The characters we play are the most important aspect of the game, as the interweaving stories being told are wrapped around them.

 

That being said, what do YOU feel creates a compelling character? 

 

How does one go about making an interesting and engaging character that fits into the world and is enjoyable to both the player and those around them?

 

What can one add to their character to have their backstory be interesting and believable? Their personality? Their traits and characteristics?

Start off with simple pointers, let in character events influence & shape your character, be realistic whilst doing so. This always worked for me.

A character who reacts to what is happening around him. Not being the robo-roleplayer who is afraid of nothing, sees no consequence in his actions etc. I would like to see an emotional and mental development. I think that's a compelling character. It would be nice if we get/make a section on the forum again where you can show your character development (if there isn't already one), with a good storyline.

What real people have. Quirks, flaws, likes, dislikes, biases, things they're good at and things they aren't, even if it may bring you some disadvantage somehow in the future. A fat character can't run away from police for long, someone who can't swim isn't going to swim as well as GTA lets you, and a guy who's afraid of bees may avoid parks. Simple things, but ones that add character to your character.

Someone mentioned this already, but the flaws are obviously really important. It takes a pretty mature person to be able to RP a character which has flaws that they themselves don't have too. For instance, roleplaying a character who has racial or gender biases. Or perhaps a character who is a bit dumb, where the player themselves might be pretty intelligent. All comes down to the fact that we aren't our characters; and to try to make it so isn't really a healthy way of playing.

 

Make an interesting character with strengths, weaknesses and depth. Don't remake yourself, and don't be attached to them too much because you have to let in-game events shape them too - and these things can be very much out of your control.

Choose a name, choose a story, choose your character age, the environment, a goal, think about his personality ( try not to copy personalities from movies or TV series ), think about his weaknesses and strengths. You should "wear" your character. I think this is one of the most difficult things when you roleplay, but once you do it, that will be a compelling character. You literally have to "wear" your character if you want to create a compelling character and not a robot.

Make a person who stands out, don't be average. Be different. Keep in mind your character is a real person, tragedies will effect them as much as it would IRL.  Like Mikee stated above, don't make your character a robot. He's of course not going to be the best at things but some things he may exceed in.
