ARGUMENTS
 

1.Mark Lim taking photo of night time Gantos photo, suddenly large group of gun shot between some Mexican people like with Law Enforcement, countless body count on the floor, a lot of people were injured and dead.
2.Mark Lim standing behind the car in far distance while watching the gun shootout and take some rare photo of the gun shot, suddenly the black male officer in the photo turn his m4 gun point to Mark Lim without warning, and shoot at Mark Lim. Mark Lim left arms was shot by the M4 bullet.
3. Mark Lim decided to run behind his company car (Huntley) few meter away, hiding behind the car with his Boss "Osman" and the police officer decided to finish his M4 bullet while attempts to shot at us.
4. In the photo you can clearly see that the officer start shooting at random target, not where the Mexican gunner located. And the black male police officer just run away from the scene.
Photo of aftermatch, a lot of innocent police officer and citizen dead at the scene.
5. Officer Start shooting at random direction.

This court issues the following orders:

1. Assignment of Docket Number

The case is provisionally assigned the docket number 24-CV-1036, pending implementation of the Unified Docket System. When a new docket number is available, this court will notify all parties.

2. Order to Serve Parties

Xavier Castenda, is ordered to serve the Los Santos Police Department, the Defendant, with process notifying him of this proceeding. The Defendant is to be notified in-person, by mail, by email, or by another suitable form of service that gives reasonable notice to the defendant within 10 days prior to the scheduled date for the beginning of proceedings. (( Send as a PM to all parties and include the assigned Judge. ))

3. Scheduling of Proceedings

This case is scheduled to proceed to pre-trial motions four days after the serving of parties. The judge to oversee this case will be assigned at a later time when resources permit. This date is subject to change with at least 14 days of notice to all parties. The parties are further ordered to preserve and take reasonable steps to prevent the destruction of all relevant evidence. Witnesses are ordered to remain in the state beginning 10 days before the beginning of proceedings through the final disposition of this matter. The parties are additionally ordered to begin the process of disclosure issuing subpoenas pursuant to Fed. R. Civ. P. 45, and the clerk shall issue any necessary subpoenas to facilitate this process. Copies of all subpoenas shall be filed with this court.

My Lord @Kotwica , notification letter about this civil law sue has been pass to Los Santos Police department by hand, to Lieutenant Two, Jayden Gibson 5 day ago. LSPD also been inform the cased number, and case name. He also been inform to let the higher management aware of the letter.
