The Federación del Pacífico initially emerged in 2010 as an enforcement branch, primarily engaged in security and attacks, particularly against the Gulf Cartel during violent turf wars. They played a crucial role in joint operations, such as the 2011 San Fernando massacre. However, the group cut all ties with other notorious groups in 2018 and chose to operate independently. In response, Ernesto Blanco, the group's alleged leader, shifted their operations to the United States for security and economic reasons, focusing on drug trafficking. In late 2018, Federación del Pacífico began operating in San Fierro, but a 2019 joint task force raid by the DEA, FBI, ICE, and CBP resulted in significant arrests and seizures of drugs and weapons, heavily disrupting the cartel's activities. This raid, which captured sixteen members and substantial quantities of narcotics and ammunition, forced the group to cease its operations in San Fierro and left them under intense scrutiny by U.S. authorities. Consequently, the Federación del Pacífico became inactive in the United States, suffering a significant blow to its organizational structure and operations. Federación del Pacífico became defunct, but rumors suggested they were active in certain areas of Bone County. Bone County was known for its deserts and trafficking routes. With an attempt to restart the operations, Ernesto Blanco was rumored to start operations within Fort Carson back in 2023 with his trusted operation heads Arduino Longoria and Marvin Aguirre. Arduino Longoria was the trusted long-time cousin and advisor for Ernesto Blanco. He was one of the original members of the group and had shown loyalty to Blanco from the very start. Marvin Aguirre had a different approach to gaining Blanco's trust, as his influence within the city led to a direct relationship with Blanco for financial gain. Aguirre was rumored to have had direct connections with the 18th Street Gang, a multi-ethnic transnational criminal organization that started as a street gang in Los Santos. However, due to external issues with other groups and authorities it made it hard for the group. The U.S. government has been actively battling cartel influence within the country, implementing various measures to curb the operations of these criminal organizations. Federal agencies such as the DEA, FBI, ICE, and CBP have been at the forefront of this fight, conducting extensive investigations and coordinated raids to dismantle cartel operations. This led to the important figures of the family leaving the operations within the USA and move back to the motherland while starting a DTO with local connections. PRESENT Federación del Pacífico, once a dominant force in Los Santos' underworld, faced an impending transformation. With pressure mounting from law enforcement and internal conflicts, the known figures Ernesto Blanco, Arduino Longoria, and Ezekiel Aguilera made the decision to return to Mexico as their best option to keep the balance and structure. Their departure signaled the end of an era but also the beginning of a new chapter. Before they left, they had designed ways through which they would remain in power, specifically to continue with the control of drug ring in East Los Santos. They would establish a new Drug Trafficking Organization (DTO) under the cartel influence, designed to handle the day-to-day operations in their absence. This DTO, named the Blanco-Longoria DTO, would be the cartels primary wing in Los Santos, ensuring their continued dominance in the region. Thus, the associates of the Federación del Pacífico were rolled over into the DTO's new structure. Their focus would be drugs: cocaine and fentanyl, though it wouldn't stop there. They intended to diversify all their rackets, from legal fronts to alcohol businesses, in order to make their organization very solid and multidimensional. A new leader now sat atop the Blanco-Longoria DTO, known as Eduardo Costa or Lalo. He presented a new way of looking at things and a relentless drive that insured that the Blanco's legacy of this cartel was upheld while he forged his own path. Lalo took all of the previous cartel assets underneath him along with any important figures that operated within the city prior. This included a familiar face from before such as Marvin also known as Popeye. Popeye agreed to work underneath Eduardo due to the strong ties with the previous group and the financial success that he had. Furthermore, Marvin was handed the position of head of security, where he oversaw the city's connections and the arms situation, crucial to survival and success. Raymundo managed these rackets while assuring each of them was running both very smooth and very profitable. While another important figure by the name of Raymundo Ochoa focused on expanding the DTO's operations, overseeing rackets ranging from carjacking and burglary to extortion and underground fighting rings. A turning point in all of this unsettling change is when Luis "Tricky," a big shot within Barrio 18, decided to bow out of the gang life and buddied up with Eduardo "Lalo" Costa and his infamous drug ring. With Costa's outfit being a major supplier to Barrio 18, losing Tricky is a massive hit to the gang's strength. This created a lot of problems within Barrio 18; it literally whipped up a storm as the organic structure of the gang has been affected alongside fostering negative emotions among its members. Another colleague, Flaco, who was also instrumental in the team’s success has pulled off an equally mysterious disappearance. Since Flaco is absent in the foreground, the youngsters are in disarray and have some issues with the current bosses. In the lack of proper leadership advancement, the gang became nearly dismantled which led many members in search of new opportunities. Some have chosen to relocate from the areas, specifically outside of East Los Santos, to safely escape the deterioration of the gang warfare. As we have seen with Tricky showing better prospects and a better environment in Costa’s organization, other have also joined him. The decline of the gang and increase in prominence of Costa’s crew also shows just how volatile and fluctuating gang relations are, along with a constant power and money war within the criminal underworld. With regards to the common populations of East Los Santos, these transformations are both a cause for concern. The DTO side is focused on showcasing high level organized crime as a white-collar group along with heavy influence within the arms dealing and narcotics.
