick to using the terms of the city of Los Santos and Los Santos County as a placeholder for the city of Los Angeles and Los Angeles County. The State of San Andreas term is therefore a placeholder for the State of California. That means concretely that the terms of Los Angeles and the State of California don´t exist in our universe. The Grand Theft Auto History The Grand Theft Auto series has mentioned multiple locations over time such as Vice City, Liberty City, San Fierro and Las Venturas. As for now, these locations also doesn´t exist in our universe. Everything that is outside the Grand Theft Auto V universe, is not to be used. Therefore talking about Las Vegas or Miami Beach In-Character is legit. If someone asks your character about Las Venturas, your character would have no idea where or what that should be.   26. I think the consensus is that low-mid stake games are not really a concern but these high-stake games tend to be relatively unregulated, unrealistic and unchallenged. I'd be in favour of introducing some form of not regulation, but separation. I think if we found a way to segregate them both we'd be working towards common ground. I'm against script regulation for low-mid stake games but high stakes should require some sort of imposition. So, IC laws should generally prohibit it all from that perspective and that perspective alone, but unrealistically high stake games should be modulated and kept under control. Possibly the implementation of two script features. Low stakes games should be playable with a deck of cards and cash and there's a limit on blinds. High stake games would require poker chips that would bypass the aforementioned limit on blinds in which its logs would be moderated. And I know poker chips are readily accessible to everyone but it's about finding a suitable arrangement to accommodate two contrasting situations.

It was the hot spot of the city and created so much RP for everyone. Let's not forget all the original gangs that were created there like Pizza Stacks 13 or Insane Idlewood crips. Combined with the PayNspray across from it this spot truly made LSRP and showed what we are all about on the server, therefore I believe we should pay a mapper to add in a pizza stacks and rename davis to Idlewood.

  34. It's not being reluctant, it's knowing what is needed for launch. Right now the main priority is to make the server playable, if we start adding other ways into making a character it means things will be delayed and ultimately won't be playable on the date set. Once the server launch is over and done with and a few weeks down the line to flatten any bugs that might occur, the development team will start adding to the server and start listening to suggestions. Right now everyone can make a character that looks different from the rest, so it's not exactly a urgent priority.

It will still be accessable from our boards, as you can easily click the "Rules" tab on the menu bar. The rules are split into five different categories: Server Rules Account Rules Forum Rules Rules of Engagement Legal Faction Rules With the rules being listed on our wiki page, we are able to easily make changes to them and we will be able to see what was different in the respective revisions of them. Furthermore, every player will be able to see the rules directly in game by simply using "/help rules" or "/help deathmatch" and it will open the rulebook for deathmatching. We are releasing the rules now so that everyone has the time to study them closely before the server opens.   37. Hey all, To give factions the ability to house their faction members in certain areas, the Faction Team has decided to allow factions to apply for faction complexes. These faction complexes will consist of a few apartments and will help with providing more environmental roleplay for the faction. Each faction has the ability to choose between getting 6 to 8 apartments for their complex. In order to improve the housing market, the Faction Team is offering factions a possibility to establish themselves within certain areas by creating a faction complex. This will ensure that faction members are provided the necessary housing for them to do their roleplay. For individuals, renting options will be available at launch; and a separate scheme will be announced for businesses. How to determine how many apartments you can get? The faction that is applying has to exist for a minimum of a week, and needs to consist of at least 12 core members. See below list to see how many members you need for the amount of apartments you can apply for in your complex. 6 apartments: 12 members 7 apartments: 14 members 8 apartments: 16 members A faction can apply for a maximum of 8 apartments. GUIDELINES By submitting an application, you agree to the rules surrounding the scheme, and accept potential removal from the scheme following any breach of the following agreements: Name-changing in any form is not allowed and will result in removal. You have to notify the Head of Schemes before namechanging. Administrative punishment (admin jail or ban), depending on severity and situation. Abusing the furniture limits within the complex for your own benefit. Poor roleplay surrounding the faction complexes. Lying in the selection application. Creating secret compartment/rooms or designing the interior in a way to give you a benefit during shootouts. Faction owner rents the complex out to non-faction members. Other faction team decision. Faction is shut down. Inactivity. REQUIREMENTS Before applying for the scheme, please ensure you meet the requirements. Not meeting the requirements will result in an instant denial.   39. Hey everyone, We're now just a little over two weeks before our scheduled release and new features are getting added into our game mode left and right. There's still a lot of work remaining and we're going full steam ahead, though I can really tell it's all slowly coming together. Allow me to give you a few updates on the upcoming two weeks so you know what to expect. Character Applications Everyone will be able to submit a character application starting February 14th. Until then the applications remain locked for our Patrons only. We anticipate a large amount of applications, so if you want to be 100% sure yours gets handled in time for the release, I suggest you submit it before the 14th. Similar story goes for the character creation server, which will become available to the public on February 20th. You will be able to customize your character however many times you wish before the server launch. After launch, you won't be able to alter an existing character appearance - just set it once and it's done. Staff Reinstatements We've decided on all staff reinstatements submitted and will be announcing & processing them on February 14th along with public character applications. Development Updates Due to the sheer amount of updates that are happening recently and how close we are to release, I won't bore you with paragraphs; here's some screenshots instead. Etc. And in this life? Believe me, that's saying something. Still, those were the days I miss the most. My Philly problems were long-settled, I was making good money through my connections in and out of the crew and even Bill was beginning to be happy with what I was laying on the table. The wines n' dines at the restaurant, late-night drinks and cards with the guys, the money, the ladies - all of it became the new norm, our second nature. And going back in time, honestly? Guys like us had everything. Life was good. [justify]The way they usually bring on new guys into the crew is - a guy appears around, gets known, gains trust from the right people, and eventually somebody's gonna have to vouch for the guy. See, when you vouch for somebody, anybody, it means that you're personally guaranteeing the reputation of a person that's dealing with the family, with your life. It means that if, and ever, the guy that you brought in either steps way outta line, goes to the cops, turns out to be an agent or anything else that's along those lines? You know it's you that's gonna be held accountable. I mean, you might as well pop one in your head yourself at that point, cause chances are you'll be doing yourself a favor. Y'know? Cause you gotta understand. It's a very serious thing. You don't just vouch for anybody. And frankly, when somebody vouches for somebody, usually they're so close they could be family. I mean shit, a lot of the times they ARE family. So with all of this in mind, when I vouched for Rocky, I naturally had my reasons. Now, if anyone here's been following the story from the get-go, you'll remember that Rocky, ironically, was the guy that brought me in and introduced me to Artie LoZoppo, during a time when I was dead broke and seriously in debt. In so many words, Rocky threw me a lifeline when nobody else would. Felt only fair that I return the favor. But more importantly, I knew Rocky. He was the only guy I really trusted. A simple man. Sincere and loyal. I'd known him for long enough to know that here was a guy that would never fuck me over. And that's a rarity in this life. That's why I brought him in. Because, let me tell you something, when the chips are down, the only thing you can rely on in this life, is friends like that. Why? Let me tell you why. See, as the years passed by, many many guys I had known closely, like Little Mike, Artie, Charles, Mark, my good friend Ray - everyone wind up dead, six feet under. And when you see everyone around you disappear like fairy dust? That's when you start growing eyes in the back of your head. Because the ugly truth is, life ain't worth a penny in the mob. One day, you could be having dinner with a guy you've known half your life and the next he'll be shoving a switch-blade into your adam's apple. So my advice? When in Rome, do as the Valentis do.[/justify]
